NEW BUSINESS:
A. Consider Fiscal Year 2023-2024 – End Budget Revisions:
City Manager Lopez reported that as part of the auditing process, Staff must address and propose to the City Council fiscal budget year-end revisions which must be approved prior to June 30, 2023. For the FY 2022/2023 budget, supply chain availability issues, inflation, major projects, and staff turn-over have adversely affected many accounts in ways not previously foreseen. Additionally, a June 22, 2023 Pg. 7
Joint Meeting City Council/Successor Agency/PFA – June 8, 2023
software glitch from Central Square for the accounts receivables end have caused delays in accurately accounting revenues to the right accounts. Accordingly, staff will need additional time to reallocate budget amounts accordingly to reconcile revenues with expenditures. Staff is requesting that the City Council authorize Staff to adjust the revenues at fiscal year-end to reflect the actual revenues received and adjust the expenditures within the budgeted funds and reallocate funds as necessary. Staff is also requesting authorization to adjust the revolving funds as needed throughout the year: Revolving Accounts consist of CDBG, HOME, CalHome, Grants, Recreation programs, Explorers, Police Activity League, etc.
Staff recommends by motion, authorize the City Manager to utilize the department budgets in the best interest of the City, within the departments approved bottom line budgeted Fund amounts as per approved by the City Council, and further authorize the year-end Fiscal Year 2022/2023 budget revisions (revenues and revolving accounts) as needed and/or required after closure of Fiscal Year 2022/2023.

Roll Call Vote:
AYES: Gravelle, Verdugo, Preciado.
NOES: None.
ABSENT: Ramirez, Hernández.
ABSTAIN: None.
B. Consider Fiscal Year Appropriations Limits:
City Manager Lopez reported that Article XIII B of the State of California Constitution places limits on the amount of revenue which can be spent by all entities of Government. To address the restrictions of the Article and increase the accountability of government entities in adopting their limits, voters approved Proposition Ill in June 1990. Among other things, this Proposition provides new adjustment formulas which should make the Appropriation Limits more responsive to local growth issues. It also requires an annual review of Limit Calculations.
City Manager Lopez continues that the City Council shall, each year by Resolution, establish an appropriations limit for the expenditure of so-called proceeds of taxes. The adoption of the Resolution must be at a regularly scheduled meeting of the City Council or at a noticed special meeting. The Fiscal Year 2023/2024 Appropriations Limit is $4,307,231.82 and the budget estimate of revenues from the proceeds of taxes is estimated to be less than $1,500,000.00. Since the City's estimated revenues are $2,807,231.82 less than the limitations, it is safe to say we will not exceed our limit this year. It is staff's recommendation that the City Council establish the Appropriations Limit for Fiscal Year 2023/2024 by adopting the proposed resolution.
RESOLUTION 2023-29: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AVENAL ESTABLISHING FISCAL YEAR 2023-24 APPROPRIATIONS LIMIT PURSUANT TO ARTICLE XIIIB OF THE CALIFORNIA CONSTITUTION. Councilman Gravelle motioned to approve, second by Councilman Gravelle, and motioned carried.

AGENDA ITEM NO. 5- C
TO: The Honorable Mayor and City Council
FROM: Antony V. López, City Manager
DATE: June 22, 2023
RE: Consider Approving an Intergovernmental Agreement between the City of Avenal and County of Kings for the Collection of Impact Fees
INFORMATION:
Over the past year, County officials have dialogued with City staff regarding implementing a change in the collection of impact fees for the County’s development fees.
What are impact fees?
• An impact fee is typically a one-time payment imposed by a local government on a property developer.
• The fee is meant to offset the financial impact a new development places on public infrastructure. • Public infrastructure includes roads, schools, parks, recreational facilities, water and sewerage, among other services.
• Impact fees are determined based on the size of the new development, the cost of implementing it, and how much it will impact the surrounding area.
In the past, both the City and County collected their respective impact fees separately for all new development projects. To ease the process for developers and individuals building in Avenal, the County would like to execute an agreement where the City will collect all fees on behalf of both the City and the County. According to the County they are requesting all City’s in the County to partake in this process, and Avenal would be the last one to be added.
Through the discussions, because of the slower rate of development in Avenal, the City and County have agreed to reconcile the collection of fees and sending payment on a quarterly basis, instead of monthly as other cities are required to do. The City feels this makes the request reasonable for City Staff.
RECOMMENDATION:
Staff is recommending approving the agreement between the City of Avenal and County of Kings to collect impact fees on behalf of the County.
FISCAL IMPACT:
Small amount of staff time to record, process, and send checks to the County.

1 AGREEMENT NO.
AGREEMENT FOR THE COLLECTION OF
COUNTY OF KINGS IMPACT FEES BY THE
CITY OF AVENAL
This Agreement is made and entered into this ___ day of ________, 2023, by and between the County of Kings (hereinafter “COUNTY”), a political subdivision of the State of California, and the City of Avenal (hereinafter “CITY”), a municipal corporation.
This Agreement is made with reference to the following recitals:
WHEREAS, COUNTY and CITY wish to maintain effective community planning and to address the need to ease some of the uncompensated financial burdens which can be attributed to the impact that growth has on COUNTY public facilities on a long term basis; and WHEREAS, reaching a consensus on how to balance land use and fiscal policies is in the best interest of each entity and they may mutually agree to the exercise of their powers by agreements to further the effective provision of governmental services; and WHEREAS, COUNTY has adopted development impact fees pursuant to Kings County Ordinance No. 633 (hereinafter referred to as the “Impact Fees” and the “Ordinance” respectively), for the purpose of funding all or a portion of the cost of public facilities which are required to be developed and constructed due to new development projects in both the incorporated and unincorporated territories located within Kings County; and WHEREAS, COUNTY has determined, in connection with the adoption of the Ordinance that there is a nexus and reasonable relationship between growth due to development projects and the impacts of such growth on the need for additional COUNTY public facilities and improvements for countywide public protection such as adult and juvenile detention, and prosecution and defense related facilities, fire, library, animal control, and Sheriff’s patrol and investigation within the COUNTY; and
WHEREAS, COUNTY reviewed and considered and, by adopting the Ordinance, approved the “Kings County Public Facilities Impact Fees Final Report” prepared by MuniFinancial and dated June 1, 2005 (hereinafter referred to as the “Impact Fees Report”), approving the continuing need for and the amount of development impact fees for additional COUNTY public facilities and improvements for countywide public protection, fire, library, animal control, and Sheriff’s patrol and investigation; and WHEREAS, COUNTY has provided, pursuant to the Ordinance, that CITY, upon agreement with the COUNTY, shall collect Impact Fees for the COUNTY, and CITY is willing to collect COUNTY’S Impact Fees based upon the understandings set forth herein.
NOW, THEREFORE, COUNTY and CITY, for the consideration hereinafter stated, jointly agree as follows:
June 22, 2023 Pg. 22
2 1. Definitions:
a. The terms “development project”, “fee”, and “public facilities” as used in this Agreement shall be defined consistent with the definitions now set forth in Chapter 5 of Division 1 of Title 7 of the California Government Code, commencing with Section 66000. b. The terms “construction”, “exempt construction”, and “city” or “cities” as used in this Agreement shall be defined consistent with the definitions now set forth in Section 2 of Kings County Ordinance No. 633, enacted on June 21, 2005. c. The term “incorporated territory” means all territory located within city boundaries.
d. The term “Fringe Area” means all parcels which overlap both unincorporated territory and incorporated territory within the jurisdiction of the CITY.
2. Obligation of the CITY:
a. CITY Duty to Collect Fees. So long as the conditions set forth in Section 3b of the Obligations of the COUNTY are met, CITY shall collect the Impact Fees for all nonexempt property in the incorporated areas and in the Fringe Areas under the terms and conditions of this Agreement. The amount of such Impact Fees is set forth in Exhibit A attached hereto. As and when such Impact Fees are modified by COUNTY, COUNTY shall provide written notice of the modification to CITY together with copies of the COUNTY documents showing valid approval of the modified fees. Upon such notice, the CITY shall collect the modified fees. At such time, COUNTY shall submit a fully executed proposed amendment to this Agreement which would attach an amended Exhibit A. The CITY shall not be obligated to collect any Impact Fees which are out-of-date or otherwise not in compliance with all applicable laws and related requirements. If the CITY declines to collect a fee it deems invalid, it shall provide a written statement of reasons to the COUNTY and meet and confer in good faith with the COUNTY in an attempt to resolve disagreements or find solutions, as appropriate. When the CITY collects the Impact Fee for each non-exempt property, it shall provide a receipt of payment of the Impact Fee (the “Fee Receipt”). The Fee Receipt shall contain the Assessor’s Parcel Number or other description sufficient to specifically identify the location of the property, the type of development and the amount of the Impact Fees collected for each structure. b. Time of Collection of Fees. If COUNTY instructs CITY to do so, CITY agrees to collect COUNTY’s Impact Fees for retail, commercial, and industrial development on the date of final inspection or the date the certificate of occupancy is issued, whichever first occurs. Otherwise, fees for such developments shall be collected at building permit issuance.
With respect to housing development projects, at the time of execution of this Agreement, COUNTY has advised CITY that COUNTY has satisfied the requirements of subdivision (b) of Section 66007, and therefore CITY agrees with COUNTY to collect COUNTY’S Impact Fees at the time of the issuance of each building permit for each development project within the Fringe Area which is subject to the Impact Fees. CITY shall continue during the term of this Agreement to collect the Impact Fees at the time of issuance of the building permit until COUNTY provides CITY with written notice that it has elected to no longer comply with the provisions of subdivision (b) of Section 66007 (“Section 66007(b) Notice”). Upon CITY’s receipt of a Section June 22, 2023 Pg. 23
3 66007(b) Notice, CITY shall collect the Impact Fees only on the date of final inspection, or on the date the certificate of occupancy is issued, whichever occurs first, as required by subdivision (a) of Section 66007. For affordable housing developments, which are defined as housing development projects in which at least 49% of units are reserved for households with incomes not more than 80% of area median income, the property owner may elect to pay Impact Fees upon the earlier of final inspection or issuance of the certificate of occupancy; provided, however, that in such circumstances, before issuing building permits the CITY shall provide the COUNTY with notice and an opportunity to secure payment pursuant to Section 66007(b)(2) and (c). c. Accounting and Payment. As and when Impact Fees are collected by CITY as hereinabove provided, CITY shall deliver the full amount of the Impact Fees to the CITY Finance Department, where the Impact Fees will be deposited in a separate account designated as the “County of Kings Impact Fee Account” (the “Impact Fee Account”). At least once a month, CITY shall issue a warrant to COUNTY equal to the balance in the Impact Fee Account. In addition, CITY shall monthly prepare and submit to COUNTY with the warrant a list of all building permits issued by the CITY for the period covered by the warrant, and the list shall include the following information: 1) type of development project; 2) address of developed parcel; 3) name of permittee; and 4) square footage of each structure. CITY shall also provide with the list a copy of each Fee Receipt issued by the CITY for each Impact Fee represented by the warrant.
CITY Administrative Fee. For each development project for which CITY collects Impact Fees in accordance with the provisions of this Agreement, COUNTY shall pay to CITY an administrative fee in the amount of $15.00 for each building permit. Each Contract Quarter (three-month period that commences on July 1, October 1, January 1, and April 1) while this Agreement is in effect, CITY shall send an Administrative Fee invoice to COUNTY identifying the development projects which paid Impact Fees collected by the CITY and the amount of Administrative Fees due to the CITY for that month. Unless the COUNTY objects in writing to any portion of the information set forth on the Administrative Fee invoice, COUNTY shall pay the amount of Administrative Fee identified on the Administrative Fee invoice within thirty (30) days after COUNTY’s receipt of the same.
e. CITY Good Faith Reliance. CITY and its officials, officers, agents, and employees shall be held harmless by COUNTY and shall incur no liability in acting or proceeding in good faith upon any ordinance, resolution, notice, request, consent, waiver, certificate, statement or other paper or document which it shall in good faith believe to be genuine and to have been passed or signed by COUNTY or any official, officer, agent, or employee of COUNTY relating to the Impact Fees. Neither CITY nor any of their officials, officers, agents or employees shall be under any duty to make any investigation or inquiry as to any statements contained or matters referred to in any such instrument, but may accept and rely upon the same as conclusive evidence of the truth and accuracy of such statements.
3. Obligations of the COUNTY:
a. Indemnity. If any claim, demand, protest, or cause of action is made or filed with respect to CITY’s authority to require payment of COUNTY’s Impact Fees, COUNTY shall be solely responsible for justifying and defending such Impact Fees and the collection June 22, 2023 Pg. 24
4 thereof. COUNTY shall be responsible for expending and accounting for COUNTY’s Impact Fees as required by Section 66000, et seq., of the Government Code, as the same now exists or may hereafter be amended, including the completion of periodic updates as required by law. The COUNTY shall defend (with counsel reasonably acceptable to the CITY), indemnify and hold harmless CITY for any losses incurred as a result of, or in any way arising from, imposition or collection of the Impact Fees, including legal actions, claims, demands, protest, or causes of action and/or judgments, including attorneys’ and expert fees and costs. This obligation includes the duty of COUNTY to fully defend CITY in any claim, demand, protest, or cause of action relating to the Impact Fees. Except that the provisions of this paragraph 3a shall not apply to any losses that are a result of CITY’s, or its officers’, employees’ or agents’ willful misconduct or gross negligence. CITY shall provide COUNTY with reasonable notice of the claim or challenge.
The COUNTY’s obligations under 3a shall survive termination, cancellation and/or expiration of this Agreement and COUNTY waives each and any requirement that the CITY exhaust any claim requirements in Government Code §§ 900 et seq.
b. Impact Fee Ordinance. COUNTY shall at all times during the term of this Agreement have in place and in effect Impact Fees adopted by ordinance. CITY shall have no obligation to collect the Impact Fees hereunder unless the COUNTY has adopted, imposed and levied such Impact Fees in accordance with the provisions of Government Code section 66000 et seq.
c. Kings County Capital Facilities Plan: COUNTY shall maintain a duly adopted capital facilities plan or proposed construction schedule in support of said Impact Fees, and such plan shall be annually updated. A noticed meeting between representatives of the CITY and the COUNTY shall also be held so that close cooperation can be maintained between the CITY and the COUNTY with respect to the adoption of the schedule or plan. d. Appeal. In the event any person, corporation or entity disputes COUNTY’S Impact Fees, COUNTY shall be solely responsible for implementing the appeal process as provided by Section 4(c) of the Ordinance and complying with all applicable laws regarding such appeal.
e. Enforcement. In the event any person, corporation or entity refuses to pay COUNTY’s Impact Fees, COUNTY shall be solely responsible for implementing enforcement proceedings as outlined in Section 8 of the Ordinance and complying with all applicable laws regarding such enforcement.
4. CITY’S Failure to Collect. Should the CITY fail to collect any Impact Fee in accordance with the provisions of this Agreement, the COUNTY may collect the Impact Fee and/or the COUNTY may immediately terminate this Agreement by providing written notice thereof. Except as provided in paragraph 3b of this Agreement, should the CITY fail to collect any Impact Fee at the time of issuance of each building permit for the project, it shall not issue a certificate of occupancy for the project for which the Impact Fees are due until the total Impact Fees are collected by the CITY.
5. Termination of Agreement. Either party may terminate this Agreement without cause upon providing to the other party hereto a notice of the intent to cancel the agreement at least one year in advance of the effective date of the cancellation. CITY may immediately June 22, 2023 Pg. 25
5 terminate this Agreement in writing if COUNTY should be in breach, including (without limitation) failure to pay any sum owed to CITY and failure to keep Impact Fees up-to-date.
Independent of any right to terminate this Agreement, the authorized representative of the CITY may immediately suspend CITY’s performance, in whole or in part, in response a failure or refusal by the COUNTY to comply with any provision within this Agreement, until such time as the cause for suspension is resolved, or a notice of termination becomes effective.
6. COUNTY Authority to Collect Impact Fees. If the Agreement is terminated by the CITY or if the CITY discontinues issuing building permits for the COUNTY in the fringe area, the CITY agrees that the COUNTY has the legal authority to collect the Impact Fees through the COUNTY’S own mechanisms, without the help of, or interference by, the CITY.
7. Notices. Any notices or communication required or permitted hereunder shall be in writing and sufficiently given if delivered in person or sent by certified or registered mail, June 22, 2023 Pg. 26

RE: Consider Amending the City’s Standard Specifications and Drawings to Require a One (1) Inch Water Meter on all New Construction Single-Family Residential Homes
INFORMATION:
As the City begins to experience unprecedented growth in both commercial and private developments, it has become imperative to update the City’s Standard Specifications and Drawings to ensure uniform development of the highest standards to meet the State’s strict building requirements. In the past the Public Works and Building Departments have been able to work directly with builders and developers to share what new or updated requirements there may be for buildings homes or commercial buildings.
Unfortunately, there have now been cases where new developers who are unfamiliar with Avenal, have started designing plans, unbeknownst to them that the current Standard Specifications and Drawings for the City are outdated in several areas. Once the developer submits plans, the City has to reject their design and clarify what the actual requirements are.
Although the entirety of the Standard Specifications and Drawings book needs to be updated by the City Engineer, there are a few key items that Staff feels need to be addresses sooner than later to ensure public safety and continued uniformity.
Requiring a one (1) inch meter for water services to all residential homes has been the City’s practice since the early 2010’s, when the Fire Marshall made such a determination given the State’s requirement to install a water sprinkler system for fire suppression purposes in all new construction single-family residential homes. A one (1) inch meter ensures enough water flow/pressure in case of fire.
Staff would like to codify this requirement by amending the current Standard Specifications and Drawings to include this requirement.
RECOMMENDATION:
Staff is recommending, approving, by resolution, amending the Standard Specifications and Drawings to Require a One (1) Inch Water Meter on all New Construction Single-Family Residential Homes
FISCAL IMPACT:
None.

RESOLUTION 2023-_32_
WHEREAS, from time to time the City finds a need to update its building and construction requirements as stated in the City’s Standard Specifications and Drawings; and WHEREAS, the City’s Standard Specifications and Drawings has not been updated or amended in over two decades; and

RE: Discuss the Avenal Community Garden - Plans and Ideas INFORMATION:
At the request of Council, Staff is providing information on the Per Capita Grant program from the California State Parks Department, and the approved used by the Council towards creating a Community Garden and rehabilitating the Avenal Sports Complex.
The Per Capita Program originates from Proposition 68, placed on the ballot via Senate Bill 5 and approved by voters on June 5, 2018. Funds are available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis. The City of Avenal’s allocation is for $177,952. The City applied for these non- competitive funds in December of 2020.
Timeline:
At the November 12, 2020 City Council meeting, Staff presented ideas on uses for the funding.
Staff presented ideas for identifying a suitable site for a community garden, as there had recently been a petition requesting the City provide a space for a community garden. At that meeting, the empty space alongside the Skate Park on Tulare Street.
Subsequently, at the December 10, 2020 meeting, the Council adopted a resolution identifying both the Community Garden and Avenal Sports Complex as priorities in applying for the Per Capita Grant program.
Throughout 2022, Staff worked with the community hosting meetings to identify layout and needs for the community garden, and worked with Avenal Lumber to design and order the supplies for the planter boxes. Avenal State Prison assisted with the labor to assemble the community garden. Fencing material was also ordered. To date, On April 13, 2023, the Council approved a deed restriction be recorded for the parcel where the skate park and garden are in order to qualify for reimbursement for work at the garden.
To date:
• $21,600.40 has been spent on materials and supplies for the garden. • Planter boxes have been laid out according to the map. • The front and rear fence have been installed,

o A front gate is still needed, seeking a community member to help build and install it.
• Irrigation installed and accessible to each planter box.
Still needed:
• Pour concrete pad
o Purchase and install Gazebo
• Bring underground electrical or create a solution with solar for restroom and lights • Purchase solar lights to illuminate garden and skate park • Find restroom/storage building,
o A lot of trouble here. No one response from most vendors, or poor follow-up. Kern Steel Buildings who built restrooms at Rice Park has stopped answering as of a month ago.
• Spread DG across site.
According to Public Works, the site is ready for use, provide users are willing to bring and take their tools, and wait until the rest of the pending items are completed.
RECOMMENDATION:
Staff continues to work on completing the remaining items for the garden, and identifying community members who are willing to form a board or committee to help in the running of the garden, with Community Activities serving as oversight. Staff’s expectation is to begin inviting community members to the garden in the coming weeks. A fee of $10 per month per box, will be recommended to the Council for adoption in order to instill a sense of sustainability with the garden. Staff feels confident that local businesses will be willing to donate and sponsor boxes to allow the community to use the garden virtually for free.
If the Council elects to stop utilizing City staff, resources, and work time at the garden, Staff will need clear direction on the paraments and next steps with the property and the grant.

RE: Report on June 11, 2023 LaNeva Jaripeo y Baile
INFORMATION:
The LaNeva Jaripeo y Baile was a new event spearheaded by Avenal Rotary to bring a new avenue of entertainment to the community, and potential revenue source to continue supporting Rotary’s non-profit activities. This event included a portion of bull riding, and dance, with food and alcohol sales, booth vendors, and entry tickets.
As was approved by Council, the City entered into an MOU with Avenal Rotary for use of the Sports Complex and staff time to prepare and host the LaNeva Jaripeo y Baile on June 11, 2023. The event was a relative success, with over 500 individuals attending, and positive feedback being given after the event was over.
Attached is a breakdown of the expenses and revenues, with the event earning a little over $3,441 in total profits. The breakdown of the funds is provided, with the City set to receive $1,204.65 per the MOU with Avenal Rotary.
At this time, the event coordinators are pleased with the results, although they had remained hopeful of a larger profit margin. Avenal Rotary and the other event coordinators are looking for ways to minimize costs to potentially host another similar event in late July or in August. They are hopeful if costs are reduced, more profits could be gained.
Staff has also heard similar positive feedback from the community and many asking when the next one will be held.
If Council has any questions or feedback regarding the event, Staff will be happy to share back with Avenal Rotary.

AGENDA ITEM NO. _8_– A
TO: Honorable Mayor and Council Members
FROM: Kao Nou Yang, Director of Community and Economic Development DATE: JUNE 22, 2023
SUBJECT: PUBLIC HEARING TO ACCEPT THE SUBMITTAL OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT 2019/2020 OVER-THECOUNTER APPLICATION FOR AVENAL COMMUNITY SPORTS AND
RECREATION CENTER
BACKGROUND:
The Community Development Block Grant (CDBG) Program regulations require that the City conduct a public hearing on all CDBG-related matters to provide for and encourage citizen participation, particularly by low- and moderate-income persons who reside in areas in which CDBG funds are used. Therefore, when the public hearing is opened, the public will be invited to comment on the City’s proposed acceptance of the submittal of a 2019/2020 CDBG Grant application and to make their comments known on the proposed activity – Avenal Community Sports and Recreation Center.
A public notice was published in the June 14, 2023, issue of the Hanford Sentinel notifying the public of this public hearing.
In February 27, 2020, the City Council approved Resolution 2020- ____ approving the application Submittal for the 2019/2020 CDBG-OTC NOFA for Public Facilities $3,500,000.00 for the Avenal Community Sports and Recreation Center. Since then, the application was accepted, and the project was placed on the Over-the-Counter CDBG list for funding.
In April of 2023, the City received information that the project (Avenal Community Sports and Recreation Center) will be funded this year through the OTC funds of the 2022/2023 Fiscal Year. The funding will be the full $3,500,000.00 for the Avenal Community Sports and Recreation Center. A new application and revision of the original proposed work will need to be updated and resubmitted to HCD as a condition of the Standard Agreement as well as a public hearing to be conducted in regard to the application and acceptance of the funding.
This item has been reviewed by Community Development and City Manager.
RECOMMENDATION:
Staff recommends that Council, open the public hearing to accept comments on the City’s acceptance of the submittal and funding of the application in response to the 2019/2020 State Community Development Block Grant (CDBG) over -the counter (OTC) fund, and to solicit citizen input.

TO: The Honorable Mayor and City Council
FROM: Antony V. López, City Manager
DATE: June 22, 2023
RE: Discuss potential budget priorities list for FY 2023/2024 budget INFORMATION:
At the June 8, 2023 City Council meeting, the Council adopted an operating budget to allow staff time to focus on the audit and the glitch in the revenues system, with the promise to bring the budget hearings in July or August.
Staff would like to share some of the ideas and plans the department heads have for funding priorities that may be included in the 2023/2024 budget, utilizing extra revenues from Measure A and increased sales and property taxes in general.
Below is a non-exhaustive list of items, or wish-list, that COULD appear in the budget, pending final review of total revenues and expenditures for the next fiscal year.
PUBLIC WORKS:
• 1 -3/4ton 4x4 regular cab to replace the 2004 3/4ton for Public Works Maintenance $52,000 • 2 -1/2ton 4x2 regular cab, 1 to replace the 1998 3/4ton for Public Works Landscape and 1 to add to Public Works Maintenance $36,000 ea.
• 1 -10ft Dump Bed Trailer to add to fleet $9,000
Total Estimate: $97,000.00
COMMUNITY & ECONOMIC DEVELOPMENT/ BUILDING:
• Add Permit Technician position to Building Division Budget Item ( Salary same as Community Development Assistant $3,239-$3,891.68)
• Bulk Scanning – Maps, Building plans, files. For Building and planning Etc (Est.$25,000 -30,000) • Loan Monitoring through Self Help - (Est. 40,000 – currently $140 per file and City has over 340) – City Staff does not have the capacity to look into all loans and demand payment, reconveyances, subordinations , annual verifications.. etc.. Self-help offer these services to other jurisdiction and as of now, the city is losing money by not monitoring the loans. There are some payments that need to start being made and some are grossly overdue for payment. We would need someone to constantly monitor the loans I order to make sure our books and Program income are in order for our home loans.

RE: Consider Approval for Kings County Behavioral Health to a Second Digital Signage on the Highway 33/Skyline Blvd. Intersection
INFORMATION:
Kings County Behavioral Health has begun an initiative to provide services within the City as requested by our community. A major factor of success for any organization within the City is outreach. Unfortunately, Avenal has historically struggled with this due to a lack of both effective digital and physical outreach methods.
Kings County Behavioral Health is preparing to budget for two signs for Fiscal Year 2023-2024, requesting that we choose a second location for a secondary sign. After discussing with the City Manager and the Community Activities Supervisor, we have agreed that should we place a secondary sign of the same design (a 4x8ft double sided monument signage of 6mm pitch), the City would place the sinage at the Highway 33/Skyline Intersection.
The land is owned by CalTrans but the signage would be placed away from the road and curb. Nor would we require damaging the road during construction. If granted permission to use the space, the City will work with CalTrans to acquire permission to use their land for said signage.
RECOMMENDATION:
Staff recommends, by Motion, allowing Kings County Behavioral Health permission to install a new digital sign at north side of the Highway 33/Skyline intersection. KCBH will work with the selected vendor, to have the new sign installed. After which, it will be the City’s responsibility to utilize and maintain the sign moving forward. Staff also recommends that the Council bring this item back for ratification at the July 8, 2023 City Council meeting.
FISCAL IMPACT:
None. The costs of construction and implementation would be covered by grant funds held by Kings County Behavioral Health.
