MINUTES
CALL TO ORDER-5:00 p.m.
ROLL CALL- Present via Teleconference and In-Person: Mayor Anni Marshall, Councilmembers Lisa Lavelle, Michael Ponce, Mary Schickling and Yesenia De La Rosa. Also present: City Manager David Maistros, City Attorney Scott Campbell and City Clerk Gabrielle Morones.
WRITTEN COMMUNICATIONS-City staff received 4 written communications regarding Item #3 Short-Term Rental Legislative Measures. Copies were distributed to City Council and are on file in the City Clerk's office.
PRESENTATION
Tim Kielpinski, Chief Operating Officer of Catalina Island Health provided a general update regarding Catalina Island Health.
CONSENT CALENDAR-There were four Items on the Consent Calendar. Motion to approve Items #1-#4 made by Lisa Lavelle, seconded by Michael Ponce. (All Ayes)
1. City Council Minutes
Approved minutes from August 19, 2025 regular City Council Meeting.
2. Warrants
Approved US Bank General Account totaling $1,055,308.80, one payroll totaling $320,647.13, five electronic fund transfers totaling $183,080.45, and a electric fund transfer to CIRA of $1,386,967.00 for a total disbursement of $2,946,003.38 for August 11, 2025 through August 22, 2025.
3. Short-Term Rental Legislative Measures
Adopted Ordinance No. 1227-25 of the City of Avalon Repealing and Replacing Article 3 of Chapter 3-1 of Title 3 of the Avalon Municipal Code Regarding Transient Rentals.
4. Request to Solicit Bids for Equipment for Annual Sewer Capital Improvement Projects In accordance with Avalon Municipal Code Section 3-4.106, City Council authorized the City Manager or his designee solicit a request for bids from qualified vendors for the procurement of two Muffin Monster® Manholes and two Wet Well Wizards ™, necessary equipment for the maintenance of the Waste Water Treatment Plant.
Mayor Marshall adjourned the meeting at 5:49 p.m.
