October 13, 2025
REGULAR SESSION
A Regular Meeting of the Auburn City Council was held at Auburn City Hall, 1225 Lincoln Way, Auburn, CA on Monday, October 13, 2025 at 6:00 p.m. with Mayor Sandra Amara presiding and City Clerk Amy Lind recording the minutes.

CONSENT AGENDA:
1. City Council Minutes
By Motion, approve the City Council Minutes of 8/25/25 and 9/22/25.
2. Approval of Warrants Paid - July - September 2025
By Resolution 25-98, approve accounts payable warrants paid from July 2025 to September 2025.
3. Ordinance Implementing the Recent Staff Reorganization Introduce and hold a first reading, by title only, of an ordinance amending the Auburn Municipal Code to reflect the recent staff reorganization, Auburn City Council Minutes 10/13/2025
including the creation of separate departments for Planning, Public Works, and Economic Development, and updating job titles and references throughout the Code.
4. Professional Services Agreement with Liebert Cassidy Whitmore, Amendment No. 1
Removed from the agenda.
5. Amendment of Ground Lease - Auburn Airport
By Resolution 25-99, consent to and approve an amendment of ground lease (Auburn Municipal Airport Hangar 74) and authorize the City Manager to sign all documents.

The motion was made by Council Member Dowdin Calvillo and seconded by Council Member Radell-Harris and approved by the following roll call vote:

5a. PUBLIC HEARING:
Adopt 2025 Building Code Amendments
The public hearing was opened and continued to the October 27, 2025 City Council meeting by consensus of the Council.
No public comment.
PUBLIC COMMENT:
Mayor Amara spoke about the passing of Jim Ferris, long-time board member for Auburn Recreation District and an upcoming 100th birthday celebration of an Auburn resident.
Council Member Davis highlighted upcoming events in town.
Sue Engle also spoke in memory of Jim Ferris.

COUNCIL BUSINESS:
6. Retail Commercial Cannabis Ordinance
Economic Development Director Jonathan Wright presented this item.
Public comment: Patricia C., Sue Engle, Kat with Old Town Business Association, Rich Miller and Steve Hiatt.
Council discussion followed and direction was provided to staff regarding drafting a retail commercial cannabis ordinance.
7. Ordinance Establishing Entertainment Zones in Old Town and Downtown Auburn
Economic Development Director Jonathan Wright presented this item.
Dallas (DBA) and Kat (OTBA) expressed their support of this ordinance.
Public comment: Pete Aroz and Michele Tuggle.
By Motion, conduct a first reading, by title only, of an ordinance establishing entertainment zones in Old Town and Downtown Auburn.
The motion was made by Mayor Amara and seconded by Council Member Dowdin Calvillo and approved by the following roll call vote:
