Since then, staff received three addition applications, and worked with the Mayor to interview and discuss another appointment from the current application pool.
Since conducting the interviews, it appears that Mayor Preciado would like to appoint Amado Cervantes to serve on the Planning Commission.
RECOMMENDATION:
Discussion and consider appointment an individual to serve on the Avenal Planning Commission, or table decision to a later meeting.

Re: December 2021 Monthly Report
Investigations
• Senior Officer Billie Stryd investigated a child abuse situation which was called in by Valley Children’s Hospital. The alleged location of the incident occurred at a day care in the city. A five month old child had an elbow fracture along with the old tibia fracture injury. After a very lengthy and thorough investigation with different agencies, it was determined the injuries most likely occurred at the daycare.
All affected clients were notified of the daycare’s closure. Investigation is ongoing. • Officer Risk arrested a 14 year old juvenile for attempted burglary of vehicles after she located the suspect shortly after the reporting party notified police. As it turned out, the juvenile was arrested the previous day for the attempted burglary at the pharmacy. • Officers investigated a male suspect intentionally ramming his vehicle into the vehicle of the mother of his children as she was driving into Avenal from the hills. Three children were in the vehicle.
Luckily, nobody was physically injured.
• Officers were dispatched to a disturbance where allegedly a Glock handgun was brandished at the victim. The teamwork between the nightshift and dayshift was excellent. Dayshift, using some technology to investigate, were able to locate where one of the suspects were. Officers went to the residence and located the two suspects along with 90 grams of methamphetamine and a Glock Dayshift along with detectives conducted followed up on the night shift assault case. Using the GPS monitor on Juan’s ankle, we located him and Monique at her apartment. Once they were in custody, we got permission to search the apartment and her vehicle. A search of the apartment revealed some ammo. A search of the car revealed the handgun used in the crime and 90.1 grams of meth. Both suspects were booked into KCJ for various felonies.
• Officers were dispatched to a fight in progress and when they arrived, they spoke with a male who was less than cooperative. The male attempted to assault the officers and was taken in custody without further incident. An officer sustained a minor cut to her knee. During the investigation, it was learned Jan 27, 2022 Pg. 13
2 that the male had assaulted his girlfriend’s mother as she attempted to break up the fight. The suspect was booked at the jail for a variety of charges
• A few of the PAL boxers have qualified for a national tournament in Missouri in early February.
We are very proud of our boxers and volunteer coaches for their success! At the council meeting, I will be able to provide more specific details of their upcoming trip.

On March 24, 2020, the Avenal City Council adopted Resolution No. 2020-14 declaring a Local Emergency due to the existence or threatened existence of a local emergency: COVID 19 pandemic.
The declaration is required to be reviewed to consider the following action: 1) reaffirm that a local emergency continues to exist; or, 2) make a finding that a local emergency no longer exists.
On October 28, 2021, the Avenal City Council adopted Resolution No. 2021-48 to satisfy AB 361 in order to continue Teleconferenced Meetings. AB 361 provides that, if the state of emergency remains active for more than 30 days, a local agency must make the following findings by majority vote every 30 days to continue using the bill’s exemption to the Brown Act teleconferencing rules
• The legislative body has reconsidered the circumstances of the emergency; and • Either of the following circumstances exist: The state of emergency continues to directly impact the ability of members to meet safely in person, or State or local officials continue to impose or recommend social distancing measures.
At this time, staff is recommending the City Council consider the following action by motion:

RE: Consider Extending Local Emergency Declaration (Water) INFORMATION:
On May 27, 2021, the Avenal City Council adopted Resolution No. 2021-23 declaring a Local Emergency due to the existence or threatened existence of a local emergency: Severe Water Shortage.
The declaration is required to be reviewed to consider the following action: 1) reaffirm that a local emergency continues to exist; or, 2) make a finding that a local emergency no longer exists.
On July 20th, 2021, USBR informed City Staff that additional water for Public Health & Safety needs would be conditionally allocated, in the amount of 2,480 acre feet to the City of Avenal.
This amount equates to the City’s historic use for the past five years and should be adequate to meet the City’s needs for this water year – provided that conservation measures are still enforced. Given that this allocation is conditional and subject to change, staff will continue monitoring the situation in hopes that this new allocation is not reduced.
Staff is recommending the City Council consider the following action by motion:
Approve and support the ongoing local emergency Resolution, and specifically, move to renew the emergency Resolution by sixty (60) days, unless a Councilmember or member of the public request that the Council convene to consider the ongoing emergency Resolution, at which time a special meeting would be scheduled.

RE: Consider Authorizing City Manager to Sign Letter of Commitment to QuEST Inc,’s application to the GFO- 21-303 - Vehicle-to-Building Technologies for Resilient Backup Power Research Project INFORMATION:
Staff was recently contacted by its partners at QuEST Inc. (Quantum Energy Services & Technologies), researchers who often partner with UC Berkeley to find solutions that promote energy efficiency and help create energy independence through research. Throughout 2018-2019, QuEST worked with City Staff to upgrade and monitor electrical and gas usage at several buildings (Veterans Hall; Avenal Theater & Event Center; Recreation Center; Animal Shelter; & Public Works Corporation Yard) through specialized equipment and upgraded the thermostats to Wi-Fi enabled devices that support remote scheduling. QuEST’s worked alongside researched at UC Berkeley to device schedules and methods to reduce energy costs at City buildings and provide tips for future upgrades. Overall there were modest energy efficiency gains which resulted in big energy cost savings for the City.
Today, QuEST is approaching the City again for another potential research project from the California Energy Commission’s grant opportunity: GFO-21-303 - Vehicle-to-Building Technologies for Resilient Backup Power (Attachment A). QuEST’s proporal’s focuses on an idea of Vehicle to Building (V2B), using electric vehicle batteries to provide backup power to community buildings and grid support (Attachment B).
To participate, QuEST is requesting a letter of commitment that they can include in the application, and in return, they have committed that:
“…through this research project to provide 1-3 EV chargers, the required electrical infrastructure upgrades, likely a battery for storage, and up to $18,000 to support staff time on the project (e.g. providing building access and participating in other research activities.”
RECOMMENDATION:
Given the City’s previous experience with QuEST and the shared desire to improve energy efficiency in large public buildings – resulting in energy cost savings – Staff recommends approving Resolution 2022-08, Authorizing the City Manager to sign a letter of commitment to QuEST Inc,’s application to the GFO- 21-303 - Vehicle-to-Building Technologies for Resilient Backup Power grant.

Reference: GFO-21-303 - Vehicle-to-Building Technologies for Resilient Backup Power Re: Letter of Commitment for Demonstration Site
I am pleased to provide this letter of commitment for the demonstration project integrating plug-in electric vehicles with building loads that UC Berkeley’s California Institute for Energy and Environment (CIEE) is proposing to the California Energy Commission’s Grant Funding Opportunity 21-303 (Group 3).
CIEE’s project, “Plugging into Resilience: using Electric Vehicle (EV) batteries to provide backup power to community buildings and provide grid support,” will develop and test a vehicle-to-building (V2B) system. The goal of the project is to demonstrate how to use EVs to provide support to the electricity grid: provide backup power to critical facilities or public community spaces during power outages, optimize loads during power outages to maximize comfort and critical loads, and coordinate EV battery power with grid power to absorb power (e.g., based on local energy supply (PV), shed load, and/or reduce peak demand and thus reduce energy bills. CIEE will work with UC Berkeley’s Center for the Built Environment (CBE), Transportation Sustainability Research Center (TSRC), Energy Controls and Applications Lab (eCal) and QuEST to develop and test an architecture for different types of EVs to integrate and coordinate with buildings to provide backup power, improve building performance, reduce costs, and provide a path to scale. We strongly support the proposal's objectives to improve community resilience, reduce building energy use, and shift these loads to reduce carbon emissions.
Participation in this project is timely as the City of Avenal explores options for hardening our infrastructure in the City’s designated Community Resource Centers. PG&E’s Public Safety Power Shutoff (PSPS) has impacted the City as we seek to bolster our local cooling centers, including the Veterans’ Memorial Hall and Recreation Community Center. We are currently exploring resiliency options such as back-up generators - but if there exists the option to use cleaner sources, then we want to explore those first.
To support this research efforts while also exploring other options for hardening our infrastructure, the City will work in conjunction with the Research Team to assess options for using V2B. Additionally, the is supportive of testing required to further this research effort and looks forward to applying the knowledge that will be gained.
We applaud the California Energy Commission for its innovative research program and look forward to seeing practical benefits emerge from California's energy programs, as well as its economy, from this project. Thank you for your consideration. We look forward to participating in this unique and valuable opportunity.
Sincerely,
Antony V. López, MPA
City Manager

Subject: Vehicle 2 Building -- Research Project
Antony,
Hope all is well with you. We are working with a team of researchers at UC Berkeley that's bidding on a solicitation with the California Energy Commission. The solicitation focuses on Vehicle to Building (V2B), using electric vehicle batteries to provide backup power to community buildings and grid support.
Below is an overview of the scope with preliminary description of benefits and site selection criteria. Your participation in XBOS-DR was appreciated and your city came to mind during initial discussions regarding this project. I hope you will find the proposal interesting. My colleague, Derrick Rebello, will follow-up with you and also be available to answer any questions you might have. Thank you for your time, Irina For participating buildings, the City would receive the following:
1-3 Bi-directional EV chargers
Upgrades to panels and other electric infrastructure required to receive power from EV batteries Audit of facility energy usage
Resources for some upgrades needed to lower building load Possible solar panels to reduce building load
Most likely some battery storage to carry load before vehicles can moved into place 100-120 hours for staff time to support project
A more detailed description of the proposal will follow. Let me know if this is of interest to you and the City.
Plugging into Resilience using Electric Vehicle batteries to provide backup power to community buildings and grid support. In the City of Avenal, we were hoping to work with the Veterans building or something similar. The team is looking for sites located in disadvantaged communities (DACs) and/or low-income communities (LICs) with the following characteristics:
Sites that are (or in the process of becoming) Resilience Hubs Buildings with critical loads or designated as a cooling center Buildings with spaces where people could gather during an emergency: school gym/library, community organization
Sites in need of HVAC upgrade
Buildings looking to reduce demand charge or energy costs Sites with interested and engaged facilities managers willing to participate: willing to allow three EVs to plug in for testing, interested in HVAC upgrades, willing to allow potential hardware installation (battery, inverter, EV charger).
Sites with existing EVs not necessary but a plus
The idea is to propose a three-year project with 2-3 sites in California to show how to use EVs to provide support to the electricity grid: provide backup power to critical facilities or public community spaces during power outages, optimize loads during power outages to maximize comfort and critical loads, and coordinate EV battery power with grid power to absorb power (e.g., based on local energy supply (PV), shed load, and/or reduce peak demand and thus reduce energy bills. The first year would likely be design, modeling, monitoring, and feasibility study, second year lab testing using the Richmond Field Station, and third year deployment at the sites.
