CALL TO ORDER:
The City Council of the City of Atwater met in Special Session this date at 9:06 AM in the Jesse Frago Room located at the Atwater Community Center, 760 E. Bellevue Road, Atwater, California; Mayor Nelson presiding.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was postponed to the Regular Session.

STRATEGIC PLANNING SESSION:
Discussion and direction regarding goals, priorities, City-wide planning City Manager Waterman provided an introduction for the day.
Public Works Director Vinson provided a presentation regarding the Public Works department, and answered questions.
Community Development Director Thompson provided a presentation regarding the Community Development department, and answered questions.
Interim Human Resources Director Sousa provided a presentation regarding the Human Resources department, and answered questions.
Mayor Nelson called a recess at 10:40 AM.
Mayor Nelson resumed the meeting at 10:50 AM.
PUBLIC COMMENT:
Notice to the public was read.
Jeff Stopper spoke regarding a project for Castle Air Museum.
Joe Pruzzo spoke regarding a project for Castle Air Museum.
Maj. Gen. Clay Garrison spoke regarding a project for Castle Air Museum.
No one else came forward to speak.
City Manager Waterman provided an update regarding accomplishments from the 2020-2025 Strategic Plan.
Finance Director Youmara proposed and provided updates regarding American Rescue Plan Act.
Facilitator Lopez asked City Council members to identify their priorities.
