Per the City’s Procurement Policy, authorize the City Manager or his designee to execute an agreement with SilCo Enterprises for the purchase of a Command Vehicle Conversion Package for a not-to-exceed sum of $80,000. 2. Amend the Fiscal Year 25- 26 Budget allocating $100,000 to the Fire Vehicle Replacement Fund, Account # 10245-6871, CIP Project Number 234501 to recognize a donation from the Offield Foundation.REPORT SUMMARY: On October 21, 2025, the City Council authorized the City Manager or his designee to procure a 2026 Chevrolet Silverado 2500HD, 4WD Crew Cab by cooperative purchasing procedures. The City Council also authorized a budget amendment recognizing a grant of $60,267 through Area F EMPG FY24 for a command vehicle replacement for an Emergency Operations Center (EOC). Additionally, the Fire Department received a $100,000 donation from the Offield Foundation to support its Vehicle Replacement Fund — CIP Project Number 234501. Approval is sought toamend the budget to allocate these funds to the Fire Vehicle.

The Avalon Fire Department is an “All Hazard” response agency which responds to all calls for public assistance including emergency medical service, fires, technical rescues and otherhazards. CITY OF AVALON CITY COUNCIL
MEETING DATE: April 7, 2026 AGENDA ITEM: 112
ORIGINATING DEP: Harbor Department CITY MANAGER: _______ PREPARED BY: Kevin Schmidt, Harbor Master SUBJECT: Repair & Maintenance of City Shoreboat FloatRECOMMENDED ACTION(S): Authorize an expenditure of an amount not to exceed $60,000 to Al Larson Boat Shop, a sole source vender, for the rehabilitation of the City-owned Shoreboat Float from account #10470-5705.

REPORT SUMMARY: On October 7, 2025 the City Council authorized the purchase of theShoreboat Float and amended account #10470-5705 adding an additional $60,000 for annualmaintenance of the float.

The City-owned Shoreboat Float needs routine annual maintenance including the removal and installation of new bottom paint, anodes, and repairs to its structure.

On December 17, 2019, the City Council designated Al Larson Boat Shop as a sole source vendor, as defined in the Avalon Municipal Code Section 3-4.111(b), to contract for repair and maintenance on certain City-owned floats.

Al Larson Boat Shop uses a unique rail system for hauling floats and vessels out of the water.

The vessel, or float, is “floated” onto a platform, blocked and secured, and then the entire platform is winched up the rails to its final dry dock position. This is the safest, most efficient and cost-effective way to haul the City’s floats out of the water, thus satisfying the sole source requirements.

City Staff recommends the City Council authorizes an expenditure not-to-exceed $60,000 to Al Larson Boat Shop, a sole source vender, for the rehabilitation of the City-owned Shore-boatFloat from account #10470-5705.FISCAL IMPACTS: Float Rehabilitation is part of our Capital Improvement projects outlined in the Fiscal Year 2025-26 Budget.

CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: Essential float maintenance will not be completed..

CITY OF AVALON CITY COUNCIL
MEETING DATE: April 7, 2026 AGENDA ITEM: 9
ORIGINATING DEP: Administration CITY MANAGER: 3)MY.(..

PREPARED BY: David Maistros, City Manager
SUBJECT: Consideration of Short-Term and Long-Term Rental Policy RECOMMENDED ACTION(S): Discuss options to incentivize long-term rental within the City and evaluate City long-term and short-term rental policies.

REPORT SUMMARY: Generally, direct incentive programs are the most commonly pursued option by cities for incentivizing long-term rentals. The City already has disincentivized shortterm rentals in its recent update to its short-term rental regulations, though staff continues to monitor methods used in other jurisdictions and outcomes from these recent regulations.

BACKGROUND: Avalon experiences unique challenges in providing for affordable housing.Unlike neighboring landlocked cities, Avalon is on an island, surrounded on all sides by water or land used for natural preservation. This means that there are limited opportunities to increasehousing production. Even where those opportunities exist, the City has a limited supply of water that must be confirmed available before a project is approved. Compounding Avalon’s geographical and practical constraints to developing new housing, it is also a popular destination for tourists who appreciate Avalon’s unique character and natural beauty. The demand for shortterm rentals in the City can make converting housing stock to transient rental a lucrative opportunity.

The City has enacted regulations on short-term rentals intended to help preserve long-term housing stock. However, long-term rental incentives may also cause property owners to considermaking their properties available for long-term rent. Many community members have submittedpublic comment expressing an increasing inability to afford living on the island. Workforce housing projects can contribute to reducing housing costs for workers that are essential to supporting Avalon’s vibrant commercial businesses, schools, and other critical services.

Residents express a desire for additional long-term housing availability. Residents also express a desire to use their primary residences for short term rental as a means of increased financialsecurity. Balancing these objectives requires a nuanced regulatory approach. Staff has evaluated the suggestions made by the public and used by other cities, in light of Californiaconstitutional constraints, landlord-tenant law, and programs used in comparable resort andcoastal jurisdictions.

DISCUSSION: Comparable jurisdictions include the resort communities of the Town of Truckee, Town of Mammoth Lakes, and City of South Lake Tahoe. These jurisdictions use cash incentives 65059.00000\4473 1761.1
(City grants) to convert vacant or short-term rented units to leases lasting several or more months, most commonly twelve months. South Lake Tahoe ties payments to successful lease completion and imposes a maximum rent ceiling to align subsidy dollars with affordability goals.

These models are especially relevant because they were designed for tourism economies with intense seasonable pressure on local housing supply, like Avalon.

Other jurisdictions, like the cities of San Francisco and Pasadena, have sustainable short term rental policies. These cities provide local property owners with the ability to supplement their income sources with short-term rentals, but limit this opportunity to those who reside in the cities for a given length of time. Property owners must live in the property where a unit is rented for at least nine months out of the year. The maximum number of days a property owner can rent out a unit for short term rental is 90 days out of the year. Similarly, Los Angeles caps unhosted stays at 120 days of the calendar year. These limitations on short term rentals can accomplish the goal of allowing residents to supplement their income with their properties while not completely eliminating those rentals from the housing market for the entirety of the year.

The City’s current Transient Rental License Ordinance may unintentionally discourage the retention and re-establishment of long-term rentals. The code provides that a property owner is ineligible for a transient rental license if the unit has been rented for a consecutive 30 day period at any point in the two years preceding the application. Specifically, the code directs that a Transient Rental License application “should be denied” in this circumstance. The rule was adopted before the current cap on short term rentals to prevent the conversion of long-term rentals to short-term rentals, but some have raised concerns regarding the outcomes of the rule.

As reflected in public comment, property owners who maintain tenants at stays of 30 consecutive days or more are effectively incentivized to keep their units off the market for two years. This incentive may be possible for owners who can afford this loss of rental income for two years, but may be economically infeasible for other owners who rely on the rental income. As a result, owners who continue to rent to local residents may foreclose their future eligibility for a transient rental license, while owners who remove tenants or leave units vacant may preserve that option.

Public comment indicates this creates a perverse incentive structure in which long-term tenants are displaced and units are taken offline in anticipation of future transient rental eligibility, rather than encouraging the continued provision of year-round housing. One mechanism could be giving property owners that provide long-term rentals a kind of short-term rental credit (e.g. anallotted number of days where short term rental is permitted) or this provision could beeliminated.

Public comment received by staff has suggested other novel options not yet pursued in other jurisdictions. One suggestion was to reduce utility fees for year-round rentals. Under the California Constitution, a fee may not exceed the estimated reasonable cost of the service. Asa result, there would need to be a basis in cost-of-service to suggest those fees could be validly reduced and one class of users should be treated differently than others. Due to the legallimitations on how fees may be imposed on property owners, this approach would require legal evaluation and may be unworkable. Similarly, property taxes are imposed by the County tax assessor and the City does not control those tax rates, meaning the City lacks authority to regulate in that area. This is why cities have instead opted for incentives provided through their general funds.

The use of general fund dollars would need to be supported by public purpose justifications.

Under the California Constitution, it is impermissible to provide public funds without a corresponding public benefit. A well-designed housing incentive program can satisfy that standard if payments are tied to public objectives such as increased workforce housing supply and improved availability of affordable housing. Like the programs used in the jurisdictionsabove, any incentive payment should require a written agreement supporting that the housing unit will be used for long-term rental prior to payment.

Incentivizing long-term rentals has primarily relied on a grant-based mechanism in a majority of cities. The effectiveness of these grants will depend on the relative economic benefits of short term renting. Meanwhile, the City has recently regulated in the area of short term rentals, particularly imposing more stringent requirements on operators and a cap on licenses. The effects of those changes are at the beginning stages, though staff continues to monitor, particularly once the transient rental license cap is met. If Council chooses to move forward with incentives for long-term rentals, staff will return with suggested options for an incentive programbased on Council’s discussion and direction and public comment.
