CITY COUNCIL MINUTES
February 23, 2026
REGULAR SESSION
A Regular Meeting of the Auburn City Council was held at Auburn City Hall, 1225 Lincoln Way, Auburn, CA on Monday, February 23, 2026 at 6:00 p.m. with Mayor Kelley Davis presiding and City Clerk Amy Lind recording the minutes.

By Motion, approve the City Council minutes of 1/26/2026, 2/2/2026 and 2/9/2026.
2. Report of Investment - Quarter Ending December 31, 2025 Receive, review, and file the City of Auburn Investment Report for the quarter ending December 31, 2025.

3. 'Assignment and Amendment of Airport Ground Lease
By Resolution 26-17, approve the assignment and assumption of lease with consent of ground lessor and amendment of lease between Neil Munro and Patricia Munro, as "Assignor" to Hangar76 LLC, a California Corporation as "Assignee" of the Ground Lease for "Hangar 76" and that this lease is exempt from CEQA review as a Class 1 categorical exemption under CEQA Guidelines Section 15301.

The motion was made by Council Member Amara and seconded by Council Member Dowdin Calvillo and approved by the following roll call vote:

PUBLIC COMMENT:
Council Member Holmes spoke about a cohousing program.
Council Member Dowdin Calvillo thanked the Greater Auburn Area Fire Safe Council for the work they do.
Council Member Amara spoke about Auburn's On-Demand Transit Service and encouraged residents to use it.
Council Member Radell-Harris asked for a summary of how the City is addressing businesses leaving Auburn and requested results from the EDC Town Hall. She also spoke about PHS basketball being in the finals.
Mayor Davis spoke about the EDC Town Hall and Auburn On-Demand Transit. She also wished her husband a happy birthday.

Fiscal Year 2025-26 Mid-Year (Q2) Financial Update
Finance Director Gretchen Hoskins presented this item (presentation available in record).

By Resolution 26-18, approve FY 2025-26 Quarter 2 budget adjustments and approve the updated Position Allocation List and Pay Schedule.
The motion was made by Council Member Holmes and seconded by Council Member Dowdin Calvillo and approved by the following roll call vote:

City Manager Report
City Manager Rabé presented a report to the Council, providing updates and information on relevant matters.
