CITY OF AVALON CITY COUNCIL
MEETING DATE: May 4, 2026 AGENDA ITEM:
____________
ORIGINATING DEP: Public Works CITY MANAGER:_ jfr
PREPARED BY: Jackeline Cordero, Public Works Director
SUBJECT: Wastewater Treatment Plant Lab and Casino Showers and Restrooms Roof Remediation and Replacement
RECOMMENDED ACTION(S): Authorize the City Manager or their designee to develop and solicit a request for proposals (RFP) from qualified contractors for:
1. Replacement of the Wastewater Treatment Plant (WWTP) Lab Roof (including sloped roof addition), and
2. Remediation and Replacement of the Casino Showers and Restrooms Roof.
REPORT SUMMARY: The City is currently addressing multiple critical roofing deficiencies across key public facilities, including the Wastewater Treatment Plant (WWTP) Laboratory located on Pebbly Beach Road and the Casino Showers andRestrooms located along St. Catherine Way.
Wastewater Treatment Plant Lab Roof
The Wastewater Treatment Plant Lab roof has significantly deteriorated and continues toexperience recurring leaks despite multiple temporary repair efforts. The existing flat roof system has reached the end of its useful life and poses an ongoing risk to laboratoryequipment, electrical systems, and the integrity of the building structure.
Given the age and condition of the roof, and the critical function of the laboratory in supporting regulatory compliance and plant operations, staff recommends proceeding with the solicitation of proposals from qualified contractors to perform a full roof replacement. The proposed project includes installation of a new sloped roof system over the existing flat roof, which will serve as a long-term solution with an expected service life of approximately 20—30 years. The new system will improve drainage, reduce maintenance, and provide redundancy by maintaining the existing roof as a secondary barrier. The scope of work includes:
• Removal of existing roofing materials.
• Installation of new roof framing and sheathing.• Upgraded waterproof membrane and flashing systems. • Ventilation improvements and a sloped roof system to improve long-term drainage.• Electrical and finish work.
Based on a recent Rough Order of Magnitude (ROM) cost estimate, the total project cost for the WVVTP roof replacement is approximately $145,000, including materials, labor, shipping, contingency, and contractor overhead and general conditions. This project is included in the City’s Capital Improvement Program.
Casino Showers and Restrooms Roof
The Casino Showers and Restrooms roof is in poor condition with broken, cracked, and missing tiles; deteriorated asphalt roofing materials; exposed and deteriorating plywood sheathing; and failing fascia boards and flashing systems. Immediate remediation and replacement is recommended to prevent further deterioration and water intrusion. The scope of work includes:
• Full removal and replacement of roofing materials.
• Replacement of damaged sheathing and fascia boards.
• Installation of new waterproofing membrane, asphalt shingles, and composite tiles. • Replacement of deteriorated windowsill and flashing components.
Based on a recent Rough Order of Magnitude (ROM) cost estimate, the total project cost is approximately $125,000, including labor, materials, shipping, contingency, and contractor overhead and general conditions.
Staff proposes to release separate or combined Requests for Proposals (RFPs) to solicitbids from experienced license qualified contractors to complete these projects. These improvements are necessary to:
Protect critical infrastructure and public facilities.
• Maintain regulatory compliance at the WWTP.
• Ensure safe and functional public amenities along the waterfront. • Reduce long-term maintenance and emergency repair costs.
The informal bid procurement process will be utilized in accordance with Avalon Municipal Code Section 3-4.205. The proposed timeline for the REP is as follows:
ACTION DATE
Release/Publish REP May 11, 2026Last Day for Potential Vendors to Ask Questions May 26, 2026 Deadline for Receipt of Proposals June 16, 2026
Authorization to Negotiate Contract July 7, 2026
Notice to Proceed July 13, 2026
A financial analysis and recommended contract award will be presented to City Council as a future agenda item following receipt and evaluation of proposals.
FISCAL IMPACTS: Projects are budgeted in the Fiscal Year 2026-2027 Capital Improvement Plan (#10825-6521 — CIP Project #265008 and #10470-6679 — CIP Project #207012). The combined estimated cost for both projects is approximately $270,000.
GOAL ALIGNMENT: Supports the City’s strategic goal of maintaining reliable public infrastructure and ensuring continued regulatory compliance by protecting critical public facilities.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The City will continue to experience recurring roof leaks at the W”AITP Lab and Casino Showers and Restrooms, increase water intrusion and structural degradation, potential damage to critical equipment and building systems, potential interruption of regulatory monitoring activities, deterioration of public-facing facilities impacting residents and visitors, and increased long-term repair costs and potential emergency failures.
FOLLOW UP ACTION: Implementation of City Council direction.
ADVERTISING, NOTICE AND PUBLIC CONTACT: The item was properly listed on the posted agenda pursuant to the Brown Act.

CITY OF AVALON CITY COUNCIL
MEETING DATE: May 4, 2026 AGENDA ITEM:
ORIGINATING DEP: Fire CITY MANAGER: t?&1&
PREPARED BY: Michael Alegria, Fire Chief
Aliana Gonzales, Administrative Analyst
SUBJECT: Authorize Procurement of LUCAS Device, Stryker Power Gurney & Power Chair with Measure B Funding
RECOMMENDED ACTION(S): 1. Authorize City Manager to procure, per the City’s purchasing policy, a LUCAS 3 Chest Compression System, Stryker Power Gurney and Stryker Power Chair, that meets the required specification outlined by staff, for a total not to exceed $102,730.06 (10245-6547) 2. Exempt this procurement from competitive bidding and make the affirmative finding that Stryker is a sole source vendor of these devices.
REPORT SUMMARY: In June 2025, the City requested Measure B funding from Los AngelesCounty Emergency Medical Services Agency thought the Measure B Advisory Board. The City was notified in January 2026 that the request had been awarded for the full amount, with a contract being executed in March 2026.
The Avalon Fire Department (AFD) requested Measure B funding for Emergency Medical Services (EMS) equipment including a powered ambulance gurney, powered stair chair, and LUCAS 3 Chest Compression System. These tools will directly enhance our EMS service, ensuring comprehensive medical care for our community and over one million visitors to Catalina Island annually. Automated Chest Compression Devices help during life threatening cardiac arrests, power gurneys reduce firefighter injury risk and improve patient transport safety, and stair chairs improve the efficiency of facilitating the movement of patients up/down stairs in hilly neighborhoods and uneven city surfaces.
The LUCAS Device addresses both limitations. It takes over the role of one person scene.
Allowing that potential initial smaller crew to administer other critical lifesaving skills. It also provides a pre-established rate, rhythm, and quality of CPR that does not decline overtime. This continued, highly accurate CPR is the cornerstone of resuscitation and cardiac arrestsurvivability. Power gurneys and stair chairs provide enhanced patient care and comfort, allowing for a smoother, more controlled transfer of patients, and a reduction in the risk of fallsand discomfort. They also meet dynamic crash test standards for increased safety during transport. Power gurneys and stair chairs also significantly reduce the spinal load on firefighters, preventing cumulative trauma injuries associated with repetitive lifting and lowering of patients. Power gurneys provide support during loading and unloading, further minimizing therisk of patient drops and injuries. Although power gurneys may have a higher initial cost, thereduction in injuries can lead to cost savings in the long run through reduced workers’ compensation claims and decreased lost workdays. This is a significant service delivery benefit since Avalon has a limited number of full-time firefighter positions and if someone is injured it puts additional strain on this already taxed limited staffing.
Stryker is a sole-source provider of these systems. Additionally, Stryker does not authorize any third-party companies to sell products or services. The Avalon Municipal Code, Section 3-4.1111 (b) offers an exception from bidding and other competitive procurement processes when there is only one source that provides the necessary public services, goods or equipment. City staff make the recommendation the City Councilmakes the affirmative finding that Stryker is a sole source vendor of these products and authorize the staff to procure a LUCAS device, gurney and power chair as specified in this report.
FISCAL IMPACTS: None. The City will be reimbursed for the full value of the purchase through Measure B funds.
CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The Fire Department will not be able to purchase the necessary equipment.
FOLLOW UP ACTION: Complete the equipment procurement following the City’s purchasing policy.

CITY OF AVALON CITY COUNCIL
MEETING DATE: May 4, 2026 AGENDA ITEM:
ORIGINATING DEP: Public Works CITY MANAGER:
PREPARED BY: Jamie Hmielak, Maintenance Superintendent
SUBJECT: Approval of Rebuild for Public Works Telehandler RECOMMENDED ACTION(S): 1. Authorize the City Manager or their designee to execute all necessary agreement to complete a certified rebuild of the City’s 2005 Caterpillar TH58OB telehandler by Quinn CAT in an amount not to exceed $70,000, and approve an additional appropriation of up to $20,000 for rental equipment and barge transportation costs incurred during the rebuild period. 2. Make the affirmative finding Quinn CAT is the only provider in Southern California offering a Caterpillar-certified rebuild program, meeting the requirements for the sole-source procurement policy outlined in Avalon Municipal Code Section 3-4.111(b). 2.Amend the 2025-2026 Capital Budget — Account 13825-6781 to include $90,000 for the refurbishment of the telehandler.
REPORT SUMMARY: The Public Works Department relies on a 2005 Caterpillar TH58OB telehandler to support essential daily operations, including material handling, infrastructure maintenance, and logistical functions throughout the city. The unit is over 20 years old and requires a comprehensive rebuild to maintain operational reliability and safety.
Quinn CAT, located in the City of Industry, California, has evaluated the telehandler and provideda proposal to perform a certified Caterpillar rebuild. This program restores the machine to nearnew condition and includes rigorous component inspection, replacement, and full system testing.
They also can provide Public Works with a rental unit to be used while the telehandler is being rebuilt.
Quinn CAT is the only authorized provider in Southern California offering a certified Caterpillar rebuild program of this type. As such, this procurement satisfies the requirements of the Avalon Municipal Code for a competitive process exemption due to the specialized nature and solesource availability of the service. This meets the requirements under AMC Section 3-4.111(b) related to sole source procurement as an exception from competitive procurement process.
The telehandler was included in the City’s 10-Year Capital Improvement Program to be refurbished as part of the upcoming Fiscal Year 2026-2027 Capital Budget. City Staff isrequesting a transfer from the next fiscal year to ensure safe and reliable operations of a critical piece of equipment.
FISCAL IMPACTS: Total expenditure is not to exceed $90,000 from FY25-26 Public Works Vehicle Replacement fund 13825-6781(245003)
GOAL ALIGNMENT: Maintain essential operations for the Public Works Department, extend the useful life of existing equipment, and provide a cost-effective alternative to full replacement.CONSEQUENCES OF NOT FOLLOWING RECOMMENDED ACTION: The telehandler is already exhibiting age-related wear and continued use without major rehabilitation increases the likelihood of significant mechanical failure and safety issues.
FOLLOW UP ACTION: Complete the equipment rebuild following the City’s purchasing policy.
ADVERTISiNG, NOTICE AND PUBLIC CONTACT: This item was properly listed on the posted agenda pursuant to the Brown Act.
