CALL TO ORDER:
The City Council of the City of Atwater met in Special Session this date at 4:35 PM in the City Council Chambers located at the Atwater Civic Center, 750 Bellevue Road, Atwater, California; Mayor Nelson presiding.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was postponed to the next Regular Session.

Interviews for two (2) scheduled vacancies on the City of Atwater Planning Commission, for the term of four (4) years, ending December 31, 2027.
The City Council interviewed the eight (BJ qualified candidates.
COMMISSIONER MEMBER NOMINATION AND APPOINTMENT:
Appointment of two (2) Commissioner Members to the scheduled vacancies on the City of Atwater Planning Commission, for the term of four (4) years, ending December 31, 2027.
Mayor Nelson and Assistant City Clerk Martin provided background information on the nomination process.
Assistant City Clerk Martin opened the nomination period.
Mayor Pro Tem Raymond nominated Donald Borgwardt and Jagandeep Mokha.
City Council Member Cale nominated Richard Rogers.
City Council Member Ambriz nominated Richard Rogers and Jagandeep Mokha.
Mayor Nelson nominated Donald Borgwardt and Ronald Daugherty.
Assistant City Clerk closed the nomination period.
NOMINATION: Mayor Pro Tem Raymond moved to appoint candidate Donald Borgwardt to fill the scheduled vacancy on the City of Atwater Planning Commission to the City of Atwater Planning Commission, for the term of four (4) years, ending on December 31, 2027. The vote was: Ayes: Cale, Ambriz, Raymond Nelson; Noes: None; Absent: Button. The nomination passes.
NOMINATION: Mayor Pro Tem Raymond moved to appoint candidate Jagandeep Mokha to fill the scheduled vacancy on the City of Atwater Planning Commission to the City of Atwater Planning Commission, for the term of four (4) years, ending on December 31, 2027. The vote was: Ayes: Ambriz, Raymond; Noes: Cale, Nelson;
Absent: Button. The nomination fails.
NOMINATION: City Council Member Cale moved to appoint candidate Richard Rogers to fill the scheduled vacancy on the City of Atwater Planning Commission to the City of Atwater Planning Commission, for the term of four (4) years, ending City Council Special Meeting Action Minutes for January 10. 2024 Page 3 on December 31, 2027. The vote was: Ayes: Cale, Ambriz; Noes: Raymond, Nelson;

The vote was: Ayes: Ambriz, Raymond; Noes:
Cale, Nelson; Absent: Button. The nomination fails.
NOMINATION: Mayor Nelson moved to appoint candidate Ronald Daugherty to fill the scheduled vacancy on the City of Atwater Planning Commission to the City of Atwater Planning Commission, for the term of four (4) years, ending on December 31, 2027. The nomination fails for lack of a second.
Assistant City Clerk Martin reopened the nomination period.
Mayor Pro Tem Raymond nominated Jagandeep Mokha.
City Council Member Cale nominated Richard Rogers.
Assistant City Clerk closed the nomination period.

Assistant City Clerk announced the two appointments made by the City Council, Donald Borgwardt and Jagandeep Mokha.
Mayor Nelson thanked all the applicants for their participation in the process.
