Chief’s Monthly Report
October 23, 2025
Organizational Priorities
I. Leadership Stability
• Commander Rij continues to lead in an exemplary fashion and demonstrates consistent improvement in his administrative management. He continues to oversee the Field Training Officer (FTO) program while also managing the department’s vehicle fleet. This month, he coordinated closely with the City Yard to bring the used patrol vehicles acquired from Fresno up to mechanical standards and has been obtaining quotes for updated outfitting to prepare them for patrol deployment.
• He has also successfully facilitated the delivery of a new Ford patrol unit and is working to ensure the full upfitting and installation of all necessary emergency equipment. In addition, he continues to coordinate the procurement of radio equipment for all vehicles and the technical components required to support a future transition to a new dispatch provider and upgraded case management/CAD system.
• Corporal Darryll Van Deursen and Sergeants Miguel Gracida and Jose Gonzalez continue to lead with integrity, professionalism, and community trust while serving as Field Training Officers. Their leadership ensures consistency and accountability among our newer staff and contributes to strong morale and professionalism within the ranks. • Records Bureau Supervisor/Administrative Assistant to the Chief of Police, Guadalupe Celis, remains an invaluable asset in managing department budgets and handling critical administrative and operational functions that keep the Chief’s Office efficient and responsive.

II. Recruit and Retain the Best
• The department welcomed Officer Adrian Medina, who brings prior law enforcement experience and has integrated seamlessly into the team. Officer Medina, along with trainee Officer Paul Navarro, continues to progress exceptionally well through the Field Training Program.
• We also have several candidates in the background process, including lateral applicants, and are optimistic about strengthening our staffing levels further. • Detective Matthew Ramos completed the ICI Core Investigators Course, a two-week intensive program that provides foundational training in modern investigative techniques, October 23, 2025 Pg. 9

case management, and legal procedures. The course enhances a detective’s ability to conduct comprehensive investigations while adhering to best practices in evidence handling, documentation, and interview techniques. This training not only benefits the detective personally but also strengthens the department’s investigative capacity and the City’s overall approach to complex criminal cases.

III. International Model of Community Trust
• Community outreach continues to be a priority as we strengthen public trust and engagement. The department successfully completed the first quarter of the CHP DUI Grant, transitioning into the second quarter with a focus on community education, outreach, and proactive enforcement through saturation patrols and a DUI checkpoint scheduled for the coming weeks.
• We successfully launched the Avenal Police Explorer Program, recruiting six local youth in their mid to late teens. They have begun introductory training and are currently being fitted for uniforms and equipment. Once fully outfitted, they will be introduced to City Council. Explorer Advisors are meeting with them this week to prepare for their first community appearance.
• This month, the department participated in National Night Out, which was a tremendous success, and staffed an informational booth at the Avenal Pistachio Festival. These events continue to showcase our officers’ commitment to serving our community and building meaningful relationships with residents, youth, and local organizations.

IV. Among the Safest Cities in America
• Part I crimes remain on a historical downward trend, reflecting continued proactive policing and the department’s commitment to prevention and visibility. • The Flock Safety Camera System installation is now approximately 50% complete, with visible progress toward full deployment. These systems have already proven instrumental in solving and deterring crimes, as well as assisting regional partners in investigations. • The department is also in the final stages of procuring a new case management system, which will replace legacy systems with a modern, more integrated platform designed to improve efficiency and streamline reporting.
• Additionally, the revamped Investigations Bureau is near completion. The space is being furnished and equipped with new technology to ensure detectives have access to the latest tools and resources necessary for conducting detailed, thorough, and timely investigations.

V. Embrace Wellness Among Our Employees
• The department continues to prioritize employee wellness, open communication, and engagement. Regular check-ins, discussions, and team interactions remain a key focus, October 23, 2025 Pg. 10

ensuring that staff feel supported and valued. Leadership continues to promote a workplace culture rooted in professionalism, compassion, and mutual respect. • We emphasize the importance of balance and mental wellness, encouraging time for family, rest, and healthy outlets. Staff participation in community events, such as National Night Out and the Pistachio Festival, provides opportunities for positive engagement and morale building outside of normal duty operations.
• The department remains committed to fostering an environment where growth, teamwork, and overall wellness are central to both individual and organizational success.

The CrisCom Company –
City of Avenal Update
October, 2025
State Update – California Legislative Session
Last week, our team traveled to Sacramento to meet with state elected representatives in preparation for next year’s budget cycle. These productive meetings helped position Avenal’s key priorities early in the process and laid a strong foundation ahead of the next phase of the two-year legislative session, which resumes in January 2026. That’s when new budget proposals and policy discussions will officially begin.

Federal Update
Our $4 million federal funding request for the Avenal Water Storage Tank Project remains active and under consideration. We continue close coordination with Congressman Valadao’s office, and there have been no indications of removal from the FY 2026 federal budget process at this time.

Meanwhile, the federal government shutdown has now entered its 23rd day.

Congressional negotiations remain at an impasse, with disagreements over short-term funding and health care provisions continuing to stall progress. Approximately 750,000 federal employees are furloughed, while essential services remain operational but unpaid.

Despite several attempts, a temporary funding bill has not been passed, and discussions remain stalled.

Sacramento Snapshot
We currently distribute a bi-weekly Sacramento Snapshot that includes updates on key state legislation and developments in Sacramento. Antony is already receiving this update. If any City Council members would like to be added to the distribution list, please let us know — we’d be happy to include you.

Economic Development Update
Retail & Franchise Development
We are finalizing the Franchise Opportunity Flyer, designed to market Avenal’s potential to national franchise corporations and local entrepreneurs alike. This tool highlights the City’s growing consumer base, regional market reach, and strong commitment to small business development. Once launched, the flyer will be a key asset for outreach and promotion.

Industrial & Logistics Outreach
Outreach continues to logistics developers and warehouse operators assessing Central Valley expansion opportunities. Avenal’s location, strategically near Highways 269 (Skyline), 33, 198, and Interstate 5, makes it an attractive and cost-effective site for logistics and distribution hubs.

Available Sites & Property Promotion
In support of our business attraction efforts, the team has been actively identifying and promoting available lots within the City to prospective vendors and investors. By spotlighting these development-ready sites, we are ensuring that partners know Avenal is open for business and ready to support new investment opportunities.

Building Momentum for Investment
These initiatives, such as retail attraction, franchise development, and industrial outreach, are part of a coordinated economic development strategy to attract business investment, generate jobs, and solidify Avenal’s position as a regional growth center.

Grant Writing Update
The CrisCom team remains active in tracking funding opportunities, collaborating with City departments, and preparing necessary documentation for grant submissions.

AGENDA ITEM NO. – A
TO: The Honorable Mayor and City Council
FROM: Antony V. López, City Manager, by
Cecilio Velasco, Chief of Police
DATE: October 23, 2025
RE: Consider Adoption of the Updated Avenal Police Department Military Equipment Use Policy, Amendment of the 2022 Ordinance, and Acceptance of Retroactive Annual Reports (AB 481 Compliance)
INFORMATION:

The Avenal Police Department respectfully requests that the City Council adopt the attached updated Military Equipment Use Policy (Policy 706), approve the accompanying Military Equipment Inventory List, and formally accept and file retroactive annual reports for 2022, 2023, 2024, and the current 2025 report (through September) as required by California Government Code §§7070–7072 (AB 481).

Assembly Bill 481 (AB 481) was enacted in 2021 to ensure transparency, accountability, and public involvement regarding law enforcement agencies’ acquisition and use of military equipment. The law requires governing-body approval, by ordinance, prior to the use or acquisition of qualifying equipment, and mandates annual public reporting and a community engagement meeting.

The Avenal Police Department adopted a Military Equipment Use Policy in 2022 under Ordinance No. 2022-03, which remains valid. However, the Department did not complete the required annual reports or hold the mandated community engagement meetings in 2022, 2023, or 2024. The responsibility for preparing these reports was previously assigned to Captains who are no longer with the Department, and as a result, the reports were never finalized or submitted. This created additional challenges when I was appointed as Chief of Police; however, upon learning of these lapses, I recognized the importance of bringing the City into compliance and took corrective action.

Those corrective actions included rebuilding administrative capacity, training staff, developing an accurate equipment inventory, preparing retroactive annual reports for 2022 through 2024, completing the current 2025 report (through September), and updating the Military Equipment Use Policy to reflect current oversight and accountability processes.

The updated Military Equipment Use Policy (Policy 706) replaces Policy 709 and includes refined language and the addition of a designated staff member responsible for coordinating compliance, reporting, and oversight. In conjunction with the updated policy, I have also prepared an amended ordinance for Council consideration that will supersede the original 2022 ordinance to reflect these administrative updates.

AGENDA ITEM NO. – A
The updated policy and ordinance were published on the Department’s website on September 15, 2025, satisfying the required 30-day public notice period prior to Council consideration.

The Avenal Police Department’s qualifying equipment includes Unmanned Aerial Systems (UAS), Rifles (5.56mm/.223 caliber), Less-Lethal Shotguns (12-gauge beanbag), Chemical Agents (Flashbangs), and Mobile Command and DUI Trailers. Between 2022 and 2025, the Department’s use of military equipment has been limited primarily to UAS deployments for training, documentation, and community engagement. Patrol rifles were issued to officers during this period but have not been discharged or used in any officer-involved incidents. All other qualifying equipment has been maintained for readiness and training purposes only.

Following adoption, the Department will schedule and conduct the required public community engagement meeting within 30 days to present the policy and reports, answer questions, and promote public participation. Adoption of this updated policy, amendment of the ordinance, and acceptance of the annual reports will bring the City into full compliance with AB 481 and demonstrate the City’s continued commitment to transparency and accountability.

RE: Community Fund Request Application and Guidelines

RECOMMENDATION
Adoption of Revised Community Fund Request Application and Guidelines Staff recommends that the City Council adopt by motion, the revised Community Fund Request Application Form and accompanying guidelines to establish a more comprehensive process for evaluating funding requests from local non-profit organizations. Effective for funding requests submitted for the FY 2025/2026 budget cycle and thereafter.

BACKGROUND:

Since COVID-19, local funds were suspended. Now through Measure A, the City is able to restart the funding support to local non-profit organizations that provide services benefiting Avenal residents. The current application process includes a basic one-page form with limited information requirements and an informal review process.

While the current system has successfully supported community organizations, staff has identified several areas where improvements would enhance program effectiveness, accountability, and alignment with best practices in municipal grant administration.

DISCUSSION:

The existing application form (Attachment A) which has been in used for over 10 years has served the City well but presents the following limitations:

Limited Information for Decision-Making - The current form provides minimal detail about organizational capacity, community impact metrics, or budget justification, making it difficult to evaluate cost-effectiveness and compare applications objectively.

Lack of Standardized Evaluation Criteria - Without a scoring rubric, there is no consistent method to evaluate applications fairly or document the basis for funding decisions.

Insufficient Accountability Measures - The volunteer participation requirement is vague (encouragement only), and there are no reporting requirements on fund usage, outcomes, or consequences for non-compliance.

Timing and Process Gaps - There is no separate process for event-specific funding, no minimum notice period for event requests, and unclear timelines for applicant notification.

Missing Legal Protections - The current form lacks audit rights, fund recovery provisions, conflict of interest disclosures, eligible/ineligible expense guidelines, and insurance requirements.

PROPOSED IMPROVEMENTS:

The revised application and guidelines (Attachment B) address these issues comprehensively:

Enhanced Eligibility Requirements - Organizations must now provide formal documentation of 501(c)(3) status and business license, carry $1,000,000 general liability insurance (or sign a Hold Harmless Agreement), and commit to tiered volunteer participation based on organization size. Organizations with 6+ members participate in two events with three volunteers per event; organizations with 5 or fewer members participate in one event with two volunteers. All recipients must present outcomes to Council before fiscal year end.

Structured Application Process - The revised form establishes separate deadlines (April 1st for annual funding; 60-day notice for event funding), sets clear notification timelines (within 2 months), and includes comprehensive sections on community impact measurement, organizational capacity assessment, detailed budget justification, and prior funding history. Maximum request amounts are contingent upon availability of funds and number of applications.

Clear Eligible Project Categories - Based on best practices from larger municipalities, the application clearly defines eligible projects including educational/recreational programs, arts and cultural initiatives, environmental awareness, public safety programs, health and social services, and one-time equipment or facility improvements.

Objective Scoring Rubric (Attachment C) - Staff developed a 100-point evaluation system across five categories: Community Impact (30 points), Organizational Capacity (20 points), Budget Justification (20 points), Volunteer Commitment (15 points), and Project Sustainability (15 points). A minimum score of 70 is recommended for funding approval, ensuring consistent and transparent decision-making.

Enhanced Accountability and Legal Protections - The revised application requires mandatory year-end reporting and Council presentations, establishes clawback provisions for non-compliance, grants audit rights to the City, requires documentation of all expenditures, mandates conflict of interest disclosures, includes nondiscrimination agreements, provides public records notice, and restricts use for political or religious activities.

FISCAL IMPACT:

The revised process does not change the total funding amount available for community grants, which is established annually during the budget process. However, the enhanced evaluation and accountability measures will ensure more efficient allocation of these public resources to maximize community benefit.

Administrative costs will remain minimal as the scoring rubric and structured application actually reduce staff time needed for review and Council consideration.

CONCLUSION:

The proposed revisions to the Community Fund application and guidelines represent a significant improvement in how the City evaluates and monitors funding to local non-profit organizations. The enhanced process ensures efficient use of public resources while maintaining the City's commitment to supporting organizations that benefit Avenal residents.

The structured evaluation criteria, clear accountability measures, and comprehensive application requirements align with best practices in municipal grant administration and will strengthen the City's partnerships with community organizations.

Staff recommends adoption by motion of the revised application form and guidelines effective immediately, starting with the FY 2025/2026 budget cycle.
