MINUTES
CALL TO ORDER-5:00 p.m.
ROLL CALL-Present via Teleconference and In-Person: Mayor Anni Marshall, Councilmembers Lisa Lavelle, Michael Ponce, and Mary Schickling. Also present: City Manager David Maistros, City Attorney Scott Campbell and City Clerk Gabrielle Morones. Absent: Councilmember Yesenia De La Rosa.
PRESENTATIONS
1. Due to technical difficulties, Jim Luttjohann of Love Catalina was not able to show his quarterly video presentation regarding marketing and PR statistics. Mr.
Luttjohann provided provided City Council with Love Catalina's October- December 2024 Marketing Report, Nightshade Locations in Avalon and Taste Around Avalon Flyers, and the Catalina Island Sustainable Tourism Plan.
2. Finance Director, Matthew Baker, provided an overview of the Fiscal Year 2025- 26 CIP Projects.

CONSENT CALENDAR-There were four items on the Consent Calendar. Motion to approve Items #1-#4 made by Michael Ponce, seconded by Lisa Lavelle. (4 Ayes-Lavelle, Ponce, Schickling, and Marshall; 1 Absent-De La Rosa) City Council Minutes
Approved minutes from May 6, 2025 regular City Council Meeting.
2. Warrants
Approved US Bank General Account Warrants totaling $ 821.364.12, one payroll totaling $ 252,172.53, two electronic fund transfers totaling $ 99,605.80 totaling $1,173,142.45 for April 28, 2025 through May 9, 2025.
Fiscal Year 2024-25 Third Quarter Treasurer's Report
Adopted Resolution No. SA 25-11 of the City Council of the City of Avalon/Successor Agency to the Avalon Community Improvement Agency Adopting the Treasurer's Investment Report for Fiscal Year 2024/2025 Third Quarter.

Adopt an Ordinance Establishing Rules and Regulations for Use of Avalon Beaches and Parks
Adopted Ordinance No. 1225-25 of the City Council of the City of Avalon, California Establishing Chapters 10-8 And 10-9 of the Avalon Municipal Code Setting Forth Rules and Regulations for Use of Avalon Beaches and Parks.
PUBLIC HEARING
5. Public Hearing to Receive Comment on the City's FY 25-26 Community Development Block Grant (CDBG) Funds
Mayor Marshall opened the duly noticed Public Hearing and no comments were made. 2. Mayor Marshall closed the Public Hearing. 3. Approved the City's estimated FY 25-26 Community Development Block Grant (CDBG) Funds to transfer into the Revolving Grant Fund. 4. Adopted Resolution No. 25-12 of the City Council of the City of Avalon, California, Authorizing the Allocation of the Fiscal Year 25-26 Community Development Block Grant Funds (CDBG).

GENERAL BUSINESS
6. Tremont Street Easements for Five Corners Site Improvement Project Authorized the City Manager to set forth conditions and execute encroachment permits for property owners immediately adjacent to Tremont Street within the Five Corners Site Improvement Project Tremont Street including 357 Clemente Avenue, 358 Clarissa Avenue, 357 Clarissa Avenue, 359 Catalina Avenue, and 357 Descanso Avenue, in conformance with Avalon Municipal Code Section 4-
9.106.
Motion to approve made by Lisa Lavelle, seconded by Michael Ponce. (4 Ayes-Lavelle, Ponce, Schickling, and Marshall; 1 Absent-De La Rosa) Ordinance Designating Fire Hazard Severity Zones Pursuant to Government Code Section 51179
Introduced and waived all further readings of an ordinance designatina fire hazard severity zones for the City of Avalon pursuant to Government Code Section 51179
