MEETING DATE: January 21, 2025 AGENDA ITEM: ________ ORIGINATING DEP: Harbor CITY MANAGER:)J4PREPARED BY: Kevin Schmidt, Harbor Master SUBJECT: Rehabilitation of City Float I Located at the Cabrillo Mole RECOMMENDED ACTION(S): 1. Make the affirmative finding that Al Larson Boat Shop is a sole source vendor per Avalon Municipal Code Section 3-4.111 (b). 2. Authorize the City Manager or their designee to negotiate a procurement contract with Al Larson Boat Shop for the rehabilitation of City Float I for a sum not-to-exceed $90,000.00.
REPORT SUMMARY: On December 17, 2019, the City Council designated Al Larson Boat Shop as a sole source vendor as defined in the Avalon Municipal Code section 3-4.111(b) tocontract for repair and maintenance of certain City floats.
Mole Float I is in need of rehabilitation to extend its useful life and provide safe facilities for theusers. Float I was last rehabilitated in 2018.
Timing of the work is sensitive to the cross channel carrier schedules. Opportunities are very limited to remove the float for an extended duration. Additionally, schedules are also sensitive to the capacity of the vendor to complete the rehabilitation work. As such, City Staff contactedthe cross channel carriers that primarily use these floats. According to representatives from both companies, the proposed January and February timeline is convenient due to the anticipated diminished demand on these floats.
As a contingency, Float 4 may be used for carrier landings when necessary.
FISCAL IMPACTS: Float Rehabilitation is part of the City’s Capital Improvement Project budget included in Fiscal Year 2024-25 (Project #207011). Approximately $200,000 is available in fund 10470-6504 for this project.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: By not following the recommended project request, the City Float 1 will not be repaired or maintained asnecessary.
FOLLOW UP ACTION: Execute an agreement with Al Larson Boat Shop for rehabilitation of City Float 1.

PREPARED BY: JJ Poiridexter, Harbor Master
SUBJECT: Designate Al Larson Boat Shop as a Sole Source Vendor RECOMMENDED ACTION(S): Authorize the Harbor Master to designate Al Larson Boat Shopas a sole source vendor as dofined in the Avalon Municipal Code to contract repair and maintenance on certain City floats.
REPORT SUMMARY: The City-owned and maintained public floats present particular challenges when it comes time to safely haul them out of the water for repairs or maintenance.
Additionally, due to the size, width and weight of the City floats, transport off of the Island to mainland facilities is required.
Al Larson Boat Shop uses a unique rail system for hauling floats and vessels out of the water.
The vessel, or float, is [bated” onto a platform, blocked and secured, and then the entire platform is winched up the rails to its final dry dock position. This is a safer, more efficient and cost-effective way to haul the City’s floats out of the water.
According to the AMC Sec.3-4.111(b) Sole Source Vendors, When there is only one source that provides the necessary services, goods and equipment to ensure compatibility with existing City services, goods or equipment, or the services, goods or equipment are proprietary in nature, the City may procure the goods or services from the sole source.” It is, therefore, Staff’s recommendation that Al Larson Boat Shop be utilized as a Sole Source Vendor for maintenance and repair of the City’s floats due to their experience and ability to safely and efficiently provide the requested services.
FISCAL IMPACTS: Unknown.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The Harbor Master will continue to utilize the RFP process for City floats maintenance and repairs.

SUBJECT: Cultural Resources Consultation Agreement with Montrose Environmental Services
RECOMMENDED ACTION(S): 1. Make an affirmative finding to dispense with a competitive procurement process due to economic efficiency as outlined in Avalon Municipal Code 3-4.111 (c). 2. Authorize the City Manager to execute the First Amendment to a professional services agreement with Montrose Environmental Solutions, Inc., to provide cultural resource consulting for the Five Corner Site Improvement Project, for a not to exceed sum of $118,000.
REPORT SUMMARY: On November 25, 2024 the City of Avalon issued a notice toproceed to Jordahl Construction, Inc. to complete the Five Corners Site Improvement Project (CIP Project #180003).
Knowing a portion of the scope of work essential for this project was being completed in a designated culturally sensitive area, the City planned to contract with a cultural resourceconsultant to provide on call oversight. On December 16, 2024, the City entered into a professional services agreement with Montrose Environmental Solutions, Inc. (Montrose) to provide on-call cultural resources consultation services for a not to exceed sum of $24,000.Shortly after contracting with Montrose, archeologists on site noted potentially culturallysignificant items being excavated through the eastern edge of Tremont Street between Catalina and Clarissa Avenues. After an initial assessment of the site, Montrose provided a revised proposal outlining a scope of services to provide cultural resource monitoringservices and sediment screening as well as a final monitoring report for a total of$1 17,889.
City Staff met with Montrose to discuss the proposal and project scope on January 16, 2025 and developed a plan to mitigate project costs while ensuring preservation and protection of culturally significant items discovered on site.
The City previously contracted with Montrose to provide operation and maintenance services of the City’s wastewater treatment facility from 2018 to 2023. In 2023, the wastewater treatment facility contract was assigned to PERCWater.
Montrose is a large corporation with a number of environmental service focuses including cultural resource monitoring. Montrose has provided cultural resource monitoringservices on Catalina Island for a number of other entities and projects including SouthernCalifornia Edison. Montrose also employs an Avalon resident Gabe Robles, as a Project Professional.
With Montrose currently engaged in the Five Corner Site Improvement project, the City will not gain a competitive advantage by using a formal contract bid or other competitive procedure. If the City were to attempt to implement a competitive process the delay willresult in construction cost overruns with the contractor. City Staff recommend City Councilmake the affirmative finding to dispense with a competitive procurement process due to economic efficiency as outlined in the Avalon Municipal Code Section 3-4.1 11(c).Staff recommends the City Council authorizes the City Manager to execute the First Amendment to a professional services agreement with Montrose Environmental Solutions, Inc., to provide cultural resource consulting for the Five Corner Site Improvement Project, fora not to exceed sum of $118,000.
FISCAL IMPACTS: These contracted services will be allocated to Fiscal Year 2024-25 Capital Improvement Program — Project #1 80003, account #10575-6547.
GOAL ALIGNMENT: Infrastructure upgrades.CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will not be in compliance with cultural monitoring required for the Five Corners Site ImprovementProject and may incur cost overruns associated with the construction project.FOLLOW UP ACTION: Execute contract amendment.

Vehicle Info
• Why We Selected This Vehicle
(Instead of Electric or Hybrid)
• Lower Weight: An Electric tram of the same size would weigh a whopping 26,000 pounds, leading to significant
wear on Avalons roads & possible safety concerns with a 10 ton weight.
• Grade Capabilities: This diesel vehicle can climb higher grades, an electric vehicle would not be able to climb (20% grade is max for electric). With Catalina’s steep roads, electric would be prohibited.
• Clean Running: Our vehicle runs on easy to get diesel fuel.
Our tram consumes less fuel and perform better on
Avalons steep, rugged terrain, ensuring reliable tour service. • Operational Efficiency: Avalon does not have the charging capabilities for 15-200kw dc fast charging infrastructure to support an electric tram.
• No Hybrid Solutions: Hybrid tram does not exist at this time, only diesel or electric.
New Vehicle Emisisons
• Green Focused: This vehicle has very low emissions pro1le of 3C grams of CO2 per mile, comparable with hybrid engcnes thot exist in personal vehicles.
• Reason for Low Emissions:
o State-of-the-Art Emissions Control Systems
o Environmental Compliance
o Advanced Clean Diesel Engine
o 22-passenger capacity reduces CO2 emissions pe
passenger per mile, while standard hybrid car is 5-3 pce • Comparable to Tier 4 Marine Emissions Systems:
o Meets future standards required for commercia ferry fets. o Cleaner than current ferry fleets, showcasing advanceLi emissions technology and environmental beneffts.

A specialized historical golf cart tour. All tours will be lead by myself, John Boraggina, former curator of the Catalina Island museum. This tour will allow me to curate topics to the whims of the visitor. I have done exhibits on the 100 year history of Avalon, William Wrigley Ji, the Tongva people, the strange and bizarrehistory of Catalina and a history of WW2. I also produced mini documentaries for each of these subjects. I believe my knowledge of island history will provide oneof the best historical tours in all of Southern California.
