Background
At its January 23rd, 2023 meeting, City Council requested staff bring forward an agenized item specifically to discuss solar and whether to pursue interconnection applications for six City owned properties.

As directed by Council, staff brought an item regarding solar feasibility within the City to its February 17th meeting. At this meeting, City Council authorized staff to request proposals from qualified solar photovoltaic power systems vendors to aid the City in its goals to offset electricity use at City-owned sites. The goal behind this is to reduce energy costs and reduce the City’s carbon footprint in a costefficient manner. Staff was given the direction to solicit proposals from industry professionals to provide services for a solar energy project at the six (6) separate locations listed below:
• 1225 Lincoln Way, Auburn CA, 95603.
• 1215 Lincoln Way, Auburn CA, 95603.
• 11500 Blocker Drive, Auburn CA, 95603.
• 485 High Street Auburn CA, 95603.
• 226 Sacramento Street, Auburn CA, 95603.
• 901 Auburn Folsom Road, Auburn CA 95603.

ESP, who’s proposal was reviewed by staff and presented at Council’s March 13th, 2023 meeting, had the most responsive and responsible proposal. ESP’s costing breakdown is shown here:

ESP will be requested to install the project at the City’s Corporation Yard located at 11500 Blocker Drive.

In addition to this, the City would monetarily compensate ESP the sum of $1,000 per site for NEM 2.0 submissions for any of the remaining sites listed in the RFP. ESP shall include specifications, calculations, and drawings in the design package and submit it to the City of Auburn. ESP shall provide all necessary construction services to successfully complete the PV system installation.

All work is subject to a Notice to Proceed.

Alternatives Available to Council; Implications of Alternatives

1. Proceed with Staff Recommendation.

2. Do not proceed with Staff Recommendation.

Fiscal Impact
There is currently $146,400.00 in the FY 22/23 adopted operating budget allocated to Photo Electric Projects. Staff will identify areas for the additional funding as needed and incorporate it in the 23/24 operating budget.
