CALL TO ORDER:
The City Council of the City of Atwater met in Special Session this date at 4:31 PM in the City Council Chambers located at the Atwater Civic Center, 750 Bellevue Road, Atwater, California; Mayor Nelson presiding.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was postponed to the next Regular Session.

APPEAL HEARRING:
Appeal of Permit Denial of Michael loane Jr.'s Application for an Animal Permit for the property located at 1521 Fruitland Avenue
City Council Special Meeting Action Minutes for January 22, 2024 Page 2 City Attorney Splendorio provided a brief overview of proceeding requirements.
Mayor Nelson read an introduction regarding appeal proceedings and opened the appeal hearing.
Police Chief Salvador provided background information on this item.
Darren Dupont representing the appellant provided background information regarding the appeal.
Mayor Nelson opened public comment.
Three people spoke in favor of the Animal Permit denial.
No one else came forward to speak.
Mayor Nelson closed public comment.
Darren Dupont representing the appellant provided a rebuttal.
Mayor Nelson closed the appeal hearing.
Mayor Nelson called a recess at 5:06 PM.
City Council Members returned to the dais at 5:10 PM.
MOTION: City Council Member Cale moved to deny the appeal regarding Michael loane, Jr. 's application for an Animal Permit for the property located at 1521 Fruitland A venue and Code Enforcement begin the abatement process if necessary in 120 days or May 21, 2024; The motion was seconded by Mayor Pro Tem Raymond and the vote was: Ayes: Cale, Ambriz, Raymond, Button, Nelson; Noes: None;
Absent: None. The motion passed.
ADJOURNMENT:
Mayor Nelson adjourned the Special Meeting at 5:18 PM.
