MINUTES
CALL TO ORDER-5:00 p.m.
ROLL CALL-Mayor Anni Marshall, Councilmembers Michael Ponce, Yesenia De La Rosa, Lisa Lavelle, Donna Lopez. Also present: City Clerk Gabrielle Morones and City Attorney Scott Campbell. Absent: City Manager David Maistros.

CONSENT CALENDAR-There were six items on the Consent Calendar. Motion to approve Items #1-#6 made by Michael Ponce, seconded by Yesenia De La Rosa. (All Ayes) Actions
Approved minutes from July 28, 2026 and August 4, 206 regular City Council Meetings.

Approved amended minutes from June 16, 2026 regular City Council Meeting
3. Warrants
Approved US Bank General Account Warrants totaling $694, 116.88, one payroll totaling $291,644.19, one electronic fund transfer totaling $9,325.00 for a total disbursement of $995,086.07 for July 27, 2026 through August 7, 2026.
Fiscal Year 2025-2026 Fourth Quarter Treasurer's Report Adopted Resolution No. SA 26-31 of the City Council of the City of Avalon/Successor Agency to the Avalon Community Improvement Agency Adopting the Treasurer's Investment Report for Fiscal Year 2025/2026 Fourth Quarter.
Declare Excess/Old Equipment as Surplus
Adopted Resolution No. 26-32 of the City Council of the City of Avalon Declaring Specified Equipment to be Surplus and Authorizing the Sale or Disposal Thereof.
Resolution Authorizing the City Manager to Execute and File State Documents for the Pebbly Beach Road Revetment Project
1. Adopted Resolution No. 26-33 of the City Council of the City of Avalon, California Authorizing Execution of Administering Agency-State Agreement for Federal-Aid Funded Projects. 2. Authorized the City Manager to execute the Master Agreement Administering Agency-State Agreement for Federal-Aid Projects and Program Supplement Agreement for the Pebbly Beach Road Revetment Project (CIP Project #180008 - CalTrans Project CPFL-5219(010)).

7. Cabrillo Mole Rehabilitation Phase Il Pre-Construction Stage 0 - Temporary Facility Site Preparation and Utility Installation Construction Change Order #1
1. Made the affirmative finding, pursuant to Avalon Municipal Code Section 3-4.111 (c), that a competitive market does not exist and the city will not gain a competitive advantage by competitively bidding this work. 2. Authorized the City Manager to execute the first amendment to the construction contract between Jordahl Construction, Inc. for the Cabrillo Mole Rehabilitation Phase II Pre-Construction Stage 0 - Temporary Facility Site Preparation and Utility Installation Project for a not-to-exceed sum of $110,000 for a total contract price of $1,360,000.
Motion to approve made by Lisa Lavelle, seconded by Michael Ponce. (All Ayes)
8. Slater Waterproofing, Inc. WWTP Grit Chamber Contract Construction Change Order
1. Made the affirmative finding, pursuant to Avalon Municipal Code Section 3-4.111 (c), that a competitive market does not exist and the city will not gain a competitive advantage by competitively bidding this work. 2. Authorized the City Manager to execute the first amendment to the short-form construction contract with Slater Waterproofing, Inc. increasing the contract sum by $89,000 for a not-to-exceed total sum of $214,000.
Motion to approve made by Michael Ponce, seconded by Yesenia De La Rosa. (All Ayes) Mayor Marshall adjourned the meeting at 5:45 p.m.
