CITY OF AVALON CITY COUNCIL
MEETING DATE: June 3, 2025 AGENDA ITEM: 3
ORIGINATING DEP: Fire CITY MANAGER: днен
PREPARED BY: Michael Alegria, Fire Chief
Devin Hart, Senior Management Analyst
SUBJECT: Ordinance Designating Fire Hazard Severity Zones Pursuant to Government Code Section 51179
RECOMMENDED ACTION(S): Adopt an ordinance designating fire hazard severity zones for the City of Avalon pursuant to Government Code Section 51179.
REPORT SUMMARY: This ordinance was introduced, and all further readings were waived at the May 20, 2025 regular City Council Meeting.
The California Department of Forestry and Fire Protection (CalFire) periodically updates fire hazard severity zones maps for Local Responsibility Reas (LRA). These maps identify varying levels of fire hazard (Moderate, High and Very High) based on factors including vegetation, topography, weather, crown fire potential, and ember production and movement. The last time the City of Avalon fire map was updated was in October 2013 by Ordinance No. 1124-13. The update provided by CalFire is consistent with the 2013 map in that the entirety of the City of Avalon's jurisdiction is designated as a Very High Fire Hazard Severity Zone.
Pursuant to Government Code Section 51178.5, within 30 days of receipt of the fire maps from CalFire, the City made the information available for public inspection and comment.
At the time this report was authored, the City had not received any public comments.
Additionally, it should be noted that the City may only increase the level of fire hazard severity as identified by CalFire within their jurisdiction. The designated fire hazard severity cannot be decreased by the local jurisdiction.
State law requires local jurisdictions to formally adopt these maps by ordinance to ensure proper implementation of associated building standards and fire safety requirements in identified hazard zones.
The proposed ordinance formally adopts the recommended fire hazard severity zone map for the City, as identified by State Fire Marshal, and authorizes their use for determining applicable building standards for new construction, implementing defensible space requirements, disclosure requirements for real estate transactions, and emergency planning, and fire prevention efforts, among other things.
ORDINANCE NO. _
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AVALON, CALIFORNIA AMENDING CHAPTER 8-2 OF THE
AVALON MUNICIPAL CODE TO DESIGNATE FIRE HAZARD SEVERITY ZONES WHEREAS, the California Legislature has declared in Government Code Section 51175, subdivision (a): (1) that fires are extremely costly, not only to property owners and residents, but also to local agencies; (2) that fires pose a serious threat to the preservation of public peace, health, and safety; (3) that it is necessary that cities, counties, special districts, state agencies, and federal agencies work together to bring raging fires under control; and (4) that preventative measures are needed to ensure the preservation of the public peace, health, and safety; and WHEREAS, California Government Code Section 51178 requires the California Department of Forestry and Fire Protection ("CalFire") to periodically identify, recommend, and map fire hazard areas statewide, referred to as " Fire Hazard Severity Zones" ("FHSZ"); and WHEREAS, the creation of the FHSZ maps rely upon the use of current scientific methods which assessed vegetation, slope, fire history, weather patterns, and significantly improved accuracy from previous maps by establishing the impact of flames, heat, and flying fire embers; and
WHEREAS, the City adopted Ordinance No. 1124-13 on October 13, 2013, creating Chapter 2 of Title 8 of the Avalon Municipal Code; and
WHEREAS, Ordinance No. 1124-13 adopted the 2013 FHSZ Map and California Building Code Chapter 7A; and
WHEREAS, the California Building Code Chapter 7A of the California Building Code, requires new buildings and constructions in Very High FHSZ to use ignition resistant construction methods and materials; and
WHEREAS, pursuant to Government Code Section 51179, CalFire has published revised FHSZ maps depicting the updated FHSZs throughout the state, and has recommended that local agencies adopt these zones through local ordinance; and WHEREAS, Government Code Section 51179 Subdivision (a) requires the City of Avalon ('City'") to designate by ordinance FHSZs in its jurisdiction within 120 days after receiving recommendations from the State Fire Marshal; and
WHEREAS, the City received a map depicting recommendations for FHSZ from CalFire on March 24, 2025 ("FHSZ Map"); and
WHEREAS, the FHSZ Map, attached hereto as Exhibit "A", depicts the entire City to be in a Very High Fire Hazard Severity Zone; and
WHEREAS, the City has made the FHSZ Map and FHSZ information available for public review and comment; and
WHEREAS, the map, approved by the City, is hereby incorporated by reference and entitled "City of Avalon Fire Hazard Severity Zones" dated March 24, 2025. The official map is also located electronically on following website:
https://calfire.app.box.com/file/1810975743669; and
WHEREAS, all legal prerequisites to the adoption of this Ordinance have occurred.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AVALON DOES ORDAIN AS FOLLOWS:
Section 1. The City Council hereby finds that the foregoing recitals are true and correct and are incorporated herein as substantive findings of this Ordinance.
Section 2. The City Council of the City of Avalon (the "City Council") hereby designates the Fire Hazard Severity Zones as recommended by the California Department of Forestry and Fire Protection pursuant to Government Code Section 51178 and adopts the Fire Hazard Severity Zone map dated March 24, 2025, as referenced in Exhibit "A" and incorporated herein by reference.
Section 3. Section 8-2.02 is hereby added to Chapter 8-2 (Fire Zones) of the City's Municipal Code and will read as follows:
Section 8-2.02 Fire Hazard Severity Zones.
The Local Responsibility Area Fire Hazard Severity Zones map dated March 24, 2025, for the City of Avalon, as identified by the State Fire Marshal, is hereby adopted by the City of Avalon and incorporated herein for all purposes. Editor's Note: The Fire Hazard Severity Zone map dated March 24, 2025, adopted by Ordinance No. _ is included as an attachment to this chapter.
Section 4. The City Council finds that this Ordinance is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly, as it only involves the designation of Fire Hazard Severity Zones in the Local Responsibility Areas as recommended by the Office of the State Fire Marshal.
Section 5. If any section, subsection, subdivision, sentence, clause, phrase, or portion of section, subsection, subdivision, sentence, clause, phrase, or portion thereof irrespective of the fact that any one or more sections, subsections, subdivisions, sentences, clauses, phrases, or portions thereof be declared invalid or unconstitutional.

CITY OF AVALON CITY COUNCIL
MEETING DATE: June 3, 2025 AGENDA ITEM: 5
ORIGINATING DEP: Finance CITY MANAGER: Omal
PREPARED BY: Matthew Baker, Finance Director
SUBJECT: Fiscal Year 2025-2026 Miscellaneous Fee Schedule RECOMMENDED ACTION(S): 1. Hear a presentation regarding the Miscellaneous Fee Schedule. 2. Open the Public Hearing to hear public comments. 3. Close the Public Hearing. 4.
If consensus, adopt the fee schedule as proposed.
REPORT SUMMARY: The City charges fees for miscellaneous public services, use of City facilities and equipment rental and other activities. User fees are assessed and collected for City services and programs provided by various departments. These are services that convey a benefit, grant a privilege, provide for review and enforcement of regulatory activities, enforce laws, or are a condition of development. Under State law, cities may charge fees to recoup the direct and indirect costs related to the provision of user services.
Each year, the City reviews its fees to establish new fees, modify existing fees, and eliminate fees that are no longer required to ensure that City fees are in-line with the costs incurred to provide them.
In Fiscal Year 2024-2025, City Council approved a 3.90% increase for the majority of fees, with the exception of transit and certain recreation fees. The percentage increase was based on the consumer price index (CPI) information provided by the Bureau of Labor Statistics for Los Angeles County based on the latest available fiscal year information. Using the CPI as an average cost increase annually ensures the City does not unnecessarily burden the citizens with unusually large spikes in fees while also ensuring that the City continues to recoup costs associated with the increased costs to provide these services.
For Fiscal Year 2025-2026, Staff recommends increasing the majority of fees based on the latest available calendar year consumer price index (CPI) information provided by the Bureau of Labor Statistics for Los Angeles County which shows an increase of 3.12% based for the twelve months ending April 2025, with the fees rounded to the nearest dollar.
As part of its review process, City Staff is proposing to not increase certain fees related to recreation and transit, with those services to be subsidized with general tax revenues. The City also updated ambulance service rates to align with the County of Los Angeles General Public Ambulance rates effective July 1, 2025. The fee schedule has also been updated to also include the increased cross channel and cruise ship wharfage fees previously adopted by City Council, effective September 2, 2025 and January 1, 2026, respectively.
GOAL ALIGNMENT: City costs will be offset by annual revenues.
FISCAL IMPACTS: Staff estimates that the new City fees, if adopted as proposed, should generate approximately $50,000 in new General Fund revenues, $1,275,000 in Harbor Fund Wharfage revenues and $67,500 in other Harbor Fund revenues.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The costs of special services will not be fully funded through fees paid by the users of those services. The unfunded portion of user services would then be subsidized by general tax revenues and/or available fund balances.
FOLLOW UP ACTION: Adopt the attached resolution establishing city rates and fees for services.
ADVERTISING, NOTICE AND PUBLIC CONTACT: Pursuant to the Brown Act.

MEETING DATE: June 3, 2025 AGENDA ITEM:
ORIGINATING DEP: Human Resources CITY MANAGER: OMK
PREPARED BY: Stephanie Campbell, Human Resources Analyst I| SUBJECT: Vacancies, Recruitment and Retention Policy and Report Summary RECOMMENDED ACTION(S): 1. Open the public hearing. 2. Receive and file a report on the City's vacancies, recruitment and retention efforts for FY 25. 3. Receive comments from the public and any presentations from employee organizations. 4. Close the public hearing.
REPORT SUMMARY: California Assembly Bill (AB) 2561 was approved September 22, 2024, and added Section 3502.3 to the Government Code.| This law requires a public agency to present the status of job position vacancies and recruitment efforts at a public hearing before the agency's governing board at least once per fiscal year. The presentation must be made prior to the adoption of a final budget for the fiscal year.
This policy and report is presented to comply with 3502.3 of the Government Code. If the number of vacancies within a single bargaining unit exceeds 20% of the total number of authorized full time positions, the City must, upon request of the recognized employee organization, include specified information during the public hearing. The City's bargaining units, IAFF Local 2295, SEIU Harbor, SEIU Municipal Employees, Management and Unrepresented/Confidential employee groups/units does not meet or exceed the 20% threshold, and is therefore not currently subject to this requirement.
FISCAL IMPACTS: None.
GOAL ALIGNMENT: City Policy.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City would be in violation of Assembly Bill 2561 (AB 2561) and may be subjected to increased liability and risk for failure to administer the policy.
FOLLOW UP ACTION: City Management will work collectively with the Human Resources department to oversee compliance with this policy end ensure that annual public hearings and reports are completed on an annual basis.
ADVERTISING, NOTICE AND PUBLIC CONTACT: The item was properly listed on the posted agenda pursuant to the Brown Act.
ATTACHMENTS: Summary Report of Current Vacancies & Retention Approach Narrative Attachment A - FY 25 City of Avalon Recruitment Status
Recruitment and Retention Challenges:
The City faces significant logistical challenges that affect its ability to effectively recruit and retain employees. The cost of living on an island, coupled with a shortage of affordable workforce housing, presents obstacles that sometimes make it difficult to attract candidates. As a small City, these challenges are particularly pronounced, as our resources are limited compared to larger entities or other island stakeholders who may have more flexibility in offering relocation or housing benefits.
Despite the challenges, the City has made concerted efforts to remain competitive by negotiating benefits through the bargaining process. While the inability to offer housing subsidies or relocation assistance puts the City at a disadvantage, our benefits package is designed to align with industry standards and remain competitive where possible. This includes comprehensive health benefits, retirement plans, and other incentives aimed at attracting and retaining employees.
Recruitment Listing:
As part of the FY 2024-2025 budget process, the City Council approved a total of 76.8 Full Time Equivalent (FTE). Over the course of this fiscal year, the following vacancies have been advertised internally (within the City) or filled by open recruitment (public).

MEETING DATE: June 3, 2025 ADENDA ITEM:
ORIGINATING DEP: Harbor Department CITY MANAGER: DMM
PREPARED BY: Devin Hart, Senior Management Analyst
Kevin Schmidt, Harbor Master
SUBJECT: Repair & Maintenance of City End Float
RECOMMENDED ACTION(S): 1. Amend the FY 2024-25 Budget to allocate an additional $26,000 in funds to the Harbor's Float Maintenance Fund - Account #10470-5705. 2. Ratify prior action and authorize an expenditure of $25,631.05 to Al Larson Boat Shop, a sole source vender, for the rehabilitation the City-owned end float from account #10470-5705. contract for repair and maintenance on certain City-owned floats.
At the end of the 2024 summer season, the City-owned end float was in need of routine annual maintenance including the removal and installation of new bottom paint, anodes, and repairs to its structure.
Al Larson Boat Shop uses a unique rail system for hauling floats and vessels out of the water.
The vessel, or float, is "floated" onto a platform, blocked and secured, and then the entire platform is winched up the rails to its final dry dock position. This is a safer, more efficient and cost-effective way to haul the City's floats out of the water.
The end float was transported to Al Larson Boat Shop in the Fall. Though City Staff initially anticipated the scope of repairs to be less than $25,000, the final invoice was for $25,631.05.
The Harbor's Float Maintenance Fund has been exhausted this Fiscal Year due to other projects, including significant repairs needed to City Floats and the newly installed Barbara Pearson Dock. City Staff recommends the City Council amends the Fiscal Year 2024-25 Budget to allocate an additional $26,000 in funds to the Harbor's Float Maintenance Fund - Account #10470-5705, and authorize an expenditure from such fund to pay the invoice from Al Larson Boat Shop for its repairs to the end float.
FISCAL IMPACTS: Float Rehabilitation is part of our Capital Improvement projects outlined in the Fiscal Year 2024-25 Budget - $50,000 was budgeted in fund 10470-5705 for float rehabilitation in Fiscal Year 2024-25.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: Undetermined.
FOLLOW UP ACTION: Implement City Council direction.

MEETING DATE: December 17, 2019 ADENDA ITEM:
ORIGINATING DEP: Harbor Department CITY MANAGER:
PREPARED BY: JJ Poindexter, Harbor Master
SUBJECT: Designate Al Larson Boat Shop as a Sole Source Vendor RECOMMENDED ACTION(S): Authorize the Harbor Master to designate Al Larson Boat Shop as a sole source vendor as defined in the Avalon Municipal Code to contract repair and maintenance on certain City floats.
REPORT SUMMARY: The City-owned and maintained public floats present particular challenges when it comes time to safely haul them out of the water for repairs or maintenance.
Additionally, due to the size, width and weight of the City floats, transport off of the Island to mainland facilities is required.
According to the AMC Sec.3-4.111(b) Sole Source Vendors, "When there is only one source that provides the necessary services, goods and equipment to ensure compatibility with existing City services, goods or equipment, or the services, goods or equipment are proprietary in nature, the City may procure the goods or services from the sole source." It is, therefore, Staff's recommendation that Al Larson Boat Shop be utilized as a Sole Source Vendor for maintenance and repair of the City's floats due to their experience and ability to safely and efficiently provide the requested services.
FISCAL IMPACTS: Unknown.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The Harbor Master will continue to utilize the RFP process for City floats maintenance and repairs.
FOLLOW UP ACTION: Depending on City Council action, schedule float maintenance and repairs with Al Larson Boat Shop going forward, or continue to use the City's RFP process for float maintenance and repairs.

MEETING DATE: June 3, 2025 ADENDA ITEM: 8
ORIGINATING DEP: Administration CITY MANAGER: DuM
PREPARED BY: Devin Hart, Senior Management Analyst
SUBJECT: High Density Storage System Procurement
RECOMMENDED ACTION(S): 1. Make the affirmative finding that the City has used a Cooperative Purchase procedure as outlined in Avalon Municipal Code Section 3-4.111 and dispense with bidding or other competitive procurement procedures. 2. Authorize an expenditure not-to-exceed $30,000 for the procurement of a high density storage system from High Density, Inc.
REPORT SUMMARY: City Staff is working to organize and modernize its records management system through the destruction of old records, as permitted by the City's records retention policy, further development of its digital records archive, and reorganization of its physical records archive.
To best use the limited space available at City Hall, Staff recommend procurement and installation of a high density records storage system. On May 28, 2025, High Density, Inc. provided a quote to install an approximate 14.25' by 7.8' high density storage system. The system will securely store 288 standard banker boxes of materials.
Section 3-4.111 (d) of the Avalon Municipal Code provides an exception from bidding or other competitive procurement procedures: " If a competitive bid procedure has been conducted by another public agency, including, but not limited to, another local agency, the state through the California Multiple Award Schedule (CMAS), the federal government through the General Services Administration (GSA), or a joint powers agency, authority or alliance that procures competitive contracts; and the price to the City is equal to or better than the price to that public agency, then the City may procure the contract without further bidding or other competitive procedures."
High Density, Inc. is a vendor of Los Angeles County and provided the rate sheet with Los Angeles County for September 2024 through August 2027.
City Staff recommends the City Council make the affirmative finding that the City has used a Cooperative Purchase procedure as outlined in Avalon Municipal Code Section 3-4.111 and dispense with bidding or other competitive procurement procedures. Staff also recommends the City Council authorizes an expenditure not-to-exceed $30,000 for the procurement of a high density storage system from High Density, Inc.
FISCAL IMPACTS: This item is budgeted in the Fiscal Year 2024-25 Budget - Account #10136-6611.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will not procure a new storage system for record organization.
FOLLOW UP ACTION: Purchase storage system.

CITY OF AVALON CITY COUNCIL
MEETING DATE: June 3, 2025 AGENDA ITEM: 9
ORIGINATING DEP: Administration CITY MANAGER: DuM
PREPARED BY: Robert Greenlaw, CIP Director
Devin Hart, Senior Management Analyst
SUBJECT: Crescent Hillside Stabilization Contract Increase RECOMMENDED ACTION(S): (1) Amend the FY 2024-25 CIP Budget by increasing account 10550-6547, CIP Project #205002, by $329,455.63 for a total project sum of $1,304,455.63. (2) Authorize the City Manager or his designee to amend the contract with Arizona Drilling and Blasting for an additional $278,300.70 for a total contract sum of $878,300.70.
REPORT SUMMARY: On March 1, 2023, Governor Gavin Newsom proclaimed a state of emergency in 13 California Counties due to winter storm conditions. In 2023, due to a series of natural phenomena called "Atmospheric Rivers," the City received an unprecedented amount of precipitation and an increased number of wind events.
The weather conditions led to flooding, infrastructure failures, increase rock falls and mud slides, the appearance of sink holes along the roadways, and damage to City parks and facilities.
On March 21, 2023, the City Council adopted Resolution No. 23-07 making the appropriate findings and declaring a Local State of Emergency due to the damages from the severe rain and winds.
The resolution included an initial assessment of damage to City infrastructure, Exhibit A.
Of specific concern, a landslide began to develop below the Crescent Avenue Stairway, at a location above the Catalina Island Yacht Club. Approximately 100 cubic yards of earthen material below the wall rotated and slipped approximately six feet in elevation. Since the initial event, anytime a significant rain event occurred additional material slipped downward in a slow progression, with the amount of material movement relative to the amount and intensity of the rainfall.
Staff consulted with the City's on-call engineering consultants and determined that the material needs to be removed, but the wall that provides the foundation for the stairway was still competent; however, with additional rain, additional earthen material slipped and exposed the lower wall embedment. Staff again consulted with its on-call consultant, and the contractor that originally constructed the wall. It was determined that a corrective action needed to be pursued to protect the integrity of the wall.
On March 21, 2023, the City Council voted unanimously to:
1. Make a finding that emergency measures must be implemented to protect from economic loss of both City property and the adjoining private property, as well as reduce the hazardous conditions from a landslide below the Crescent Avenue Stairway.
2. Make a finding that due to the need to respond with a highly qualified contractor relative to the work scope that public bidding is inefficient with this specific work scope and should be dispensed with.
3. Authorize the City Manager or his designee to negotiate and award a construction contract for a not to exceed $300,000 to complete the work.
Since the adoption of the Emergency Declaration Resolution and authorization to negotiate and award a contract City Staff, under the direction of the Director of Emergency Services, has worked to identify an appropriate contractor to mitigate storm damages throughout Avalon, including the damage at Crescent Avenue Hillside.
Unfortunately, due to the limited footprint to work from - both at the bottom of the hillside and the top - as well as the steep incline. Staff had an extremely difficult time engaging a qualified contractor to perform any scope of work.
Additionally, the Atmospheric River conditions of 2023 were experienced throughout the State causing significant storm damage in much of California. The increased need for qualified contractors in other regions further inhibited the City's ability to identify and engage an appropriate vendor to perform the necessary mitigation work.
In April 2024, City Staff became aware of a contractor with the availability and ability to perform the necessary work to stabilize the hillside. The City received an initial proposal from Arizona Drilling & Blasting on May 1, 2024. The proposal includes a preliminary defined scope of work estimated at $282,000; however, due to general complications of the project, the contractor recommended, and City Staff have agreed, for work to be performed on a time and material basis (T&M). On May 3, 2024 the City entered into an agreement with Arizona Drilling & Blasting to perform the necessary scope of work on a T&M basis for a not to exceed sum of $300,000.
The project began on May 5, 2024. Arizona Drilling & Blasting and other vendors worked to provide project mobilization of personnel and equipment to the island and up the hillside to the limited access project site, excavated an area to perform the work, drilled and placed 17 tieback anchors to depths of 40 feet into bedrock anchorage, installed 17 walers (horizontal steel beams) to transfer wall loads to tieback anchors, drilled and installed eight underdrains to depths of 20 feet into the hillside, manufactured and installed 30 concrete laggings (horizontal beams) to retain the wall backfill where the slipout exposed unrestrained soil, installed an underdrainage system over and down the hillside to direct excess subterrain drainage to the road below, and restored the hillside area with an engineered backfill / erosion control.
Due to the complexity of the scope, difficulty associated with the location and the discovery of various concealed conditions, the project budget was expanded.
On August 6, 2024 the City Council voted unanimously to:
1. Make a finding that emergency measures must continue to be implemented to protect from economic loss of both City property and the adjoining private property, as well as reduce the hazardous conditions from a landslide below the Crescent Avenue Stairway.
2. Authorize the City Manager or his designee to negotiate additional work to repair the Crescent Avenue Hillside/Stairway for a not to exceed $600,000.
3. Amend the FY 2024-25 Budget by increasing account 10550-6547, CIP Project #205002, by $358,977 for a total project sum of $875,000.
Anticipating cost overruns due to additional engineering costs, the City Manager exerting his authority granted by the City's adopted budget policy, authorized a transfer of $100,000 from the City's Maintenance Yard Upgrade Project - Project #205017 - to the Crescent Hillside Project on November 22, 2024.
To complete the project, a final additional scope of work was added to Arizona Drilling & Blasting's scope of work - development and installation of a drainage system to mitigate future erosion.
In February 2025, the City received the final, negotiated bill from Arizona Drilling & Blasting.
In order to pay the final invoice, City Staff recommends the City Council amends the FY 2024- 25 CIP Budget by increasing account 10550-6547, CIP Project #205002, by $329,455.63 for a total project sum of $1,304,455.63.
Also, City Staff recommends the City Council authorize the City Manager or his designee to increase the total contract sum of Arizona Drilling and Blasting by an additional $278,300.70 for a total contract sum of $878,300.70.

Subject: Damages to City Infrastructure Facilities - 2023 Atmospheric River Incidents Atmospheric River Conditions began in January 2023 and have continued through today resulting in strong winds and rains.
The purpose of this memo is to inform of the respective damages in Avalon, and attempt to establish approximate costs for the remediation of them. Below is a list of the most significant damages that have been realized to date assessed by Robert Greenlaw, Public Works Director.
These assessments are preliminary, and additional impacts may become apparent as we continue to explore and address immediate issues and plan for long term needs.
These assessments focus on areas of City management and/or ownership, as well as the Catalina Island Company and the Catalina Island Conservancy. Many areas impacted are privately owned, operated or fall outside of the City boundaries. However, due to the isolation of Catalina Island and the general lack of redundant services - infrastructure, businesses, etc. - many of these additional impacts directly affect the Avalon community as a whole and our town's general ability to operate as normal. Furthermore, damages which occurred outside of the City have generated debris which requires salvaging from Avalon's waters to protect infrastructure and users of Avalon's harbor and waters.
This assessment does not include the residential and private businesses located in affected areas. At this time, as adverse weather conditions continue, the extent of any damages is unknown.
