March 25, 2024
REGULAR SESSION
A Regular Meeting of the Auburn City Council was held at Auburn City Hall, 1225 Lincoln Way, Auburn, CA on Monday, March 25, 2024 at 6:00 p.m. with Mayor Rachel Radell-Harris presiding and City Clerk Amy Lind recording the minutes.

By MOTION, approve the City Council minutes of 1/22/2024 and 2/2/2024.
Report of Investments - Quarter Ending December 30, 2023 Receive, review and file the "City of Auburn Investment Report" for the quarter ending December 30, 2023.

4. FY 2023-24 Budgeted Position Allocation Update
By RESOLUTION 34-31, approve the updated FY 2023-24 budgeted position allocations to align with the FY 2023-24 Mid-Year Financial Status
5. Updated Associate Engineer and Finance Technician Job Descriptions
By RESOLUTION 24-32, approve the updated job descriptions for Associate Engineer and Finance Technician classifications.

Annual Inspection Report
By MOTION, receive and acknowledge the Annual Inspection Report on the City of Auburn Fire Department's Compliance with SB1205 and California Health and Safety Code Section 13146.4.
9. Amendment to the Purchase and Installation of ADA Improvements - School Park Preserve
By RESOLUTION 24-34, increase the budget for the School Park Preserve ADA park improvements.
10. Accept Safe Streets and Roads for all (SS4) Grant
By RESOLUTION 24-35 authorize the City Manager to accept a $500,000 SS4 Grant.

10A. Local Agency Investment Fund Signers
Finance Director Johnson, Treasurer Silva and City Manager Rabé addressed Council's questions.
By RESOLUTION 24-30, approve the update of City Officials and Employees authorized to order deposits and withdrawals from the Local Agency Investment Fund.
The motion was made by Council Member Amara and seconded by Council Member Sierra Sammons and approved by the following roll call vote:

10B. Response to Grand Jury Compliance Report
City Manager Rabé addressed Council's questions regarding homeless issues addressed in report.
By MOTION, approve a letter drafted in response to the Grand Jury Compliance Report and modifying the City's response to the Grand Jury report titled, "Spending on Homelessness within Placer County" dated June 21, 2023.
The motion was made by Council Member Amara and seconded by Mayor Radell-Harris and approved by the following roll call vote:

10C. Grant Application to be Submitted to the FAA for the Auburn Municipal Airport Terminal Pre-design Project
Airport Manager Richardson addressed questions regarding this item.
By RESOLUTION 24-33:
1) Authorize the City Manager or his designee to sign and submit the grant application to the Federal Aviation Administration (FAA) and California Department of Transportation (Caltrans) to secure the grant funding for the Auburn Municipal Airport Terminal Pre-design Project. 2) Authorize the City Manager or his designee when appropriate to accept and sign all grant forms required by the FAA and Caltrans and issue the notice to proceed to Mead & Hunt Inc. for the Auburn Municipal Airport Terminal Pre-design Project.
3) Find that planning and Grant applications associated with planning are exempt from CEQA review under CEQA Guidelines Section 15306 (Information Collector).

PUBLIC COMMENT:
Antionette Fabela, resident, spoke about the property on Lincoln Way included in the County's rezoning plan.
Alexia Retallack, Almost Free to All, provided an update on the Carnegie Library.

Auburn Fire Department 2023 Year End Report
Chief Rogers provided an informational report on the Auburn Fire Department's 2023 activities (available in record).
Police Department 2023 Annual Report
Chief Kinnan provided an informational report on the 2023 performance and activities of the Auburn Police Department (available in record).
