ACTIVITY REPORTS/SPECIAL PRESENTATIONS & COMMITTEE REPORTS:
A. Activity Reports:
1. Public Works/Code Enforcement/Animal Control Departments Activity Report: Scott Davis, Public Works Supervisor.
Scott Davis presented his report as submitted. Mayor Preciado inquired about the Bill Woolley Neighborhood Pocket Park drinking fountain, noting that it is not functioning. Scott responded that necessary parts are needed for repairs and that alternatives, including a potential change in the fountain's design, are being explored. a. City Engineer’s Activity Report: Javier Andrade –A&M Consulting Engineers February 27, 2025 Pg. 6
Mayor Preciado inquired whether the grant application for Community Center Park would need to be updated to reflect changes in funding from the previous submissions. Javier confirmed that an update would be necessary. Mayor Pro Tem Gamez asked if there have been any federal government holds on grants. Javier responded that there was a temporary hold in the past but no longer. Council Member Reynosa inquired whether the city's streets and roads project would be similar to the project in Huron, expressing concern that Huron’s project was not aesthetically pleasing. Javier clarified that the grant funding used by Huron appeared to be designated for a different type of project, such as pedestrian or bicycle infrastructure. Mayor Preciado highlighted the increasing use of electric skateboards and scooters by students near the elementary and middle schools, noting that their use on sidewalks poses a safety hazard to pedestrians. He suggested exploring safer alternatives for students to travel along these routes. Javier stated that potential trail options could be presented at the next town hall meeting for further discussion. Mayor Preciado requested an update on the timeline for the Community Center Park grant. Javier stated that the grant application is due on March 11, 2025, with a decision expected later in the year.
2. IT Department Activity Report: Humberto Bermudez, IT Director.
Humberto began by stating that the past month primarily focused on maintenance and proceeded to present his report as submitted. Councilmember Verdugo inquired about enclosing the area around the digital sign at the town entrance. Humberto responded that he is collaborating with the City Manager and the Public Works Department to develop a strategy for enclosing the space while ensuring its durability against environmental factors.
3. Recreation Department Activity Report: Sheila Verdugo, Community Activities Supervisor.
Sheila reported low attendance at the recent Dine-In Movie and Lotería event and expressed uncertainty about whether poor advertising contributed to the turnout. She then proceeded to present her report as submitted. Mayor Preciado provided an update on discussions with the Mexican Consulate, noting that he attended a meeting with them last week and that another meeting is scheduled for the 28th to explore the possibility of bringing their services to Avenal. Sheila inquired about addressing the issue of non-Avenal residents attending events for services. Mayor Preciado stated that he plans to discuss the possibility of limiting services to Avenal residents during the upcoming meeting. Mayor Preciado also noted that despite the low turnout, the Lotería event was well organized. Sheila expressed concerns about the effectiveness of the community survey and suggested exploring better ways to share information, including the possibility of a roundtable discussion on improving community engagement.
Mayor Pro Tem Gamez suggested that reinstating the community event calendar could be beneficial. Mayor Preciado emphasized that digital signs will help improve outreach and encouraged continued efforts to engage the community.
B. Special Presentations/Reports:
1)Waste Connections, Quarterly Report – George Anderson, Site Manager George began by reflecting on the holiday season and expressed gratitude to Councilmember Verdugo and his wife for their efforts in distributing bicycles to those in need during Christmas. He then proceeded to present his report as submitted. Mayor Preciado inquired about the qualifications for an Operations Supervisor. George explained that they are willing to train a candidate with a clean driving record, preferably someone local with some knowledge of waste management. Mayor Preciado also raised a public concern regarding big rigs causing traffic congestion when entering town. In response, George shared an update regarding a Southern California landfill closure on January 1st, which led to Avenal assisting in handling some of the solid waste. He noted that a recent traffic issue was weather-related due to mud and confirmed that Caltrans would be assisting with a cleanup effort along Highway 269 to I-5. He further stated that any rig arriving at the gate before 5:00 AM would be turned away, and this rule has been strictly enforced. Mayor Preciado then inquired about the types of materials being accepted at the landfill. George clarified that no hazardous materials or fire debris are being taken in—only municipal solid waste is accepted.
2)Mid Valley Disposal, Program Overview – Thomas Recycle Program Manager Thomas started off by recognizing PR Donut Shop for their outstanding contributions by presenting them with an award that will be given to them at a later time. Mayor Preciado inquired about contamination issues at apartment complexes. Thomas acknowledged the challenges in addressing contamination but emphasized ongoing efforts to educate residents. Mayor Preciado acknowledged the difficulties and expressed hope that apartment complexes remain compliant, particularly given the significant amount of food waste that could be repurposed as green waste. Mayor Preciado also inquired about penalties following city compliance audits. Thomas responded that Cal Recycle has eased enforcement since few cities have achieved 100% compliance.
He assured the council that the city is actively taking the necessary steps to meet the required 75% compliance threshold and should not face any fines.
February 27, 2025 Pg. 7
3) PG&E Utility Updates – Nathan Alonso, Local Government Affairs PUBLIC HEARING(s):
A. None
OLD BUSINESS:
A. SRO Agreement with RSUSD (Discussion/Action).
The City Manager stated that no further action has been taken regarding the SRO agreement, as there has been minimal discussion on the matter. He confirmed that Officer Hardy continues to serve as the School Resource Officer. He also mentioned hopes that the school board and council will hold a joint meeting to focus on future collaborations. Additionally, he noted that the Fresno Area Hispanic Foundation will require a gymnasium for their upcoming event and expressed hope that this would provide an opportunity for collaboration with the school.
NEW BUSINESS:
A. Consider Awarding of 22-CDBG-NH-00050: Community Sports and Recreation Center Project Award Contract to Yanez Construction and Kings County Air Conditioning Inc. (Resolution 2025-17).
City Engineer Javier presented the bid report as submitted. The City Manager added that he hopes additional funding from CDBG may become available to provide more financial flexibility. Mayor Preciado inquired about the total cost upon project completion, noting that some elements would still be missing. The City Manager clarified that furnishings would be an additional expense.
Mayor Preciado revisited a previous idea of installing an elevator to the second floor as a viewing area for the indoor soccer field.
The City Manager explained that the second floor is currently designated for maintenance purposes, though other potential modifications could be discussed based on community needs. A Council Member suggested that the indoor soccer field could be enclosed similarly to the facility in Lemoore using clear plastic panels.
Javier mentioned that since the project remains $300,000–$500,000 under budget, modifications could be considered after its completion. He will begin obtaining quotes for indoor soccer field options. Mayor Preciado emphasized the importance of transparency with the community regarding expenditures and requested a report on funds spent to date. The City Manager and Scott Davis stated that approximately $1.2–$1.3 million has been spent on the building shell.
Council Member Verdugo expressed concerns regarding the hiring of Yanez Construction, noting that his research did not show the company handling large-scale projects beyond residential developments. Javier responded that Yanez Construction has an active license, and their project history has been vetted. Humberto Bermudez provided photos of previous Yanez Construction projects. Mayor Preciado asked if Javier had worked with the company before, and Javier confirmed that he had on other infrastructure projects.
Council Member Verdugo also inquired about the price per unit and the source of the pricing estimates. Javier explained that the company providing the lower quote aligned with the estimates previously determined by former engineer Brian. He also added that contractors can share their costs and he can bring that over as well. Mayor Preciado clarified that there is a process before bid where the costs are estimated by an engineer so they closely match the end quotes.
RESOLUTION 2025-16: THE CITY COUNCIL OF THE CITY OF AVENAL
AWARDING THE COMMUNITY AND RECREATIONAL SPORTS BUILDING PROJECT TO YANEZ CONSTRUCTION. Council Member/Successor Agency Member Reynosa motioned to approve Resolution 2025-16 seconded by Councilman/Successor Agency Member Gamez, and motion carried.

B. Consider Adopting Amended Job Description for Public Works Director.
This item was moved from the Consent Calendar to New Business. The City Manager discussed the modifications made to the job descriptions, which included reducing responsibilities related to code enforcement and increasing collaboration with the City Engineer.
Mayor Preciado emphasized that the job description update does not infringe on anyone’s rights but rather clarifies the qualifications necessary for the department. The City Manager reiterated that the changes were a general clean-up of the description. Mayor Preciado also noted that while the current Public Works Director's institutional knowledge should be passed down as he prepares to leave, this policy update is separate from that matter. He stressed that the Council should not micromanage every department and should trust the City Manager to make high-level decisions such as job description updates, which are intended to be informational for the Council. He added that if an issue arose due to an inadequate job description, the responsibility would ultimately fall on the City Manager.
Councilmember Verdugo expressed that, for that same reason, the current Public Works Director should have been consulted for his input. Mayor Preciado asked the Public Works Director if it would be necessary for him to meet with the City Manager to discuss potential additions to the job description. Public Works Director responded that the Council should proceed with the description as written. Councilmember Reynosa suggested that Public Works Director’s input could be beneficial. Mayor Pro Tem Gamez stated that there was no need to delay the discussion further, as Rob was present and had already provided his perspective based on his experience.
City Attorney Moses clarified that there is no limit to how often a job description can be updated. Mayor Preciado recommended that Public Works Director meet with the City Manager to provide his insights, and if necessary, an amendment could be introduced at the next meeting. Councilmember Verdugo stated that he did not take issue with the updates themselves but rather with the fact that Public Works Director had not been included in the revision process.
RESOLUTION 2025-17: APPROVING AMENDED JOB DESCRIPTION FOR EMPLOYMENT POSITION – PUBLIC WORKS DIRECTOR - WITHIN THE AVENAL CITY HALL. Council Member/Successor Agency Member Gamez motioned to approve Resolution 2025-17 seconded by Councilman/Successor Agency Member Reynosa, and motion carried.

AGENDA ITEM NO. 4. - C
TO: The Honorable Mayor and City Council
FROM: Antony V. López, City Manager
DATE: February 27, 2025
RE: Consider Renewing Agreement with 4Creeks for Planning Services.
INFORMATION:
Over the past year, the City of Avenal has worked with 4Creeks, formerly Collins & Schoettler, for city planning services, including housing element updates, annexation, economic development, and general planning support. The firm has demonstrated a strong commitment to the City's planning needs, ensuring that key projects are carried out effectively and efficiently.
Initially, the concern surrounding the agreement was the cost. However, based on actual invoices from January 2024 to present, the City has spent $39,203.05, which remains within reasonable and expected limits. Given the success of this partnership and the high level of service received, staff recommends extending the contract with 4Creeks for an additional three years to ensure continuity in our planning initiatives.
SCOPE OF WORK:
With the transition from Collins & Schoettler to 4Creeks, there is a proposed adjustment in fees, as outlined in
Exhibit A of their proposal:
- Remainder of 2025: $145 per hour (increase of $10)
- Calendar Years 2026 - 2028: 4Creeks Standard Fee Schedule Rates by Classification
While there is an increase in the hourly rate, 4Creeks remains competitive in pricing compared to other firms providing similar services. Their extensive experience and familiarity with Avenal’s planning needs make them a valuable partner for the City's long-term development.
FISCAL IMPACT:
The costs associated with this agreement will continue to be funded through the Community Development Department budget. Based on past expenditures, the projected costs align with the City's financial capacity for planning services.
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute a threeyear agreement with 4Creeks for continued city planning services. This agreement will ensure stability in ongoing and future planning projects, including but not limited to February 27, 2025 Pg. 23

Dear Antony,
Thank you for meeting with Karl and I to discuss planning projects and also the renewal of our contract. This year’s renewal will be a little different as Collins & Schoettler has been acquired by 4Creeks, Inc. While the name on the contract will change, the wealth of experience and staff will stay the same.
We plan to continue our deep commitment to the City of Avenal’s sound planning and wellbeing. As is standard with past practices, we would like to propose a 3-year contract term and negotiate a phased price adjustment with our recommended rates shown in Exhibit “A” (attached). While our rates have increased, we remain very competitive in price compared to our competitors.
Please let us know if you have any questions.
Sincerely,
Karl Schoettler Kelsey George David Duda

RE: Approve Offering of a Discount for Utility Customers who Participate in 2025 Community Climate Survey.
INFORMATION:
The City of Avenal’s administrative staff is preparing to conduct a city-wide Community Climate Survey to assess customer satisfaction with municipal utility services, specifically the water enterprise system. To encourage broad participation, staff proposes offering a one-time $10 discount on the monthly utility bill for residential customers (per household) who complete the survey.
The discount will be limited to one per residential customer account and applied only once. Customers will be required to show proof of survey completion to receive the discount, which will be applied to the April or May utility bill.
FISCAL IMPACT:
There are approximately 2,000 residential utility customers in the City of Avenal. Staff hopes to achieve at least a 40% response rate, meaning around 800 customers would participate. This would result in an estimated fiscal impact of $8,000, which will be absorbed by the Water Enterprise Fund. Given the survey's direct connection to customer satisfaction with water services, it is appropriate for this discount to be funded through the water enterprise account.
RECOMMENDATION:
Staff recommends that the City Council approve the offering of a one-time $10 utility bill discount for residential customers who participate in the 2025 Community Climate Survey and authorize the City Manager to implement the program.

RE: Consider Approval of Utility Space Lease Agreement with Property Owner at 613 Sonoma Lane for Internet Services to the Ken Brown Safety Center.
INFORMATION:
The Ken Brown Safety Center currently lacks access to dedicated high-speed internet services managed by the City. While Spectrum Internet provides service at 613 Sonoma Lane, it does not extend full connectivity across the street to the Safety Center. Reliable, high-speed internet is essential for public safety operations and must be managed directly by City IT services rather than relying on County-managed networks.
To address this issue, the City proposes leasing a portion of the property at 613 Sonoma Lane to install a utility pole and antenna, which will beam internet service from a Spectrum account established at that location directly to the Safety Center.
This location was chosen because:
• The property owner does not currently subscribe to internet services, allowing the City to establish a dedicated connection without interfering with an existing account.
• The property owners have agreed to provide space at no cost under a Memorandum of Understanding (MOU) for six months, with the option to renew for an additional six months if necessary.
• The property already has a pole installed, which will simplify the setup and reduce installation costs.
Additionally, the City is currently working with Cal.Net to install a dedicated 50-foot pole at the hospital property, which would eventually provide direct internet access to the Ken Brown Safety Center. However, this project is not expected to be completed until the summer, requiring the City to establish its own temporary, City-managed internet solution now rather than later. This transition is critical to begin moving City services away from Kings County IT and onto a fully City-controlled network to ensure security, reliability, and operational efficiency.
Key Terms of the Lease Agreement:
• The City will lease space from the property owner to install and maintain a pole and antenna for internet transmission.
• The City will open a Spectrum Internet account under its name at 613 Sonoma Lane.

• The City will be responsible for all installation, maintenance, and associated costs. • The lease agreement will last six months, with an option to renew for an additional six months if needed.
• The agreement will be signed by the Mayor on behalf of the City.
FISCAL IMPACT:
The costs associated with the lease, installation, and internet service will be covered by the City’s budget for public safety communications and IT infrastructure.
RECOMMENDATION:
Staff recommends that the City Council approve the lease agreement with the private property owners at 613 Sonoma Lane to facilitate high-speed internet access for the Ken Brown Safety Center and authorize the Mayor to execute the agreement.

Organizational Priorities
I. Leadership Stability
• We have officially updated department titles, with Captain now designated as Commander and Senior Officer as Corporal. This change better aligns with our organizational goals and leadership structure.
• I am pleased to announce that Edward Rij has been officially promoted to Commander. His dedication and leadership have been instrumental in supporting our team, and I am confident he will continue to excel in his expanded role.
• We recently welcomed Corporal Darryll Van Deursen to the department. Darryll brings over 20 years of law enforcement experience and a wealth of knowledge that will significantly strengthen our team.
• Records Supervisor/Administrative Assistant Guadalupe Celis has successfully completed POST-certified Records Management and Supervisory training. She is already applying her new skills, enhancing our department’s efficiency in records management and administrative support. • We continue to reinforce high expectations for command staff, first-line supervisors, and our Field Training Program, which maintains a commitment to excellence, accepting nothing less than the highest standards.
II. Recruit and Retain the Best
• We are actively continuing our recruitment efforts for Officer I/II and Sergeant positions to strengthen our team and maintain high service standards. • Officer Maria Miranda has entered her second week of the shadow phase, the final stage of her field training. We anticipate her successful completion and expect her to be operating as a solo officer in the coming weeks.
• Our three recent academy graduates were onboarded and sworn in this past month. They are currently in the first phase of their field training program, where they are building foundational skills under the guidance of experienced Field Training Officers. • As I mentioned previously, we welcomed Corporal Darryll Van Deursen to the team. With over 20 years of law enforcement experience, Corporal Van Deursen brings valuable knowledge and leadership that will enhance our department's capabilities. • Officer Jordy Villafan has returned from training and is demonstrating strong leadership skills.
He has already qualified the new hires and nearly the entire staff, contributing significantly to the department’s operational readiness.

• Erika Martinez has transitioned to a full-time role and is now fully contributing to the team, strengthening our Property and Evidence operations.
• This week, we interviewed three Police Officer candidates as part of our continued efforts to attract and recruit the best talent for the department.
III. International Model of Community Trust
• Our Community Service Unit, though still in its infancy, is already paying dividends. The unit successfully organized the community events we hosted this month, aligning with the goals outlined in our recent planning meetings. Their efforts are helping to strengthen connections and build lasting trust within the community.
• We hosted our First Annual Teddy Bear Drive, aimed at fostering relationships with community members and children. This initiative not only encouraged community participation through donations but also helped reduce fear of law enforcement among children. We hope this event, if held annually, will have a lasting positive impact on community trust. • Chief Velasco addressed the congregation at a main church, speaking on fears related to recent immigration issues. He reaffirmed the department’s support for the migrant community and provided education on SB 54, explaining what local law enforcement is prohibited from doing.
This outreach was aimed at easing concerns and reinforcing trust within the community. • We also held Café Con La Policía and Champurrado Con La Policía, creating spaces for the community to express concerns and engage with officers. We invited Valley Voices to participate and provide valuable resources, further strengthening our partnership with local organizations and deepening community ties.
• Additionally, we are continuing to refine our anti-bullying, anti-gang, and anti-drug campaigns, and we’ve now added a gun violence prevention component, all tied to the Byrne SCIP grant.
These initiatives are being carefully developed to ensure they effectively address critical issues within our community while fostering a safer environment for all. • We were also present at the grand re-opening of the Aria Community Health Center at its new location. Community Service Officer Alexi Reyes represented the department, reinforcing our commitment to community partnerships and public health initiatives.
IV. Among the Safest Cities in America
• Based on last month’s report and statistical data, it is fair to say that Avenal is currently the safest city in the county. This achievement has been made possible through minor modifications to patrol techniques, strategic guidance and mentorship, and the introduction of my Momentum Policing Model, which I officially announced to the staff this month. • The Momentum Policing Model is designed to enhance public safety, increase efficiency, and improve community relations. It is built on four key pillars:

Bus. 559-386-4444 Fax 559-386-4447
1. Proactive Patrol – A highly visible and mobile patrol force focused on crime deterrence, intelligence gathering, and rapid response. This approach aims to prevent crime before it happens while ensuring officers are strategically positioned to respond quickly when needed.
2. Reactive Investigations – A specialized investigations unit structured to be at least twice the size of a standard patrol shift. This allows for comprehensive case management, covering complex investigations with dedicated detectives, a gang suppression team, and traffic officers/investigators. This setup frees patrol officers to stay in the field, focusing on visibility, proactive policing, and rapid response.
3. Community Service Unit – A dedicated team focused on community engagement, organizing events, educational programs, and maintaining transparent communication with the public, including through social media outreach. This unit helps strengthen community trust and builds lasting relationships.
4. Advanced Technology – Leveraging modern tools such as cameras placed at key ingress and egress points, drones for enhanced situational awareness, and an integrated Records Management System (RMS). These technologies enable real-time data sharing, support predictive policing, and optimize strategic resource allocation for more efficient and intelligent law enforcement operations.
• While the Momentum Policing Model is still in the early stages of implementation, we are already seeing its positive impact. Early indicators show a reduction in vehicle thefts, violent crimes, and other offenses. Beyond crime reduction, this model promotes seamless operations, reduces stress across divisions, and contributes to a healthier work environment, leading to higher officer morale.
• Most importantly, the model is strengthening community relations, creating a police force that is more efficient, responsive, and trusted by the community it serves. Full implementation remains the goal, and we are committed to continuing this progress to ensure Avenal remains one of the safest cities in America.
• Additionally, I continue to work closely with allied agencies within the county, as well as surrounding agencies in Fresno County and the California Highway Patrol (CHP). Maintaining these partnerships and open lines of communication is crucial to our success. While it can be challenging to balance, the benefits are undeniable. These alliances not only strengthen our operational capabilities but also enhance public safety across jurisdictions. Although we strive for self-reliance, we recognize the immense value that these collaborations bring to our department and community.
V. Embrace Wellness Among Our Employees
• We continue to prioritize the well-being of our employees by exploring new ways to improve morale and promote a supportive work environment. Through consistent check-ins and maintaining an open-door policy, we encourage openness and honest communication, allowing staff to feel heard and supported.
• As part of our wellness efforts, we actively encourage — and at times assign — officers to participate in community events. Engaging with the community not only strengthens public trust February 27, 2025 Pg. 41

but also has a positive impact on our officers' well-being. These interactions provide meaningful experiences that help reduce stress, foster connections, and remind officers of the positive impact they have on the community.
• We are constantly seeking new opportunities to enhance our wellness programs, recognizing that investing in the health and morale of our team directly translates into better service for the community. By focusing on officer well-being, we ensure that our staff is not only more resilient and motivated but also better equipped to handle the challenges of law enforcement with professionalism and care.

The CrisCom Company –
City of Avenal Update
February, 2025
Legislative Update:
The political landscape in both California and at the Federal level is marked by significant developments and ongoing challenges as of February 2025. At the Federal level, the current Continuing Resolution which is funding the government is set to expire on March 14, creating pressure on Congress to either pass a new budget or extend the CR further.
President Trump, having returned to office, is making full use of executive orders to fulfill his promises made on the campaign trail.
Meanwhile, in California, the State legislature is primarily focused on wildfire response and recovery, as well as addressing budget and economic issues. A $2.5 billion fire relief package has been approved to help the Los Angeles area recover from recent deadly wildfires, and the State is streamlining rebuilding efforts by suspending certain environmental review requirements. The 2025-2026 State budget proposal totals $322.2 billion, with $2.7 billion allocated for climate initiatives, but lawmakers are grappling with an estimated $2 billion deficit. There's an emphasis on addressing affordability, cost of living, housing, and energy costs at the State level. The California government is also preparing for potential conflicts with the Trump administration while maintaining focus on State-specific issues. These developments highlight the complex interplay between Federal and State governances, as well as the ongoing challenges posed by natural disasters and economic pressures in California.
Federal Budget Request:
We are continuing to work closely with Congressman Valadao’s office, especially with regard to our $4 million Avenal Water Storage Tank Project, which remains on track. He anticipates that discussions will resume after the current Continuing Resolution expires on March 14.
State Budget Request:
Our CrisCom Team continues working with Senator Hurtado’s and Assemblymember Macedo's offices to ensure our budget requests remain a priority in the upcoming budget.
Our Team has had several meetings in Sacramento as well as their District offices, and will be in Sacramento again in March to further these efforts.
We had the pleasure of attending the City/County Coordinating Meeting for the County of Kings, hosted by the City of Avenal on February 12, where our team gave a legislative report, and also managed to have some fun with some Kings County movie trivia. During that report, Mayor Preciado inquired about California’s financial relationship with the Federal government. He wanted to know how much funds California sends to Washington, D.C., compared to what funds California receives in return. California is often considered a "donor state," meaning it contributes more in Federal taxes than it receives in Federal spending. In 2022, California received $609 billion in Federal funding while paying $692 billion in taxes, resulting in a net contribution of $83.1 billion to the Federal government. Thank you, Mr. Mayor, for asking such an insightful question.
Sacramento Snapshot:
Since the new two-year Legislative Session of 2025/2026 has begun, CrisCom will be tracking the bills most important for the City of Avenal, which will be reflected in our Sacramento Snapshot that is sent out bi-weekly. The most recent Snapshot was sent out last week on February 21. If there are specific bills or topics the City would like our team to monitor, please do not hesitate to let us know so we can add them to the list.
Economic Development Update:
Our Team maintains our steadfast pursuit of various venues to ensure the City of Avenal is at the forefront of their minds when thinking about new developments and to make sure they are familiar with our City. As like in year’s past, we are signed up to attend ICSC in Las Vegas in late May, and have been tracking various stores and restaurants, and will be ready to engage with them during this conference. Our Team is aware that the City has a great interest in a “chicken” restaurant. To date, Popeye’s, KFC and Raising Cane’s will be exhibitors at ICSC in Las Vegas. There are a few other chicken restaurants, but they are not yet located in California. As we have mentioned previously, a substantial portion of fast-food restaurants are franchises, and as such, our Team continues to work on contacting their franchise directors directly.
Grant Writing Update:
A member of the CrisCom team attends bi-weekly staff meetings to help administer grants and keep the department heads aware of any potential grant funding opportunities they might be interested in for any citywide projects.
As always, our Team continues to research numerous grant funding opportunities. The following are grant funding opportunities that are coming up:
Upcoming:
• Californians for All Youth Service Corps - Due March 21st • T-Mobile Hometown Grant - March 31st
• Byrne State Crisis Intervention Program - Due April 7th • Community-Based Violence Intervention and Prevention Initiative Site-Based - April 15th

At PG&E, we are working hard to stabilize customer energy bills, without compromising safety.
Based on current information, residential average yearly bills will increase less in 2025 than they did in 2024. Residential electric bills were approximately $11 less (4.3% lower) for non-CARE customers on January 1, 2025, compared to January 1, 2024, assuming similar usage.

What Are We Doing?
2025 Energy Rates/Bills
How Can State Policymakers & Regulators Help?
Reducing operating and capital
costs by $750 million in 2024.
Securing Department of Energy
(DOE) grants and lower-cost loans
to fund more work at a lower cost.
Undergrounding powerlines where
it makes sense to permanently
reduce wildfire risk and eliminate
annual tree trimming costs on
those lines.
Consolidating rate changes
to limit customers impacts.
Ensuring customers are on
the rate plan best suited for
their usage as the right plan
to lower bills.
Helping customers consider our
budget billing option to stabilize
monthly bills.
PG&E residential customers are forecast
to see prices decrease through 2026,
compared to 2024.

Did You Know? Adding additional electric
load (new connections, data centers, electric
vehicles) can spread fixed costs across more
customers, helping to lower rates in the
longer-term.
Did You Know? Prolonged regulatory outcomes can have unintended impacts on energy rates. Prolonged recovery of funds that have already been invested can affect a utility’s credit rating, making it more expensive to borrow money to finance necessary work for customers. Additionally, playing catch-up on rate changes can lead to “rate shock” for customers.
Approving vegetation management securitization
application would spread cost recovery over multiple
years instead of customer paying all costs up front,
lowering bills in 2025 and 2026.
Removing the cost of the state’s Public Purpose
Programs from customer bills would reduce typical
residential electric bills by about 6%
Support policy changes to address the $8.5 billion cost shift¹ from Net Energy Metering program. Currently,
customers without rooftop solar pay 15% a month
more on average to subsidize solar customers’ grid
maintenance costs.
Continued progress to implement a fixed charge that
separates fixed infrastructure costs from electricity
unit costs will lower the unit cost of electricity for all customers.

What Do Energy Prices Pay For? Key Regulatory Proceedings The cost of generating and
purchasing energy to serve our
customers’ homes and businesses.
The cost to operate, maintain
and improve our gas and electric
systems which deliver energy to
customers, including protecting
against wildfire risk and increasing
electric capacity to meet growing
energy demand.
The cost to respond to
emergencies and weather events
to make repairs and restore power.
The cost of state policy programs
including energy efficiency and
low-income discounts.
Every penny our customers pay for energy service must be reviewed and authorized by our regulators, the California Public Utilities Commission (CPUC) and the Federal Energy Regulatory Commission (FERC).
Did You Know? The vast majority of
PG&E’s earnings are reinvested back into
the company to make improvements for
customers and have been for years.
The CPUC sets rates through a thorough and transparent
regulatory process, which includes opportunities for the public to attend hearings and/or provide comment.
Every four years, the CPUC approves prices for
planned costs through our General Rate Case.
To recover other costs, including those that are hard
to plan for, PG&E must submit individual applications
throughout the year (these price changes are
temporary and prices decrease when they expire).

What’s Ahead?
Energy Price Changes (some are forecasts)
We are working to reduce the number of rate changes throughout the year. Today we are forecasting fewer rate changes in 2025 than customers experienced in 2024. While the rate changes depend on what is approved by our regulators, there are known decreases which will help offset any pending rate requests.
Key Filings
The 2027 General Rate Case is expected to be filed with the CPUC in Spring of 2025. This application will not impact energy prices in 2025 or 2026.

Background
● On May 9, 2024, the California Public Utilities Commission (CPUC) approved the structure for a monthly fixed charge.
● The fixed charge will help achieve the California Assembly Bill 205 (AB205) goal of lowering bills for low-income customers, on average.
● PG&E customers won't see the fixed charge on their bills until 2026.
The fixed charge will decrease electric bills for lower-income residential customers, improve bill transparency and predictability and advance clean energy goals.

How will this change customer bills?
The fixed charge will cover a portion of system maintenance, upgrade costs, and public purpose programs. Removing these costs from the per-kilowatt-hour rate for electricity will lower the rates for low-income customers, on average, and make it more affordable for customers to electrify their homes and cars.

We are committed to keeping customers informed and educated throughout this process. 1 Participants qualify by meeting income guidelines or enrolling in certain public assistance programs.
Monthly fixed infrastructure charge tiers
What does this mean for customers?
This change will provide bill relief for lower-income customers and those most impacted by extreme weather, and will provide a cheaper transition to cleaner cars and homes.
A fixed charge helps residential
customers transition to clean
electricity by lowering their kWh
cost as they switch from fossil
fuels to electricity.
Tier 1
Customers enrolled in the California Alternate Rates for Energy (CARE) program will pay the lowest discounted
