CITY OF AVALON CITY COUNCIL
MEETING DATE: April 21, 2026 AGENDA ITEM: ‘3
ORIGINATING DEP: Finance CITY MANAGER: (i)L
PREPARED BY: Matthew Baker, Finance Director
SUBJECT: Fiscal Year 2025-2026 Third Quarter Treasurer’s ReportRECOMMENDED ACTION(S): Adopt the resolution accepting the FY25-26 Third Quarter Treasurer’s Report.

REPORT SUMMARY: State and Municipal Codes require the Treasurer to submit within 30 days following each fiscal quarter a report summarizing the City’s cash and investment balances. Attached is the Third Quarter Treasurer’s Report for FY25-26. The report was shared with the City Treasurer prior to presentation to City Council.

The purpose of the report is to inform, on a quarterly basis, the City’s cash and investment balances, the investment types, yields, and market values, and to ensure that the City’s investments are in compliance with the City’s adopted investment policy. The report shows that all of the City’s funds are in compliance with its investment policy. In general, operating cash is held in US Bank checking accounts and any excess cash is invested in California’s Local Agency Investment Fund (LAIF) and various certificates of deposit (CDs). In accordance with Government Code sections 16429.1 and 53601 et seq., the City cannot invest more than 30% of its portfolio in CDs. CDs accounted for 18.4% of the unrestricted cash and investments for the quarter ended March 31, 2026.

The City did not have any CDs maturing during the quarter ended March 31, 2026. The City takes a ladder approach with staggered maturities for its CD investments to balance its goals of high rates in the short-term with stability to withstand market fluctuations in the longer-term.

The City will continue to assess for opportunities to increase its investment returns while maintaining necessary liquidity and compliance with its investment policy.

The unrestricted cash balance for the third quarter of 2025-2026 totaled $22.71 million, adecrease of $1.2 million from the third quarter of 2024-2025. The decrease in unrestricted cash balance is largely attributable to increased capital outlays during the current fiscal year. Theunrestricted cash balance includes cash from enterprise funds (e.g. Harbor, Sewer, Saltwater, and Solid Waste) not available for general government functions. While the majority of grant funding is performed on a cash reimbursement basis, the unrestricted cash and investments balance also includes $2 million in grant pre-funding received in preparation for construction of the second phase of the Cabrillo Mole Ferry Improvement project that has not been spent as of December 31, 2025. The City expended approximately $150,000 from this grant during the third quarter of the current fiscal year. The City expects significant capital outlays on several major capital projects, including the second phase of the Cabrillo Mole Ferry Terminal rehabilitation and the Five Corners Pedestrian Improvement project, which will reduce the unrestricted cash balances over the next several quarters.

Below is a chart comparing unrestricted cash balances from the first quarter of Fiscal Year 2015-2016 to the third quarter of Fiscal Year 2025-2026.

The restricted cash balance for the third quarter of 2025-2026 totaled $12.7 million, an increase of $1 .8 million from the third quarter of 2024-2025. The increase is largely attributable to increases in the CIMC Improvement Fund of $1.1 million, increases in the Landfill Trust Account of $499 thousand from investment gains and transfers and increases in the HousingAuthority LAIF account of $185 thousand.

CITY OF AVALON CITY COUNCIL
MEETING DATE: April 21, 2026 AGENDA ITEM: ________ ORIGINATING DEP: Harbor CITY MANAGER: ______ PREPARED BY: Kevin Schmidt, Harbor Master SUBJECT: Waterside Project Change Conditions of Use-.- Catalina Snorkel and Scuba
RECOMMENDED ACTION(S): City Council make the affirmative finding that conditions set forth in the Avalon Municipal Code have been met and grant the amendment to the current Waterside Permit to Catalina Snorkel and Scuba and add additional services, with the following:

1. Catalina Snorkel and Scuba will add the service of unwrapping fouled propellers and general light salvage and retrieval of items lost overboard within the Harbor.

2. All personnel conducting dive services will have the appropriate dive certifications and training.

3. When conducting any dive operations Catalina Snorkel and Scuba will notify and obtain permission from the Harbor Department prior to the dive.

4. When diving in the Harbor, Catalina Scuba and Snorkel personnel will display a highly visible dive flag and take all precautions to avoid any boat traffic.

5. if a skiff or boat is to be used in providing these services, all required and current registration/documentation will be provided to the Harbor Department.

REPORT SUMMARY: The applicant has submitted a Waterside Project Application to amend conditions of use of their current waterside permit. Currently, the waterside permit authorizes snorkeling/dive tours and instruction emanating from Lover’s Cove and Casino Point. Applicant is requesting to add the services of unfouling propellers and light salvage within City waters.

While this proposal will add boat traffic to Harbor, it will not result in any substantial negative impact upon Avalon Harbor floats, except as noted in subsection (2), below. The recommendation is to approve the change in conditions of use provided all stipulations aremet.

Section 10-2.416 of the Municipal Code provides that a waterside permit may only be granted where the City Council is able to make the following affirmative findings:
(1) The project will not result in a substantial alteration of the City’s present or planned waterside uses of the Avalon Harbor
(2) With regard to transportation and circulation, the project (I) will not generate substantial additional boat trips, including shoreboat trips, or other movement within A va/onHarbor; (ii) will not have a substantial negative impact upon existing mooring, docking, or other anchorage facilities; (iii) will not have a substantial impact on other modes and systems of transportation; (iv) will not result in substantial alterations of present patterns of circulation or movement of people and /or goods; (v) will not increase traffic hazards to swimmers, boaters, or other existing activities; and (vi) will not restrict or alter existing coastal access; Impact: The Pleasure Pier floats see heavy usage in the summer months by rental kayaks, pedal boats, small rental motor boats along with personal dinghies and pleasure boat traffic.

Mitigation: Catalina Snorkel and Scuba’s use of City floats is on-call only and they will be required to contact the Harbor Office for docking arrangements upon arrival. (3) The project will not have a substantial impact upon, and will not result in, a need for new or altered governmental services, including but not limited to fire, police, maintenance of facilities, and harbor department services;
(4) The project will not result in the use of substantial amounts of fuel or other forms of energy or substantially increase the demand upon existing energy or require the development of new sources of energy;
(5) The project will not result in the need for new utility systems or a substantial alteration of existing sources or systems for power, natural gas, communications, water,sewage disposal or solid waste; (6) The project will not obstruct any scenic vista or view open to the public, and will not result in the creation of an aesthetically offensive site which is open to pub/ic view; (7) The project will not result in a substantial negative impact upon the quality and quantity of existing recreational opportunities or result in alterations or restrictions to coastal access;
(8) The applicant is fit to be entrusted with the privileges of a permit, in that he has not engaged in prior violations of the City’s harbor regulations, including the provisions of this article, has timely paid any harbor-related fees and has not presented checks returned for insufficient funds.

The Municipal Code also provides that the “City Council may deny the permit where the impacts listed in paragraphs (1) through (8) above are cumulatively significant, even though the individual impacts are limited. The City Council may approve a project where mitigation measures eliminating significant impacts are incorporated into the project, and the approval shall be conditioned upon the implementation of such mitigation measures. The failure to comply and maintain any mitigation measures shall be a basis for suspension or revocation of a waterside permit.”
GOAL ALIGNMENT: Increase service options for boaters, visitors and residents in the Avalon Harbor area.

FISCAL IMPACTS: Unknown, potential increase in Harbor Use fees.

CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: Boaters, visitors and residents will need to contact other businesses for these services.

FOLLOW UP ACTION: Notify Catalina Snorkel and Scuba of the City Councils decision.

ADVERTISING, NOTICE AND PUBLIC CONTACT: Pursuant to the Brown Act.

For the purpose of this section, “excursion boats” shall mean vessels operating from points in the City and returning thereto for sightseeing scenic tours or as pleasure cruises, and carrying passengers for hire, but not providing facilities for overnight stays. (d) For businesses engaged
n the operation of “shore boats,” as defined herein, and using such facilities for landing, discharging, loading or embarking passengers on, to, or from such facilities, 7% of the gross receipts of such business derived from such use, excepting therefrom receipts for transportation of passengers to and from “cruise ships,” as defined in subsection (b) herein, or as otherwise provided in an applicable franchise agreement issued pursuant to § 10-2.410. There shall be a credit of taxes paid, if any, pursuant to the provisions of Title 3, Article 3, Chapter 3-3 and § 3-1 .204 subsections (b) through (f).

4. Section 10-2.410 Permits; Franchises to Conduct Business (a) The City facilities serve as a primary point of ingress and egress for large numbers of people and their relatively small size make necessary control and coordination ofbusinesses operating on the City facilities to avoid undue congestion, to assure againsthazard, excessive noise and traffic and to prevent confusion and injury. (b) It is necessary and vital to the safe and efficient movement of people through the City facilities that the number, nature and scope of businesses on the City facilities be regulated to protect the safety and welfare of all persons. The Council shall, accordingly, have the power and authority, in its discretion, to authorize the use oroccupation of the City facilities or some portion thereof to any person by issuance of a waterside project permit. It shall be unlawful for any person, entity or business to use or occupy City facilities for any business purpose, including all land transportationservices, without first being issued a waterside project permit by the City Council andentering into a permit agreement.

Notwithstanding the foregoing, the City Council may, in its discretion, award exclusive franchises for shore boat service and baggage handling service on the Mole, for a term not to exceed five years. Authorize the City Manager or designee to execute a budget adjustment transferring $50,000 from the General Planning/LCP Update Account Fund (10255- 6781) to the Planning Professional Services Account (10255-5005). 3. Authorize a budget amendment in the amount of $25,000 to the Planning Professional Services Account (10255-5005). 4. Authorize the City Manager to negotiate and execute a professional servicesagreement with Sagecrest Planning and Environmental, LLC for on-call planning consultant services for a two-year term for an annual cumulative total not to exceed amount of $200,000.00 commencing in FY 26-27.REPORT SUMMARY: On February 20, 2024, City Council authorized the City Manager to execute a professional services agreement with Sagecrest Planning and Environmental, LLC (“Sagecrest”) for on-call planning consultant services for a not-to-exceed contract sum of $150,000 for a one-year term with two optional one-year renewal terms.

Prior to engaging Sagerest, the City of Avalon had been seeking technical planning and environmental review expertise. Staff determined that the need for a wide breadth of professional planning expertise could best be delivered through a professional services contract. Sagecrest has provided the day-to-day planning expertise in addition to being tasked with completing anumber of backlogged planning tasks.

In FY 25-26 the City engaged in a number of unique planning matters that required additional services from Sagecrest including, but not limited to, review and consultation on the grant application for the South Beach Restoration Project, regularly scheduled review and consultation with city staff and CIH related to the new hospital, review and consultation associated with the Civic Center Housing Project, plan review and consultation with Catalina Island Company related to proposed employee housing project, plan review associated with two new hotel projects.Additionally, the existing moratorium on short-term rentals ended and Sagecrest was instrumental in instituting new STR regulations including a cap on the number of permitted units.

Termination of the moratorium opened up the pending STR applications for review and presentation to Planning Commission at the end of 2025 through the first quarter of 2026. This influx of activity, coupled with the aforementioned development projects, has generated significant increased activity in the Planning Department not seen in recent years. As a result, of the need for these increased services, an amendment to the Planning Professional Servicesaccount of $75,000 is hereby requested.

The agreement with Sagecrest has been extremely beneficial in allowing the City to utilize a broad range of consultants with expertise in varying areas of planning, development and land use entitlements. It is imperative that the city maintain and expand the current range of planning expertise with the ongoing development projects that include the Civic Center Housing Project, Island Company Housing Project, new Hospital construction, and the Cabrilto Mole Project.

Going forward, although many major projects are still pending, the reduction of STR applications and reviews should reduce the overall services anticipated in FY 26-27 and it is proposed that the Planning Professional Services be limited to $200,000.

Staff continues to evaluate the cost for services provided by Sagecrest compared to the potential cost of a fully weighted full-time Planning Director salary ($180,000) and benefits ($63,000).

Even with the proposed increase, the City still recognizes a cost savings and access to far greater breadth of expertise than a full-time Planning Director model. Additionally, due to Sagecrest’s experience in the field, the City has experienced a continued cost savings in planning related legal fees. The increase in planning-related activity during the current fiscal year has been partially offset by increases in planning-related revenues, with $77,101 collected through March 2026 compared to $35,041 collected during the prior fiscal year.

Historically, the city has budgeted an additional $50,000 for General Planning and LCP updates (Account 10255-6781). Due to Sagecrest taking on these obligations, the city has not spent any of those funds in the current fiscal year. As a result, staff proposes to offset a portion of the increased fees with a budget adjustment of $50,000 from 10255-6781 to the Planning Professional Services account (10255-5005). The balance of the proposed increase is requested in the form of a budget amendment of $25,000 to account 10255-5005.

GOAL ALIGNMENT: Sustainability of operations.

FISCAL IMPACTS: FY 2025-26 Planning Services budget (account number 10255-5055) will be increased by $75,000 to $225,000 and the future annual budget will be set at $200,000.

CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will not have specialized planning support.

FOLLOW UP ACTION: Implement City Council direction.

CITY OF AVALON CITY COUNCIL
MEETING DATE: April 21, 2026 AGENDA ITEM:
_______
ORIGINATING DEP: Administration CITY MANAGER:

PREPARED BY: Devin Hart, Senior Management Analyst
SUBJECT: On-Call Consulting Services Contract Amendment for International Consulting Services, Inc.

RECOMMENDED ACTION(S): Authorize the City Manager to negotiate and execute the second amendment to the Professional Services Agreement with International Consulting Services, Inc. for a not-to-exceed additional sum of $140,000 — total of $240,000 —for the 12-month period of May 7, 2026 to May 6, 2027.

REPORT SUMMARY: On May 6, 2025, the City Council authorized the City Manager to execute an agreement with International Consulting Services, Inc. (ICS) for a three-year term, and a not-to-exceed contract sum of $100,000 annually. ICS provides specialized construction and project management services on certain capital improvement projects.

On October 7, 2025, the City Council authorized an amendment to the ProfessionalServices Agreement with ICS, for the period of May 7, 2025 to May 2026, increasing the total compensation by $175,000 for a total 12-month contract sum of $275,000. At the time this report was authored, the City has expended $260,027.50 of the total allocated to the contract during the May 2025-2026 period.

ICS is currently engaged with City Staff on a number of complex CIP projects, including Workforce Housing and Cabrillo Mole Rehabilitation Projects. ICS services have been essential in the development of various project milestones and deliverables including construction and procurement documents.

In addition to larger scale complex CIP projects, ICS has provided essential support to the development of site plans, utility coordination, and other contractor services for the JMF Scoreboard Project, Landfill Expansion Project, Wastewater Treatment Facility Roof, and Green Pleasure Pier Electrical Upgrade, Decking Replacement, and New Lease Space Projects.

For the second 12-month period of the professional services agreement with lOS, City Staff anticipate the need to broaden ICS’s contracted scope related to the Cabrillo Mole Revitalization Project. Previously, ICS has provided critical support in the development of the progressive design-build procurement request for qualifications and has additionally supported the City in evaluation of the submitted statements of qualifications. Moving into the contract negotiation and award phasing of this procurement, City Staff propose to utilize ICS services to assist in the coordination of geotechnical engineers — a Citycontracted consultant — as well as provide further coordination support with utilities, building inspectors and other services that may be needed.

Task orders for on-call services are driven by the approved budget. Annually funds cannot be spent unless they are a part of an approved, budgeted, project or account or receiveadditional City Council approval in accordance with the approved budget and fiscal policies of the budget. Task orders related to grant funds may be eligible forreimbursement or payment through grants, and will be accounted for in the grant project’s budget.

City Staff requests authorization for the City Manager to negotiate and execute the second amendment to the Professional Services Agreement with ICS for a not-to-exceed additional sum of $140,000 — total of $240,000 — for the 12-month period of May 7, 2026 to May 6, 2027.

FISCAL IMPACTS: Not to exceed $240,000 for all task orders from May 7, 2026 to May 6, 2027. Funding will be allocated to the appropriate budgeted project.

GOAL ALIGNMENT: Improved project management processes.

CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will not efficiently contract project management resources for current and future capital projects.

FOLLOW UP ACTION: Negotiate and execute an amendment to the professional services agreement with International Consulting Services, Inc.

SUBJECT: ENGEO On-Call Engineering Services Contract
RECOMMENDED ACTION(S): 1. Make the affirmative finding that the City will not gain a competitive advantage by bidding and can contract work more economically or efficiently pursuant to Avalon Municipal Code Section 3-4.111 (C), and 2. Award a professional servicescontract for on-call engineering, materials testing and inspection for an amount not-to-exceed an annual cumulative total for all services of $100,000 to ENGEO, Inc. for a three-year term.

REPORT SUMMARY: The City has contracted with ESG Engineering, Inc. (ESG) to provide on-call engineering services since 2015. A sub-consultant of ESG, ENGEO, Inc. has been used to provide geotechnical engineering resources including development of the geotechnical investigation of the Cabrillo Mole Multimodal Transportation Hub in September 2021, Geotechnical Exploration reports for 206 E. VVhittley Ave., South Beach Seawall and Beach Restoration Plans, the Green Pleasure Pier and Club Dock Pile Installation Projects and many others City Capital Improvement Plan (CIP) Projects.

The City is currently engaged in preconstruction and construction phases of a number of highly complex CIP projects that require geotechnical engineering services as well as materials testing and inspections. The City anticipates a high level of budgeted expenditures in theforthcoming fiscal years for these services.

As ENGEO is currently engaged with City Staff on these projects, City Staff recommends the City Council make the affirmative finding that the City will not gain a competitive advantage by bidding and can contract work more economically or efficiently pursuant to Avalon Municipal Code (AMC) Section 3-4.111 (C), and award a professional services contract for on-call engineering, materials testing and inspection for an amount not-to-exceed an annualcumulative total for all services of $100,000 to ENGEO, Inc. for a three-year term.

Due to the level of nuance and the timing of these projects and ENEGO’s current engagement and understanding of the logistics of performing work on Catalina Island, City Staff believe there will be no competitive advantage to bidding the on-call engineering services, materialstesting and inspection contract at this time. AMC Section 3-4.111 (c) outlines an exception from bidding and other competitive procedures for economic efficiency. Per the AMC:

If a competitive market does not exist, or the City will not gain a competitive advantage by using the formal contract bid or other competitive procedure, or where the public project, goods or se,vices may be obtained more economically or efficiently without the procedure, the City may dispense with formal bidding or other competitive procedures.

Additionally, City Staff anticipate a cost savings by contracting directly with ENGEO and avoiding overhead/”mark-up” costs working through ESG.

Task orders for on-call services will be driven by the approved budget. Annually funds cannot be spent unless they are a part of an approved, budgeted, project or account, or receive additional City Council approval in accordance with the approved budget and fiscal policies.

FISCAL IMPACTS: Not-to-exceed $100,000 for all task orders per 12-month period for all approved on-call engineer services, for a contract of three years. Expenditures will be allocated to the appropriate budgeted project.

GOAL ALIGNMENT: Fiscal responsibility.

CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will need to procure the engineering related services for each project and task order which may take more time and cost additional funds or procure services through the existing ESG contract with a contract mark-up.

FOLLOW UP ACTION: Draft and execute contract agreement with ENGEO, Inc.

ADVERTISING, NOTICE AND PUBLIC CONTACT: Pursuant to the Brown Act.

• *Rush turnaround time prioritizes rush testing over other requested testing and dedicates a technician to complete the rush testing as quickly as possible. Rush turnaround times are estimates only and do not guarantee test completion within the estimated rush testing timeframe. *Test turnaround time is the amount of time required to perform the test once started. Test start times are dependent on available labor and equipment. Please contact Lab Services at labservicesengeo.com to determine equipment capacity and availability. Turnaround times are estimates only and do not guarantee test completion within the estimated testing timeframe. *The testing fees and test durations listed reflect the standard business hours required to perform the test. Samples requiring premium handling will incur additional hourly personnel charges in accordance with the Laboratory Technician Rate presented on our Fee Schedule. • *For HMA testing, only rush pricing is provided because all HMA testing is expedited on a rush basis. When HMA testing is requested, all other testing is secondary due to the timeliness needed for the HMA results. • Add three days to the estimated test duration for soil testing that requires remolded specimens.• The above fees are reviewed annually and are subject to change. Additional tests are available upon request. • Prices exclude field collection and transportation to the laboratory.

Supplemental fees for laboratory preparation of specimens are charged on an hourly basis. • Where tests are to be run on an immediate need basis (tests to be initiated out of order received and regardless of status of other previously received samples), the expediting fee is 100% of the listed unit rate.o Sample storage is $110 per month per 0.5 cubic yards of storage space. • There is a 3:00 pm cut-off time for sample delivery/test start time.

Turnaround times are based on samples delivered to th laboratory before 3:00 pm. Turnaround time on samples received after 300 pm will begin at 7:00 am the following business day.

Concrete/masonry compression breaks requested prior to the scheduled break date and/or prior to 7:00 am will be considered rush testing requests and billed a rush fee.

Witness testing will be billed at $1 50.00/hour per individual witness. • There is a 100% increase in fees per test for testing contaminated samples.

Disposal charges for contaminated samples will be billed to the project on a time-and-expense basis. • All project required weekend work is billed directly to the project with a 2-hour minimum charge. • Samples requiring premium handling, such as searching for testable portions (Shelby, D&M tubes, etc.), will be billed on a time-and-expense basis to the project.

CITY OF AVALON CITY COUNCIL
MEETING DATE: April 21, 2026 AGENDA ITEM: -_____
ORIGINATING DEP: Administration CITY MANAGER: tL,Aj
PREPARED BY: Devin Hart, Senior Management Analyst
Robert Greenlaw, City Engineer
SUBJECT: Cabrillo Mole Geotechnical Study Drilling RFP and Contract Award RECOMMENDED ACTION(S): 1. Authorize City Staff to develop and solicit a request for proposals for qualified firms to conduct drilling services to accommodate a geotechnical study to support the Cabrillo Mole Revitalization Project. 2. Pursuant to Avalon Municipal Code Section 3-4.205, authorize the City Manager to negotiate and execute an agreement with the lowest responsive bidder for a not-to-exceed sum of $150,000.

REPORT SUMMARY: ENGEO, Inc. performed a geotechnical investigation of the Cabrillo Mole Multimodal Transportation Hub in September 2021. In order to begin the Cabrillo MoleRevitalization Project, the City must provide the selected Cabrillo Mole Revitalization Project contractor an updated geotechnical study that reflects current building code standards as well as the current geotechnical conditions of the substructure of the Cabrillo Mole.

In order for any geotechnical engineer to perform an analysis, exploration pits must be drilled from the Cabrillo Mole’s surface.

City Staff estimate drilling services to cost approximately $150,000. Avalon Municipal Code Section 3-4.205 requires public projects between $60,001 and $200,000 to be contracted byinformal bid procedure. To mitigate the impact during the visitor season, time is of the essence.

City Staff plan to develop and solicit a request for proposals from qualified firms for 15 days as required by the AMC.

City Staff request authorization for the City Manager to award a contract to the lowest responsive bidder for a not-to-exceed sum of $150,000. If the City does not receive any bids responsive to the request, or if the lowest responsive bid is greater than $150,000, City Staff will return to City Council for further direction. It is the City’s goal to complete all drilling services prior to the start of Memorial Day weekend — May 22, 2026. By granting authority to the City Manager to execute an agreement to the lowest responsive bidder, the City be able to expedite completion of the work while meeting all procurement requirements.

FISCAL IMPACTS: This project is budgeted in the FY 25-26 CIP Budget — Project # 180003-1and will utilize general funding resources.

GOAL ALIGNMENT: Infrastructure repairs.

CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The work will not be completed.

FOLLOW UP ACTION: Draft and solicit an RFP, then execute contract agreement with the lowest responsive bidder.

CITY OF AVALON CITY COUNCIL
MEETING DATE: April 21, 2026 AGENDA ITEM; I 0
ORIGINATING DEP: Administration CITY MANAGER: L&i
PREPARED BY: Devin Hart, Senior Management Analyst
SUBJECT: Cabrillo Mole Revitalization Project Phase 2 Progressive Design Build Stage 1 Contract Award for Design and Engineering Services RECOMMENDED ACTION(S): 1. Award the contract for the Cabrillo Mole Revitalization,Phase 2 Progressive Design Build Stage 1 Project to Anderson Burton Construction, Inc. 2.

Authorize the City Manager to negotiate and bring back a contract agreement for City Council approval.

REPORT SUMMARY: On November 17, 2025, the City of Avalon published a request for qualifications (RFQ) for the Progressive Design-Build Cabrillo Mole Revitalization Phase II Project.

The City conducted a mandatory pre-bid conference in person and virtually on December 11, 2025. The meeting included an overview of the requirements set forth in the RFQ, a walk through the City’s design intent, as well as a visit to the Cabrillo Mole to examine existing conditions and operational expectations. The original bid deadline was extended from January 22 to February 5, 2026 to allow potential respondents more time to provide comprehensive responses to the RFQ.

The City received three proposals from qualified design-build teams by the stated deadline — A.J. Padelford & Sons, Inc., Anderson Burton Construction, Inc., and Benchmark Contractors, Inc. City Staff have conducted a thorough analysis of the proposals received, and conducted two meetings/interviews with each design-build teams.

City Staff arranged for the City Council to hear presentations with each team at two Special City Council Meetings held on March 24 and 31, 2026. The design-build teams were requested to provide a 30-minute presentation that would include an introduction of their team and an overview of their understanding of the project and their intended approach.

After hearing presentations from all three design-build teams and receiving feedback from the City Council, City Staff recommends the City Council award the contract for the Cabrillo Mole Revitalization, Phase 2 Progressive Design Build Stage 1 Project to Anderson Burton Construction, Inc.

While City Staff made the determination that all three firms that provided SOQs were qualified and capable of completing the Cabrillo Mole Revitalization Project, Anderson Burton Construction, Inc., was identified to be the best partner for the City. Anderson Burton Construction, Inc., partnered with RRM Design Group, has an extensive resume of successful partnerships featuring Spanish Heritage style public projects — an aesthetic identified as preferred by the community at large as well as, the City Council and business stakeholders.RRM Design Group also has experience specific to projects on Catalina Island. While cost is not the sole factor in this recommendation, it is a very important element of the project.

Anderson Burton Construction, Inc.’s project budget for Stage 1 and Stage 2 very closely aligned with the City’s expectation of services.

City Staff request authorization for the City Manager to negotiate and bring back a contract agreement for Stage I of this project. The Stage 1 contract is for the design and engineering elements of the project only. The City will negotiation with Anderson Burton Construction, Inc. to determine necessary consultants and refine the engineering and design scope. If the City and Anderson Burton Construction, Inc. cannot successfully negotiate a contract agreement, City Staff will return to City Council to request authorization to negotiate a contract with Benchmark Contractors, Inc. or A.J. Padelford & Sons Construction, Inc.

City Staff anticipate successfully executing a contract by early May. City Staff will return to City Council for regular updates on the design process as well as for final approval of the architectural design. After the design is approved, City Staff may request authorization to negotiate and award a contract with Anderson Burton Construction, Inc. for the Stage 2 — construction — contract or may request to go to solicit a request for bids using the final construction plans.

FISCAL IMPACTS: This project is budgeted in the FY 25-26 CIP Budget — Project # 180003-i and will utilize a combination of grant and general funding resources.

GOAL ALIGNMENT: Infrastructure updates.

CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will not have direction on how to proceed with the Cabrillo Mole Revitalization Project.

FOLLOW UP ACTION: Begin negotiations with Anderson Burton Construction, Inc. and bring back a contract for City Council consideration.
