CITY COUNCIL MINUTES
November 27, 2023
REGULAR SESSION
A Regular Meeting of the Auburn City Council was held at Auburn City Hall, 1225 Lincoln Way, Auburn, CA on Monday, November 27, 2023 at 6:00 p.m. with Mayor Dowdin Calvillo presiding and City Clerk Amy Lind recording the minutes.
CALL TO ORDER/ ROLL CALL
Council Members Present: Sandra Amara, Mike Holmes, Rachel Radell-Harris, Alice Dowdin Calvillo (one
vacancy)
Council Members Absent: None
Staff Members Present: City Manager Sean Rabé, City Attorney ary Bell, Public Works Manager Mengi Deane, Community an conomic Development Director Jonathan Wriaht. Interim Fire Chief Joh Rogers, Human Resources Director Jennifer Leal, and Police Chief Ryan Kinnan.
PLEDGE OF ALLEGIANCE
MAYORS COMMENDATION/ PROCLAMATION/ ACKNOWLEDGEMENTS
Mayor Dowdin Calvillo spoke about an event filled weekend in Auburn.
She also stated she will be adjourning the meeting in memory of Lee Buckingham.
ADOPTION OF THE AGENDA
The agenda was approved as presented by consensus of the Council.
PUBLIC COMMENT:
Steve Hiatt, Chair of the Planning Commission, stated he would like to continue to serve on the Planning Commission.
Council Member Holmes thanked Salvation Army for the Thanksgiving meal service.
BUSINESS:
Filling of City Council Vacancy
City Manager Rabé introduced this item. He explained process and proposed action, by resolution, this evening.

Without objection, the Mayor suspended Roberts Rules for reconsideration to allow in the event there is a motion to appoint an individual and that motion fails, no subsequent motion is needed for reconsideration.
Council interviewed Paul Aronowitz, Richard Hall, Glen Kramer, Heather Leslie and Michelle Sierra Sammons (Jamie Ross withdrew her application).
Public comment: Jackie Weston and Jamie Ross.
Council recessed for 5 minutes.
Council discussion followed.
By Resolution, appoint Michelle Sierra Sammons to the Auburn City Council.
The motion was made by Mayor Dowdin Calvillo and seconded by Council Member Holmes and approved by the following roll call vote:
Ayes:, Holmes, Radell-Harris, Dowdin Calvillo
Noes: Amara
Absent: None
City Clerk Amy Lind administered an oath of office to Council Member Sierra Sammons.
Without objection, Mayor Dowdin Calvillo cancelled the special session scheduled for November 28, 2023.

ADJOURNMENT
Mayor Dowdin Calvillo adjourned the meeting in honor of Lee Buckingham, at 8:45 p.m.
