CITY OF AVALON CITY COUNCIL
MEETING DATE: February 6, 2024 AGENDA ITEM: 3
ORIGINATING DEP: Finance CITY MANAGER: D
PREPARED BY: Matthew Baker, Finance Director
SUBJECT: Fiscal Year 2023-2024 Second Quarter Treasurer's Report RECOMMENDED ACTION(S): Adopt the resolution accepting the FY23-24 First Quarter Treasurer's Report.

REPORT SUMMARY: State and Municipal Codes require the Treasurer to submit within 30 days following each fiscal quarter a report summarizing the City's cash and investment balances. Attached is the Second Quarter Treasurer's Report for FY23-24. The report was shared with the City Treasurer prior to presentation to City Council.

The purpose of the report is to inform, on a quarterly basis, the City's cash and investment balances, the investment types, yields, and market values, and to ensure that the City's investments are in compliance with the City's adopted investment policy. The report shows that all of the City's funds are in compliance with its investment policy. In general, operating cash is held in US Bank checking accounts and any excess cash is invested in California's Local Agency Investment Fund (LAIF) and various certificates of deposit (CDs). In accordance with Government Code sections 16429.1 and 53601 et seq., the City cannot invest more than 30% of its portfolio in CDs. CDs accounted for 16.8% of the unrestricted cash and investments for the quarter ended December 31, 2023.

On July 26, 2023, the City purchased $5,125,000 of United State Treasury Bills maturing on January 25, 2024 with a yield to maturity of 5.265% using funds previously held in LAIF. The investment yielded the City approximately $50,000 in additional investment income over the six month period compared to holding the funds in LAIF over the same period. On January 26, 2024, the City reinvested the funds into four month Treasury Bills with an estimated yield to maturity of 5.07%. The investment should yield the City approximately $20,000 more than if the funds were held in LAlF over the same period. The City will continue to assess for opportunities to increase its investment returns while maintaining necessary liquidity and compliance with its investment policy.

The unrestricted cash balance for the second quarter of 2023-2024 totaled $24.9 million, an increase of $1.7 million from the first quarter of 2023-2024. The unrestricted cash balance includes cash from enterprise funds (e.g. Sewer, Saltwater, and Solid Waste) not available for general government functions. The increase in unrestricted cash is attributable to the partially attributable to the seasonality of visitor-driven tax revenues and the timing of significant capital outlays anticipated to increase during the third and fourth quarter of the fiscal year. The unrestricted cash balance increased by $4.4 million compared to the second quarter of 2022- 2023. The increase in unrestricted cash balance from the prior fiscal year is attributable to visitor-driven tax revenues exceeding budget estimates and due to the timing of significant capital outlays. The City expects to begin construction on several major capital projects, including the second phase of the Cabrillo Mole Ferry Terminal rehabilitation and the Five Corners Pedestrian Improvement project, during the fiscal year which will reduce future unrestricted cash balances.

Below is a chart comparing unrestricted cash balances from the first quarter of Fiscal Year 2015-2016 to the second quarter of Fiscal Year 2023-2024.

The increase is largely attributable to investment gains in the Housing Authority's LAIF account and the landfill trust account.

CITY OF AVALON CITY COUNCIL
MEETING DATE: February 6, 2024 AGENDA ITEM: 5
ORIGINATING DEP: Finance CITY MANAGER: supe
PREPARED BY: Matthew Baker, Finance Director
SUBJECT: FY24 Mid-Year Financial Results and Proposed Budget Amendments
RECOMMENDED ACTION(S): (1) Receive the report of the Mid-Year Financial Results for FY23-24; and (2) Authorize the proposed budget amendments as outlined in Exhibit A to this report.

BACKGROUND: On June 20, 2023, City Council adopted the City's annual operating and capital budget for the fiscal year ending June 30, 2024 (FY24). The adopted budget reflects estimated General Fund revenues and transfers-in totaling $18,943,002, comprised of operating revenues totaling $12,462,217 and grants and transfers totaling $6,480,785. General Fund appropriations total $21,530,944, with recurring operating expenditures totaling $11,733,269, capital outlays totaling $9,278,660 and transfers to other funds totaling $519,015. Recurring revenues exceed recurring expenditures with reserves to be utilized to fund one-time capital outlays. The adopted budget for the Harbor Fund includes fund revenues totaling $16,294,812, comprised of $8,704,500 in operating revenues and $7,590,312 in grants and other non- operating revenues. Harbor Fund appropriations total $18,712,302 with $7,796,780 in operating expenditures and $10,915,522 in capital outlays. Similar to the General Fund, recurring revenues exceed recurring expenditures, with reserves utilized to fund significant capital outlays.

Sewer, Saltwater, and Solid Waste Funds were budgeted to align with the cost of service study adopted by City Council on June 1, 2021.

REPORT SUMMARY: The unaudited revenue and expenditure figures for activity through December 31 have been compiled to provide a comparative update to the adopted budget. Due to the timing of when certain revenues are received or when funds are expended (e.g. visitor- driven revenues peak during first quarter, insurance premiums paid during first half of year), amounts may be greater or less than 50% of the budgeted amounts as of December 31st. In general, the report includes comparisons to the prior two fiscal years; however, the timing of expenditures may vary from year-to-year impacting comparisons. The report is structured to review operating revenues and expenditures separately from grants and capital outlays.

As part of the mid-year budget process, Management reviewed expenditures to identify accounts where expenditures exceed or are on pace to exceed budgeted amounts. Proposed amendments to the budget are requested in the report and outlined in Exhibit A. Under the City's Budget and Fiscal Policies adopted with the FY24 Budget, Management has the authority to make budget adjustments within departments and expenditure categories under certain 1 prescribed amounts provided no additional funds are expended. See Exhibit B for a list of budget adjustments made as part of this mid-year review.

On September 5, 2023, the City Council adopted resolutions amending the healthcare article in the memorandums of understanding (MOU) between the City of Avalon and its various labor groups and replaced the previous two tiered employer contribution system with a single tier and increased the maximum contribution to be paid by the City towards health care premiums. The increase in maximum contribution by the City absorbed a portion of the premium increases that went into effect in January 2024 that otherwise would have had to be paid out-of-pocket by employees and increased the City's contribution by $97,073 across all funds. The adopted resolution requires the following increases to budgeted expenditures in order to cover the increases in employer maximum contributions:

General Fund Revenues
Transient occupancy tax is the largest revenue source in the General Fund and accounts for

56.2% of budgeted operating revenues in FY24. The adopted budget estimated TOT revenues to be $7 million, significantly higher than pre-COVID activity but approximately 15% below TOT from the prior fiscal year. Although TOT during the prior two fiscal years significantly exceeded pre-COVID levels, a conservative estimate was used during the development of the budget to account for the possibility that the prior years' increases in revenues were attributable to pent- up demand after pandemic related restrictions on non-essential travel were lifted and revenues returning to pre-pandemic averages in the current fiscal year. However, the City has continued to experience strong TOT revenues compared to pre-COVID levels, although down compared to the prior two fiscal years. TOT is currently on track to exceed budget estimates by 1 Public Works departmental expenditures divided between the General Fund and the Harbor Fund. 3 vacation rentals, combined.

The City's sales tax revenues during the peak visitor season (July through September) totaled $496,590. This reflects an 11.3% decrease in taxable sales activity from the summer of 2022 but a 16.2% increase from the pandemic-impacted summer of 2021 which did not include cruise ship visitors. Property tax revenues are primarily received during the second half of the fiscal year with the first residual and pass-through property tax remittance received in January 2024 totaling $447, 188 (77.8% of budgeted). Other revenues include ambulance revenues of $295,287 (62.2% of budgeted), as well as interest income and market adjustments to be allocated across all funds. The 0.5% sales tax pass and the Measure H collections are not included in other revenues as the funds are either restricted or passed through to Catalina Island Health.

General Fund Expenditures
General Fund operating expenditures include salaries and benefits, maintenance and operating costs, as well as certain contract services, for the majority of City departments, including Planning, Recreation, Fire, and Public Works. Through December 31st, operating expenditures are up $740,686 or 14.9% compared to the prior fiscal year. The increase is largely attributable to the timing of contract service payments, with contracted law enforcement services and chamber marketing payments paid through November and January, respectively, compared to October and December, respectively, in the prior fiscal year. Management is requesting an amendment increasing the Fire Department Personal Protective Equipment (10245-3617) budget by $20,000. The City had anticipated spending $12,500 in the prior fiscal year while developing the current year budget but did not purchase the equipment until the current fiscal year. The additional request will complete the purchase of new turnouts for full-time employees and cleaning of the older turnouts to be used by reserve firefighters.

Management is also requesting an amendment increasing the Public Works Training and Travel (10250-5510) budget by $20,000. Public Works used its original budget to provide OSHA crane operator courses and OSHA confined spaces training for several crewmembers and to allow both Maintenance Superintendents to attend the American Public Works Association PWX Conference. Public Works is requesting additional funding to provide on-island heavy equipment 5 training for the crew during the second half of the fiscal year. Public Works anticipates offsetting a portion of this request by utilizing grant funds from CIRA.

Management is requesting an amendment increasing its Storm Damage (10250-5701) budget by $125,000. Ihe adopted budget included $50,000 for Storm Damage in the General Fund. he Lity contracted with Jordan Construction for hillside rock tall debris cleanup for $47,340 to address storms during the first half of the year. The proposed amendment would provide funding for the existing sinkhole repairs ($50,000 estimate), the purchase of new k-rails ($25,000 estimate), and provide an additional $50,000 for further storm damage in the current fiscal year.

Harbor Fund Operations
FY24 harbor operating revenues total $5,333,755 as of December 31st (61.5% of budgeted) compared to $5,288, 176 (56.0% of actual) in FY23 and $4,705,818 (52.3% of actual) in FY22.

FY24 harbor operating expenditures, including internal service allocations, total $3,820,511 (53.0% of budgeted) at mid-year compared to $3,747,441 (53.0% of actual) in FY23 and $3,288,323 (52.9% of actual) in FY22. Revenues dedicated to capital outlays and grant revenues are included in a separate section in this report. Cross channel wharfage charges are the largest source of operating revenues in the harbor, with $1.87 of the $3.00 per passenger charge each way used to fund operating costs, while the remainder is dedicated to funding capital projects in the harbor. Cross channel wharfage fees, both operating and capital, represent 43.2% of the harbor's non-grant revenues in FY24. Cruise ship wharfage, a $5.00 per passenger charge on manifest passengers, represents an additional

16.1% of non-grant harbor revenues. Wharfage revenues combined account for nearly 60% of harbor revenues and require annual visitor growth in order to increase revenues.

Through December 31, 2023, cross channel wharfage was behind budget estimates by $15,304 or 0.7%, largely to due to the impacts of weather during the month of August.
