3. Findings to Continue to Hold Remote Teleconference/Virtual City Council Meetings Pursuant to Assembly Bill 361
At the November 16, 2021 City Council meeting, the City Council made findings pursuant to Assembly Bill 361 to continue to meet remotely. To continue this practice, it is required, that the City Council determine that the COVID-19 state of emergency proclaimed by the Governor still exists and has been considered by the City Council in deciding to continue to have teleconference meetings and that state or local officials have imposed or recommended measures to promote social distancing in connection with COVID-19, and that as a result of the COVID-19 emergency, meeting in person would present imminent risks to the health or safety of attendees. Because these findings must be made every thirty (30) days, the City Council will have to make these findings at its upcoming December 6, 2022 meeting and thirty (30) days thereafter.
Recommended Action
Determine that the COVID-19 state of emergency proclaimed by the Governor still exists and has been considered by the City Council in deciding to continue to have teleconference meetings and that state or local officials have imposed or recommended measures to promote social distancing in connection with COVID-19, and that as a result of the COVID-19 emergency, meeting in person would present imminent risks to the health or safety of attendees.
4. Authorize the Purchase of a Used Electric Utility Golf Cart The proposed cart will replace a Yamaha gas powered, former rental, golf cart this used mainly by our Building Official for Planning & Public Works purposes. The golf cart currently being used is over 20 years old, and is no longer reliable.
Recommended Action
Authorize the City Manager or his designee to procure, per the City's purchasing policy, a used electric utility golf cart that meets the required specifications outlined by Staff, for a total not to exceed $12,000.
Authorize Purchase of a Used Forklift for the Wastewater Treatment Plant The existing forklift at the wastewater treatment plant (WWTP) is currently 13 years old.
It is has been inoperable for several months due to the limited availability of parts. The forklift manufacturer is no longer in business, which makes it extremely difficult to find parts for this unit. A newer forklift will also be much safer to use due to design improvements seen with forklifts over the years.
CITY COUNCIL AGENDA
NOVEMBER 15, 2022
PAGE 4
Recommended Action
Authorize City Manager or their designee to procure per the City's purchasing policy a used forklift that meets the required specifications outlined by staff, for a total not to exceed $35,000.
Amendment to the On-Call Engineering Services Contract to ESG Engineering On January 7, 2020 the City Council awarded a contract to ESG Engineering, Inc. to provide on call engineering services for a not-to-exceed annual sum of $500,000. Due to the volume of projects currently underway, City Staff believe ESG Engineering, Inc. may exceed the annually allotted allocation for FY 2022-23. The services necessary are included within the individual Capital Improvement Projects outlined in the budget and will have no overall fiscal impact.
Recommended Action
Authorize the City Manager to execute an amendment to the On-Call Engineering Services contract with ESG Engineering, Inc. to increase the total contract sum for fiscal year 2021-22 by $100,000.
GENERAL BUSINESS

CITY OF AVALON CITY COUNCIL
MEETING DATE: November 15, 2022 AGENDA ITEM:
ORIGINATING DEP: City Attorney CITY MANAGER: DuM
PREPARED BY: Scott Campbell, City Attorney
SUBJECT: Findings to Continue to Hold Remote Teleconference/Virtual City Council Meetings Pursuant to Assembly Bill 361
RECOMMENDED ACTION(S): Determine that the COVID-19 state of emergency proclaimed by the Governor still exists and has been considered by the City Council in deciding to continue to have teleconference meetings and that state or local officials have imposed or recommended measures to promote social distancing in connection with COVID-19, and that as a result of the COVID-19 emergency, meeting in person would present imminent risks to the health or safety of attendees.
REPORT SUMMARY: Traditionally, the Brown Act allows for teleconference or virtual meetings, provided that the physical locations of the legislative body's members joining by teleconference are posted on the agenda, that those locations are open to the public and that a quorum of the members is located within its jurisdiction. Newly enacted AB 361 provides an exception to these procedures in order to allow for fully virtual meetings during proclaimed emergencies, including the COVID-19 pandemic.
Since March of 2020 and the issuance of Governor Newsom's Executive Order N-29-20, which suspended portions of the Brown Act relating to teleconferencing, the City Council has had virtual meetings without having to post the location of the legislative body members attending virtually.
Most public agencies have been holding public meetings using virtual platforms since this time.
In June of 2021, Governor Newsom issued Executive Order N-08-21, which provided that the exceptions contained in EO N-29-20 would sunset on September 30, 2021.
On September 10, 2021, the Legislature adopted AB 361, which allows public agencies to hold tully virtual meetings under certain circumstances without the posting of the agenda from each location a legislative body member is attending. Governor Newsom signed the bill into law on September 16, 2021. Because it contained an urgency provision, it took immediate effect.
Specific Findings Required under AB 361
Under AB 361, the City Council can hold virtual meetings without providing notice of the City Council's teleconference location if the City Council makes the determination that there is a Governor-proclaimed state of emergency, which the City Council will consider in their determination, and one of two secondary criteria listed below exists:
1. State or local officials have imposed or recommended measures to promote social distancing in connection with COVID-19; or
65059 00000134520481.1
2. The City Council determines that requiring a meeting in person would present an imminent risk to the health or safety of attendees.
COVID-19 continues to present an imminent threat to the health or safety of members of the public, and the Governor's declaration of a COVID-19 emergency still exists. Although vaccines are now widely available, many people in the State and County are still not fully vaccinated and remain susceptible to infection. The disease can still spread rapidly through person-to-person contact and those in close proximity. Further, more contagious variants of the disease are now present in the State and County, the most predominant of which is a new variant of the Omnicron variant. The County of Los Angeles recently re-instituted some mandates given the rise in cases and deaths nationally and public health officials have indicated that they may reinstitute certain mask requirements if cases continue to rise. The City's economy is dependent upon visitors to the isiand, the presence of which, increases the likelihood of transmission of the disease. Also, having members of the public attend council meetings at locations where council members are in attendance due to their desire to avoid exposure to COVID-19 poses an imminent risk to the health or safety of attendees.
Re-Authorization is Required Within 30 Days
The City Council made the findings listed above at its August 16, 2022 City Council meeting.
Consistent with the provisions of Government Code Section 54953(e), the findings must be made every 30 days "after teleconferencing for the first time" under AB 361. Thus, if the City Council desires to continue to meet remotely without having to post the location of each teleconference location, the City Council must again find that the COVID-19 emergency still exists and that one of the two following findings can be made: that state or local officials have imposed or recommended measures to promote social distancing in connection with COVID-19, or, that a result of the COVID-19 emergency, meeting in person would present imminent risks to the health or safety of attendees. Because these findings must be made every thirty (30) days, the City Council will have to make these findings at its upcoming December 6, 2022 meeting and thirty (30) days thereafter.
It is recommended that the City Council make these findings.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City Council will have to follow the Brown Act provisions that existed prior to the COVID-19 pandemic.
FOLLOW UP ACTION: That the City Council make the findings under AB 361 at its December 6, 2022 City Council meeting.

utlined by Staff, for a total not to exceed $12,000
REPORT SUMMARY: Staff requests approval for a not-to-exceed budget of $12,000 to purchase a 2020 Yamaha Umax electric golf cart from Coast Cart Inc. located in Ventura, CA.
The budget request includes shipping. This cart will replace a Yamaha gas powered, former rental, golf cart this used mainly by our Building Official for Planning & Public Works purposes.
The golf cart currently being used is over 20 years old, and is no longer reliable. Several quotes were received for similar utility golf carts.
2020 Yamaha Umax Coast Cart Inc. - Ventura, CA $10,720

The purchase of an electric golf cart aligns with the City's goal to transition away from gas powered vehicles. The transition to electric vehicles is inevitable due to forthcoming state requirements, which this vehicle fulfills. This cart will increase efficiency within the department due to its utility features, and provide a reliable mode of transportation.
The expenditure will be covered by a transfer from Planning - Special Department Expense (10255-3625) to Planning - Vehicle Replacement (10255-6781) for the not-to-exceed amount of $12,000. This transfer is allowed per the Expenditure Controls included in the Budget and Fiscal Policies adopted on June 21, 2022.
FISCAL IMPACTS: Budget transfer from Planning - Special Department Expense (10255- 3625) to Planning - Vehicle Replacement (10255-6781) of $12,000. Total expenditure not to exceed $12,000 from 10255-6781.

CITY OF AVALON CITY COUNCIL
AGENDA ITEM: 5
MEETING DATE: November 15, 2022
ORIGINATING DEP: Public Works CITY MANAGER: Dull
PREPARED BY: Jamie Hmielak, Maintenance Superintendent
SUBJECT: Authorize Purchase of a Used Forklift for the Wastewater Treatment Plant
RECOMMENDED ACTION(S): Authorize City Manager or their designee to procure per the City's purchasing policy a used forklift that meets the required specifications outlined by staff, for a total not to exceed $35,000.
REPORT SUMMARY: The existing forklift at the wastewater treatment plant (WWTP) is currently 13 years old. It is has been inoperable for several months due to the limited availability of parts. The forklift manufacturer (Hamech) is no longer in business, which makes it extremely difficult to find parts for this unit.
Since the forklift is inoperable, Public Works crews must occasionally drive/trailer the forklift that is used at the maintenance yard to the WWTP. Doing so takes a fair amount of time and labor. The purchase of this forklift will increase efficiency for both our Public Works and WWTP crews. A newer forklift will also be much safer to use due to design improvements seen with forklifts over the years.
Staff requests approval not-to-exceed budget of $35,000 for a used 2016 Toyota 8FGU25 forklift from United Rentals located in Huntington Beach, CA. City mechanic Louis Rubio, and Maintenance Superintendent Jeffrey Hernandez, inspected the forklift and found it to be in good condition. Expected life of the used forklift shall be no less than 5 years. Several quotes were received for similar used forklifts. The amount requested includes additional funds for shipping.

CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: Public Works crews will have to continue to deliver the forklift from the maintenance yard creating a rather large inefficiency within the department.

ORIGINATING DEP: Public Works CITY MANAGER: AMM
PREPARED BY: Robert Greenlaw, Director of Public Works
SUBJECT: Amendment to the On-Call Engineering Services Contract to ESG Engineering
RECOMMENDED ACTION(S): Authorize the City Manager to execute an amendment to the On-Call Engineering Services contract with ESG Engineering, Inc. to increase the total not-to - exceed contract sum for the 2022 calendar year by $100,000.
REPORT SUMMARY: On January 7, 2020 the City Council awarded a contract to ESG Engineering, Inc. to provide on call engineering services for a not-to-exceed annual sum of $500,000. The initial contract term was for three years with two, one year renewal periods.
The City of Avalon has several Capital Improvement Program (CIP) projects and on-going maintenance needs that occasionally require technical areas of service. Currently the City has one on-call engineering firm to assist with engineering in civil, mechanical, electrical, geotechnical, and structural disciplines, and various other services. From a cost and timing perspective it is extremely beneficial to have someone "on-call" rather than solicit technical/engineering services for each project and task. ESG Engineering, Inc. provides a myriad of services to the City of Avalon, including:
• Surveying and Mapping • Water/Drainage • Construction Reviews and • Civil Engineering • Street and Roadway Support
• Geological/Geotechnical • Traffic and Transportation • Construction Management Engineering • Site Planning, Permitting, • Estimating
• Coastal Engineering Development, and Plan • Environmental Review and • Water/Wastewater/Storm Review Reports
• Environmental Documentation • Construction Plans and • Public Outreach • CADD Specifications • Architectural
• Utility services and rates
analysis
Due to the volume of projects currently underway, City Staff believe ESG Engineering, Inc. may exceed the annually allotted not-to exceed cap for calendar year 2022. The services and budget necessary for the individual project task orders are included within the Capital Improvement Projects Detail Sheets outlined in the budget and will have no overall fiscal impact. This action if approved will only increase the contractual not-to-exceed cap for the 2022 calendar year.
FISCAL IMPACTS: Increase in contract services for ESG Engineering, Inc. included in the Capital Improvement Project budgets.
GOAL ALIGNMENT: Infrastructure Improvement.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will not have authorization to increase the contractual not-to-exceed cap for services offered by ESG Engineering, Inc.
FOLLOW UP ACTION: Execute contract agreement amendment.

CITY OF AVALON CITY COUNCIL
MEETING DATE: January 7, 2020 AGENDA ITEM:
ORIGINATING DEP: Public Works CITY MANAGER:
PREPARED BY: Robert Greenlaw, Director of Public Works
SUBJECT: Award On-Call Engineering Services Contract to ESG Engineering RECOMMENDED ACTION(S): Award a professional services contract for on-call engineering for an amount not-to-exceed an annual cumulative total for all services of $500,000 to ESG Engineering, Inc.
REPORT SUMMARY: The City of Avalon has several Capital Improvement Program (CIP) projects and on-going maintenance needs that occasionally require technical areas of service Currently the City has one on-call engineering firm to assist with engineering in civil, mechanical, electrical, geotechnical, and structural disciplines, and various other services Ultimately it is Staff's desire to have an approved list of firms for general and specialized technical areas of service. Many of the City's projects have a specific timeline to adhere to.
Sometimes, the need for services is of limited scope and timeline, making it beneficial from a cost and timing perspective to have someone "on-call." Alternatively, a request for proposals for technical areas of engineering services could be solicited for each project and task. This option requires additional time and administrative preparation for each contract and can be cost prohibitive for certain projects that have specific timelines or require immediate services.
The City released an RFP for on-call general engineering and technical areas of service on December 6, 2019. The RFP solicited services including, but not limited to:
• Surveying and Mapping • Water/Drainage • Construction Reviews and • Civil Engineering • Street and Roadway Support
• Geological/Geotechnical • Traffic and Transportation • Construction Management Engineering • Site Planning, Permitting, • Estimating
• Coastal Engineering Development, and Plan • Environmental Review and • Water/Wastewater/Storm Review Reports
• Environmental Documentation • Construction Plans and • Public Outreach • CADD Specifications • Architectural
• Utility services and rates
analysis
The deadline for submittals was Monday December 16, 2019, 5:00 p.m. The City received eight proposals from the following firms, (listed in alphabetical order): Engineering Resources of Southern California, ESG Engineering, m6 Consulting, Michael Baker International, Mour Group, Optimum Energy Design, Smith-Emery Laboratories, and Sunbeam Consulting.
It is understood that no one firm is able to provide support for all the technical areas of service needed by the City; however, all of these areas are important to the success of the many current and future projects. Many of the firms covered multiple disciplines in their proposal, a few focused on a specific few areas. Based on the RFP evaluation criteria and the completeness of the technical areas of service, Staff recommends awarding an on-call engineering contract to ESG Engineering.
It is Staff's intention to release follow up rounds of on-call engineering RFPs for technical services to ensure competitive pricing as needs arise that are outside the scope of the work that ESG Engineering will provide, Additional information will be requested in the next round, which will include questions regarding how the firm intends to provide services and keep costs down considering the "island cost factor." Of the firms submitting an RFP, five have previous professional experience on Catalina - Engineering Resources of Southern California (subconsultant KDM Meridian), ESG Engineering, Michael Baker International, Optimum Energy Design, and Smith-Emery.
While one, or multiple, on-call engineering firms may be approved in the future, the total not-to- exceed for all task orders is $500,000 for each fiscal year. Additionally task orders for on-call services will be driven by the approved budget. Annually funds cannot be spent unless they are a part of an approved, budgeted, project or account or receive additional City Council approval in accordance with the approved budget and fiscal policies of the budget. Task orders related to grant funds may be eligible for reimbursement or payment through grants, and will be accounted for in the grant project's budget.
FISCAL IMPACTS: Not to exceed $500,000 for all task orders per fiscal year for all approved on-call engineer services, for a contract of three years with two, one-year extension options.
Funding will be allocated to the appropriate budgeted project.
GOAL ALIGNMENT: Fiscal responsibility.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will need to procure the engineering related services for each project and task order which may take more time and cost additional funds.
FOLLOW UP ACTION: Draft and execute contract agreement with approved responsible bidder(s).
ADVERTISING, NOTICE AND PUBLIC CONTACT: Pursuant to the Brown Act.

Notes to Financial Statements
June 30, 2022 and 2021
Note A - Nature of Organization
The Catalina Island Chamber of Commerce and Visitors Bureau, Inc. (CICCVB), a non-profit 501(c)(6) entity incorporated under the laws of the State of California. CICCVB was organized for the purpose of advancing the general welfare and prosperity of the Santa Catalina Island Area so that its citizens and all areas of its business community shall prosper. All necessary means of promotion shall be provided and particular attention and emphasis shall be given to the economic, civic, commercial, cultural, industrial and educational interest of the area.
CICCVB is supported primarily by the Transient Occupancy Tax paid by over-night visitors to the island.
The mission of CICCVB is to attract visitors and to advocate for commerce on Catalina Island. The five core functions of CICCVB are to promote the community, build a strong local economy, represent the interests of business at various levels of government, provide networking opportunities, and engage in political action in the interests of business.
Note B - Summary of Significant Accounting Policies
Basis of Accounting
The financial statements of CICCVB have been prepared in accordance with accounting principles generally accepted in the United States of America (GAAP) on the accrual basis of accounting and, accordingly, reflect all significant receivables, payables and other liabilities.
Basis of Presentation
The financial statements are presented in accordance with the provisions of the Financial Accounting Standards Board (FASB) Accounting Standards Codification (ASC) 958 Not-for-Profit Entities. Under ASC 958, CICCVB is required to report information regarding financial position and activities according to two classes of net assets:
Net assets without donor restrictions are net assets not subject to donor-imposed restrictions of laws.
Net assets with donor restrictions are net assets subject to donor-imposed restrictions that can be fulfilled by actions of CICCVB pursuant to those restrictions or that expire by the passage of time. Contributions by donors whose restrictions are met in the same reporting periods are recorded as without restrictions. Net assets whose use is limited by donor-imposed restrictions are recorded as net assets with restrictions and are released from restrictions when donor stipulations have been met.
Reclassifications
Certain reclassifications of amounts previously reported have been made to the June 30, 2021 financial statements to maintain consistency with the June 30, 2022 presentation. The reclassifications had no impact on previously reported net assets.
Change in Accounting Principle
In fiscal year 2020, CICCVB adopted Accounting Standards Update (ASU) No. 2018-08 Not-for-Profit Entities:
Clarifying the Scope and Accounting Guidance for Contributions Received and Contributions Made (Topic 605) and ASU No. 2014-09 Revenue from Contracts with Customers (Topic 606). Analysis of various provisions of these updates resulted in no significant changes in the way CICCVB recognizes revenue, and therefore no changes to the previously issued audited financial statements were required on a retrospective basis.
Comparative Financial Information
The financial statements include certain prior year summarized comparative information in total, but not by net asset class. Such information does not include sufficient detail to constitute a presentation in conformity with accounting principles generally accepted in the United States of America. Accordingly, such information should be read in conjunction with CICCVB's financial statements for the year ended June 30, 2021, from which the summarized information was derived.
Catalina Island Chamber of Commerce and Visitors Bureau, Inc.
Notes to Financial Statements
June 30, 2022 and 2021
Note B - Summary of Significant Accounting Policies (continued) Cash and Cash Equivalents
For purposes of the statement of cash flows, CICCVB considers all highly liquid investments available for current use with an initial maturity of three months or less to be cash equivalents.
Fair Value of Financial Instruments
CICCVB has recorded in its financial statements certain financial instruments, none of which are held for trading purposes. CICCVB estimates that the fair value of all its financial instruments at June 30, 2022 and 2021, do not differ materially from the aggregate carrying value of its financial instruments recorded in the accompanying statement of financial position. The estimated fair value amounts have been determined by CICCVB using available market information and appropriate valuation methodologies.
Investments
Investments are stated at fair value (the price that would be received to sell an asset in an orderly transaction between market participants at the measurement date). Investments are measured in accordance with FASB ASC 820-10, Fair Value Measurements, as disclosed in Note D Property and Equipment
CICCVB capitalizes expenditures for furniture, fixtures, and equipment. These assets are recorded at original cost.
Donated assets are recorded at the estimated fair market value on the date received. CICCVB has set the capitalization threshold for reporting property and equipment at $2,000. Depreciation is computed on the straight- line basis over the following estimated useful lives:
Website development 3 years
Computer equipment 5 years
Office furniture and equipment 5-10 years
Building improvements 5-10 years
When items of property and equipment are sold or retired, the related cost and accumulated depreciation are removed from the accounts and any gain or loss is shown on the financial statements as other gains or losses.
Donated Services and Facilities
Unpaid volunteers have made contributions of their time in conjunction with CICCVB's programs and services.
The value of these contributions is not included in these financial statements, since they are not susceptible to objective measurement.
CICCVB's Visitor Center occupies space at the Avalon Green Pier rent-free on a month-to-month agreement with the City of Avalon. The landlord has estimated the approximate fair value of the annual rent to be $22,464. The revenue and expense is reported in local government grant revenue in the statement of activities and rent expense Due to the significant impacts of COVID-19 during 2020/2021, CICCVB saw a substantial increase in donated services and facilities due to contractors' waiver of fees.
Membership dues received pertaining to all membership categories are recognized as revenue ratable over the term of the membership period. Amounts not yet earned by the end of the fiscal year are reported as deferred income.
CICCVB has reviewed membership dues as part of the adoption of Topic 606 and has determined CICCVB provides service to members equally over the membership term and thus requires no change to the accounting of
Catalina Island Chamber of Commerce and Visitors Bureau, Inc.
Notes to Financial Statements
June 30, 2022 and 2021
Note B - Summary of Significant Accounting Policies (continued) Compensated Absences
CICCVB records compensated absences for accrued vacation for all full-time employees. The expense is recorded when earned.
Net Assets
CICCVB is required to report information regarding its financial position and activities according to two classes of trade conventions, and to perform other such activities as may be required by the City. During 2021/2022, TOT revenues exceeded those expenditures by $81,700.
Use of Estimates
Preparation of financial statements in accordance with U.S. generally accepted accounting principles necessitates the use of estimates of certain amounts. CICCVB uses estimates to determine the useful lives of fixed assets.
Estimates are also used to ascertain that all accounts receivable are collectible. It is reasonably possible these estimates may change in the near term.
CICCVB carries an estimated net receivable of $579,715 for TOT revenues to be received from the City for the fiscal year 2021/2022. This estimated "true-up" payment is calculated by the City of Avalon based on estimated TOT revenues for the fiscal year 2021/2022.
Federal and State Income Taxes
CICCVB is a California corporation granted exemption from federal income taxes under Section 501(C) (6) of the Internal Revenue Code, and from California franchise taxes under the General Nonprofit Corporation Law of the State of California. Note D- Investments and Fair Value Measurement
CICCVB follows ASC 958-205, which establishes a fair value hierarchy that prioritizes the inputs to valuation techniques used to measure fair value. The three levels of the fair value hierarchy are described below:
Level I: Defined as observable inputs such as quoted prices for identical instruments in active markets; Level 2: Defined as inputs other than quoted prices in active markets that are directly or indirectly observable such as quoted prices for similar instruments in active markets or quoted prices for identical or similar instruments in markets that are not active; and
evel 3: Defined as unobservable inputs in which little or no market data exists, therefore requiring an entity ti its own assumptions. such as valuations derived from valuation techniques in which one or mor significant value drivers are observable.

Note I - Long Term Debt
On June 9, 2020, CICCVB successfully secured a $150,000 Small Business Association loan under the Economic Injury Disaster Loan program. Proceeds are to be used as working capital to alleviate injury caused by the disaster, in this case the COVID-19 pandemic. The loans is secured by deposit accounts, receivables, and equipment. It is payable in monthly installments including principal and interest of $641 beginning 12 months from the date of the promissory note. The note bears interest at 2.75% and the balance of principal and interest will be payable 30 years from the date of the promissory note.
Repayment of the EIDL has been delayed until December 2022, but interest has continued to accrue during the deferment period.
Note J-Risk and Uncertainties
CICCVB may be subject to credit risk to its cash and cash equivalent investments, which are placed with high credit-quality financial institutions. From time to time, CICCVB may have amounts on deposit in excess of the FDIC limits. Management believes CICCVB is not exposed to any significant credit risk on cash and cash equivalents. As of June 30, 2022 and 2021, account balances exceeded FDIC insurance limits by $59,291 and $O, respectively.
CICCVB's operations are solely on Catalina Island, California and are subject to fluctuations in the local economy.

Note L- Liquid Resource Management
CICCVB regularly monitors liquidity required to meet its operating needs and other contractual commitments, while also striving to maximize the investment of its available funds. For purposes of analyzing resources available to meet general expenditures over a 12-month period, CICCVB considers all expenditures related to its ongoing program activities as well as the conduct of services undertaken to support those activities to be general expenditures.

Note N- COVID Response
In the Catalina Island area where the Company primarily operates, government restrictions on business operations began in March 2020 and have been made more or less restrictive over time as the number of persons in the area impacted by the disease has increased and decreased. Because the CICCVB's business activities are considered "essential services," operations have not been fully suspended due to the pandemic to date. Management has made several significant adaptations to operations to keep the business fully functional while protecting their remaining workforce of approximately six employees:
• CICCVB has encouraged those who are able to work primarily from home to do so, including the administrative management team. Two Visitors Services team members and key administrative staff continue to work in the Catalina Island Visitor Center or administrative offices. • CICCVB instituted and continues to use Zoom and Google Meets video conferencing systems in order to allow for a virtual work environment. Management has found that the impact on productivity related to these changes in the work environment have been positive but for interruptions to cellular and internet services temporarily inhibiting access to meetings and cloud based services. • CICCVB has adapted its facilities to allow for physical distancing between employees working on site and has also updated sanitation policies for office and visitor serving facilities. The administrative offices are not currently open to the general public.
• CICCVB has updated its personnel policies to plan for and respond to COVID related staff illnesses. Since April 2020 and through the date these financial statements are available to be issued, two employees have missed work time due to either having a confirmed case of COVID or being required to quarantine due to COVID exposure or while awaiting test results. The availability of government funded leave through refundable payroll tax credits has mitigated the cost of these employee leave of absence. Social distancing policies have, so far, been successful in limiting the spread of COVID to CICCVB employees. Despite new policies and procedures and federal support programs, CICCVB has experienced significant staffing reductions and therefore avoided unfunded payroll costs that are attributable to the pandemic. program designed to support small businesses during the pandemic. The PPP loan program was part of The cooperation from private banks. PPP loans may be fully or partially forgiven by application to the SBA if proceeds are expended based on federal guidelines. Management applied for the PPP loan to fund payroll and other allowable costs while CICCVB responded to government restrictions on business operations and anticipated reduced revenues from the economic downturn associated with the pandemic. PPP loan forgiveness was received in July 2021. An EIDL loan in the amount of $150,000 was received and deposited on June 3, 2020.
After a slow re-opening to leisure travel in spring of 2021, the CICCVB has reported increased revenue levels in related to the COVID-19 pandemic.
