CITY COUNCIL
AGENDA REPORT
MEETING DATE: January 23, 2023
TO: Mayor and City Council
FROM: Michelle Joyner, Human Resources Manager
PREPARED BY: Michelle Joyner, Human Resources Manager
SUBJECT: Authorizing and approving a Cooperative Purchase Agreement (Purchase Order) to Quadient Inc. for the purchase of postage machines located at various City locations (Human Resources Manager Joyner)
RECOMMENDED COUNCIL ACTION
Authorizes and approves a Cooperative Purchase Agreement (Purchase Order) with Quadient Inc., of Millford, CT for Postage machines located at various City locations, and service fees for 3 years with an option for 2 additional years, in an amount not to exceed $38,000; and authorizes and directs the City Manager, or her designee, to execute the Purchase Agreement (Purchase Order) on behalf of the City.
I. BACKGROUND/ANALYSIS:
Background:
The current lease agreement with Quadient will expire March 31, 2023. With Administrative and Human Resources staff moving to a separate building, replacement of the current postage machine and the addition of a second machine. One machine would be placed at City Hall and another machine in the Administrative Building. Should Finance move to a new building, a third machine would be purchased for the Police Department. The City is currently paying for meter rental and equipment maintenance on the current machine. The existing equipment is nearing the end of the expected life cycle. The initial service contract is for 3 years with an option to continue for a 4th and/or 5th year if desired. Purchase of new postage machines would provide the first year of equipment maintenance at no cost, and the second and third years are billed quarterly.
Analysis:
An inquiry was made to Quadient, Inc.in November 2022 and staff began discussions regarding the possible lease or purchase of postage machines for the Administrative Building, City Hall and the Police Department. The current lease with Quadiet, Inc will expire and the City is in need of updated equipment. With the proposed State and Local NASPO/Value Point Agreement (“Agreememt”), which includes the purchase of two (2) postage machine systems (Administrative Building and City Hall Mailroom), the City’s initial payment amount will be approximately $15,244.60 including delivery, installation

Equipment maintenance is billed at a rate of approximately $2,115.60 per year beginning with the second year of the agreement.
If approved, the Agreement (EXHIBIT “A”) is a three (3) year rental lease with an option for a 4th and/or 5th year that includes:
1.iX-7 Series Base with Feeder, Sealer, Drop Tray & Ink cartridge
2. DS40I Folder Inserter
3. Letter Operner
4. e-certify Configuration fee & e-certify Subscription
5. IX Series 10lb weighing platform
6. DS 40I Trifold kit
7. IX-3 Series Base with 5lb Integrated weighing platform, moistener & Catch tray
8. #10 Double Window Certified Mail Envelope - 2500 quantity, and
9. Return of equipment and early termination of existing lease so saving can begin upon receipt of the new equipment
The City may participate in purchases and contracts established by other political jurisdictions, provided the cooperative agreement is established following a competitive bid process similar to the City's Formal Contract Procedure. City Council approval is required for the award of any cooperative purchase greater than or equal to $25,000.
This process is often called "piggybacking".
The NASPO ValuePoint is a cooperative purchasing program facilitating public procurement solicitations and agreements using a lead-state model. NASPO ValuePoint provides the highest standard of excellence in public cooperative contracting. By leveraging the leadership and expertise of all states and the purchasing power of their public entities, NASPO ValuePoint delivers the highest valued, reliable and competitively sourced contracts - offering public entities outstanding prices.
The Agreement allows the City to provide services to meet City staff needs in day to day functions and assures the City is properly equipped to provide these services in an efficient manner.
II. FISCAL
IMPACTS:
The cost of each postage purchase and associated fees is included in each department’s budget in the Rents & Leases account number ending in 3034. Existing budgets also include a line item for Mail Machine in the Non-Departmental Office Supplies account number ending in 2020.There is sufficient funding for the purchase of the equipment. City staff will do an internal budget transfer to transfer the funds out of Supplies, 0001-1050-2020 and into Machinery and Equipment 0001-1050-6021.
