CONSENT ITEM
E-10
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: MIKI CARPENTER, DIRECTOR OF COMMUNITY RESOURCES
DATE: JULY 20, 2026
SUBJECT: CONSIDERATION OF AUTHORIZATION TO PROCESS FOOTHILL TRANSIT

MAINTENANCE INVOICES FOR INTERMODAL TRANSIT CENTER
BACKGROUND:

Pursuant to agreements between the City of Azusa and Foothill Transit for the Azusa Intermodal Transit Center, Foothill Transit coordinates maintenance services for the facility and invoices the City annually for the maintenance costs allocated to the City of Azusa and the Los Angeles County Metropolitan Transportation Authority (LACMTA). Staff is requesting authorization to process the Fiscal Year 2024- 25 (FY 2024-25) maintenance invoice in accordance with those agreements.

RECOMMENDATION:

Staff recommends the City Council take the following action:
1) Authorize payment to Foothill Transit in the amount of $111,191.80 for the FY 2024-25 Azusa Intermodal Transit Center maintenance invoice.

ANALYSIS:

The Azusa Intermodal Transit Center opened in 2015 as a joint project between the City of Azusa and Foothill Transit. Parking spaces within the facility are allocated among the City of Azusa, Foothill Transit, and LACMTA, with the City leasing designated parking spaces to LACMTA. Under the applicable agreements, Foothill Transit coordinates maintenance services for the entire facility and invoices the City annually for the maintenance costs.

The FY 2024-25 maintenance invoice totals $176,295.41, allocated based on the number of parking spaces assigned to each agency:
• Foothill Transit (202 spaces): $65,103.61
• LACMTA (200 spaces): $64,459.01
• City of Azusa (145 spaces): $46,732.79

Because Foothill Transit is responsible for its own allocated share, the City is responsible for remitting the remaining $111,191.80, representing the combined City and LACMTA allocations. LACMTA reimburses the City for its share of the maintenance costs through monthly lease payments made directly to the City. Funds are available in the Proposition C account to cover the City's payment obligation.

FISCAL IMPACT:

Sufficient funds are available and were budgeted in Proposition C Account No. 17-25-521-301-6815 to cover the City's payment obligation.
