CALL TO ORDER:
The City Council of the City of Atwater met in Special Session this date at 4:12 PM located at the Atwater Community Center, 760 E. Bellevue Road, Atwater, California; Mayor Nelson presiding.

No one came forward to speak.
Informational booth presentations and meet and greet by City of Atwater staff departments and various vendors (4-6PM) (Multipurpose Room) The various vendors and City departments in attendance were TNT Fireworks, Merced Irrigation District, PG&E, Mid Valley Disposal, Castle Air Museum, Atwater Elementary School District, Merced County Association of Governments, The BUS, City Council Special Meeting Action Minutes for May 30. 2023 Page 2 and Measure V representation, Senator Anna Caballero's office, Assemblywoman Esmeralda Soria's office, Supervisor Daron McDaniel, Various offices for Merced County representation and workforce development, City of Atwater City Council, City Manager, Finance, Public Works, Community Development, Recreation, and Community Events.
Mayor Nelson resumed the meeting in the Jesse Frago Room at 6:05 PM PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by City Council Member Ambriz.

Mayor Nelson provided an introduction regarding the outline of the special meeting and public comment period.

City Council Discussion and direction regarding Fiscal Year 2023-24 Proposed Budget (6pm or immediately thereafter) (Jesse Frago Room)
City Manager Waterman gave a brief introduction.
Finance Director Youmara spoke specifically regarding the American Rescue Plan Act (ARPA) funds as outlined in the 2023-24 Proposed Budget and asked for direction from the City Council regarding these funds.
City Council provided staff direction.
Finance Director Youmara provided background information regarding the remaining items on the Fiscal Year 2023-24 Proposed Budget.

PUBLIC COMMENT:
Ron Daugherty spoke regarding Community Facility Districts and Maintenance Districts.
Jim Price spoke regarding employee salaries, various expenses, and revenues. He asked regarding specific contracts.
Keith Pelowski spoke regarding Community Facilities Districts.
Mayor Nelson adjourned the Special Meeting at 8:09 PM.
