MINUTES
CALL TO ORDER-5:00 p.m.
ROLL CALL- Present via Teleconference and In-Person: Mayor Anni Marshall, Councilmembers Lisa Lavelle, Michael Ponce, and Mary Schickling. Also present: City Manager David Maistros, City Attorney Scott Campbell and Management Analyst Devin Hart Absent-Councilmember Yesenia De La Rosa.
WRITTEN COMMUNICATIONS-None.
ORAL COMMUNICATION-City staff received written correspondence regarding Avalon Schools. The letter is on file in the City Clerk's office.
PUBLIC HEARING
IDA Article 8 Hearing
Mayor Marshall opened the Public Hearing and no comments were made. Mayor Marshall closed the Public Hearing.
CONSENT CALENDAR-There were four items on the Consent Calendar. Councilmember Lavelle pulled Item #5 for further discussion. Motion to approve Items #2-#4 made by Michael Ponce, seconded by Lisa Lavelle. (4 Ayes-Marshall, Ponce, Lavelle and Schickling; 1 Absent- De La Rosa)

Approved minutes from the March 5, 2024 regular City Council Meeting.
Warrants
Approved warrants in the amount of $377,222.36, one payroll totaling $230,705.90, two electronic fund transfers totaling $90,016.36 for a total of $697,944.62 for February 26, 2024 through March 8, 2024.
4. Authorize the Purchase of Vehicles for Public Works and Code Enforcement Authorized City Manager, or their designee, to procure three (3) new Ford Maverick trucks from BP Ford utilizing funds in the Vehicle Replacement Fund 13825-6781 for a total amount of not-to-exceed $91,000.

Original Antonio's Pizzeria and Deli Lease Agreement
Authorized the City Manager to execute a lease amendment with Original Antonio's Pizzeria and Deli.
Motion to approve made by Michael Ponce, seconded by Lisa Lavelle. (4 Ayes-Marshall, Ponce, Lavelle and Schickling; 1 Absent-De La Rosa) Vehicle Citation Amnesty Program
Adopted Resolution No. 24-10 of the City Council of the City of Avalon Establishing Guidelines for a Limited Term Amnesty Program in the City of Avalon Reducing Fines for Outstanding Vehicle Code Violations.
Motion made by Lisa Lavelle, seconded by Michael Ponce. (4 Ayes-Marshall, Ponce, Lavelle and Schickling; 1 Absent-De La Rosa) Construction Risk Management and Funding Control Disbursement Agreement Authorized the City Manager to enter into an agreement with Partner Engineering and Science, Inc. to perform construction monitoring, funding control and disbursement for the Catalina Island Health Avalon Hospital Development Project.
Motion made by Michael Ponce, seconded by Lisa Lavelle. (4 Ayes-Marshall, Ponce, Lavelle and Schickling; 1 Absent-De La Rosa) Mayor Marshall adjourned the meeting at 6:28 p.m.
