REGULAR SESSION
A Regular Meeting of the Auburn City Council was held at Auburn City Hall, 1225 Lincoln Way, Auburn, CA on Monday, October 27, 2025 at 6:00 p.m. with Mayor Sandra Amara presiding and City Clerk Amy Lind recording the minutes.

ADOPTION OF THE AGENDA
The agenda was adopted as presented by consensus of the Council.
CONSENT AGENDA:
1. Appointments to the Economic Development Commission (EDC) By Resolution 25-100, appoint of Natalie Ottis, Jessica Hicks, and reappoint Kathryn Gonzales to the EDC.
2. Ordinance Implementing the Recent Staff Reorganization Removed from the consent calendar; see item 5a.

3. Ordinance Establishing Entertainment Zones in Old Town and Downtown Auburn
Hold a second reading, by title only, and adopt Ordinance 25-06 establishing Entertainment Zones in Old Town and Downtown Auburn.
4. Authorization to purchase an HP DesignJet T2600 Plotter & Approval of FY25-26 Budget Adjustment
By Resolution 25-101, authorize the purchase of an HP DesignJet T2600 . ostscript Multifunction Plotter Printer in the amount ot $11,000 anc approve a Fiscal Year 2025-26 budget adiustment to transfer existins funds into a capital asset account designated for the plotter printer purchase.
5. Amendment No. 7 to the Professional Services Agreement with Trihydro Corporation
By Resolution 25-102, authorize the City Manager to execute Amendment No. 7 to the Professional Services Agreement with Trihydro Corporation and approve a FY 2025-26 budget adjustment of $16,916 to include the 10% increase associated with the extension (total not to exceed amount of the Agreement to $346,397.00)

5a. Ordinance Implementing the Recent Staff Reorganization Hold a second reading, by title only, an adopt ordinance 25-05 amending the Auburn Municipal Code to reflect the recent staff reorganization, including the creation of separate departments for Planning, Public Works, and Economic Development, and updating job titles and references throughout the Code.
The motion was made by Council Member Dowdin Calvillo and seconded by Mayor Amara and approved by the following roll call vote:

PUBLIC HEARING:
6. California Building Standards Codes (CBSC)
Planning Director Klumpp and Senior Building Inspector Pinola presented this item. The public hearing was opened.
No public comment.
By Motion, conduct a first reading, by title only, of an ordinance to amend the Auburn Municipal Code, sections 100.50, 100.58 of Chapter 100 of Title IX and sections 150.001, 150.006 to 150.008, 150.030, 150.040, 150.050, and 150.080 of Chapter 150 of TITLE XV, Repealing and Replacing Sections 150.002, 150.03, 150.070, and 150.071 of Chapter 150 of Title XV, add adding Sections 150.010, 150.011, 150.055, 150.56, 150.065 to 150.067, 150.072, 150.75, 150.076, 150.085, 150.086, and 150.090 to 150.092 to Chapter 150 of Title XV. Thereby adopting the 2025 editions of the California Building Standards Codes (CBSC) and amendments thereto.
