CALL TO ORDER:
The City Council of the City of Atwater met in Special Session this date at 4:00 PM in the City Council Chambers located at the Atwater Civic Center, 750 Bellevue Road, Atwater, California; Mayor Nelson presiding.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was postponed to the Regular Session.

Interviews for one (1) scheduled vacancy on the Merced County Mosquito Abatement District Board of Trustees City of Atwater, for the term of four (4) years, ending December 31, 2026.
The City Council interviewed the two qualified candidates.
BOARD OF TRUSTEE NOMINATION AND APPOINTMENT:
Appointment of one (1) Board of Trustee to the scheduled vacancy on the Merced County Mosquito Abatement District Board of Trustees, for the term of four (4) years, ending December 31, 2026.
City Attorney Splendorio provided background information on the nomination process.
Deputy City Clerk Martin opened the nomination period.
Mayor Nelson nominates Kim Kathleen Miller.
Mayor Pro Tem Raymond nominates George Ronald Pirtle.
Deputy City Clerk Martin closed the nomination period.
NOMINATION: Mayor Nelson moved to appoint candidate Kim Kathleen Miller to fill the scheduled vacancy on the Merced County Mosquito Abatement District Board of Trustees, for the term of four (4) years, ending on December 31, 2026. The vote was: Ayes: Button, Nelson; Noes: Raymond, Cale; Absent: Ambriz. The nomination failed.
NOMINATION: Mayor Pro Tem Raymond moved to appoint candidate George Ronald Pirtle to fill the scheduled vacancy on the Merced County Mosquito Abatement District Board of Trustees, for the term of four (4) years, ending on December 31, 2026. The vote was: Ayes: Button, Cale, Raymond; Noes: Nelson;
Absent: Ambriz. The nomination passes.
Mayor Pro Tem Raymond announced that due to a conflict that he will not be participating in the Planning Commissioner interviews and left the dais at 4:22 PM.
Mayor Nelson called a recess at 4:23 PM.
Mayor and City Council Members returned to the dais and resumed the meeting at 4:29 PM.

COMMISSIONER MEMBER INTERVIEWS:
Interviews for one (1) scheduled vacancy on the City of Atwater Planning Commission, for the term of four (4) years, ending December 31, 2026.
The City Council interviewed the six qualified candidates.
COMMISSIONER MEMBER NOMINATION AND APPOINTMENT:
Appointment of one (1) Commissioner Member to the scheduled vacancy on the City of Atwater Planning Commission, for the term of four (4) years, ending December 31, 2026.
City Attorney Splendorio provided background information on the nomination process.
Deputy City Clerk Martin opened the nomination period.
City Council Member nominated Mayra Sanchez Garcia.
City Council Member Ambriz nominated Shari Mead.
Mayor Nelson nominated Mary Ellen Arana.
Deputy City Clerk closed the nomination period.
NOMINATION: City Council Member Button moved to appoint candidate Mayra Sanchez Garcia to fill the scheduled vacancy on the City of Atwater Planning Commission to the City of Atwater Planning Commission, for the term of four (4) years, ending on December 31, 2026. The vote was: Ayes: Button, Cale, Nelson; Noes: Ambriz; Absent: Raymond. The nomination passes.
ADJOURNMENT:
Mayor Nelson adjourned the Special Meeting at 5:22 PM.
