SUBJECT: CONSIDERATION OF NOTICE OF COMPLETION FOR THE AZUSA CITY LIBRARY OUTDOOR LEARNING SPACE PROJECT NO. 71122A (729 N DALTON AVE, AZUSA, CA 91702)
BACKGROUND:
On December 18, 2023, the Azusa City Council approved the improvement plans and specifications for the Azusa City Library Outdoor Learning Space Project and authorized staff to solicit a Notice of Inviting Bids.
On February 5, 2024, the City Council awarded a contract to Leonida Builders, Inc. for the Azusa City Library Outdoor Learning Space Project. The Project improvements were accepted as completed on October 30, 2025, including satisfaction of the contractor’s required materials warranty and landscape maintenance period. As of July 7, 2026, final invoices from the contractor have been received and paid by the City, clearing the way for formal project closeout.
The proposed actions will accept the improvements and authorize Staff to file a formal Notice of Completion for the Project.
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1) Accept the project improvements; and
2) Authorize Staff to file a Notice of Completion for the Azusa City Library Outdoor Learning Space Project.
Notice of Completion - Azusa City Library Outdoor Learning Space Project July 20, 2026
ANALYSIS:
The Azusa City Library Outdoor Learning Space Project was funded by a combination of state grant and City funding, with the goal of supporting Library programs and services for the broader Azusa community. The Project entails a gated flexible outdoor learning classroom and event space measuring approximately 5,000 square feet and is situated adjacent to and connected to the north side of the City Library. Highlights of the space include a multipurpose event space, a sustainable garden, reading nooks, an elevated deck for outdoor performances, and seating areas with views of the local mountains and Veteran’s Freedom Park.
Leonida Builders, Inc. has completed all improvements to the satisfaction of the City Engineer and the Landscape Architect of record. All required landscape maintenance for the Project has been completed by the contractor, and the City will assume all maintenance responsibilities moving forward.
ENVIRONMENTAL CLEARANCE:
This action is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 4 (b) – Minor Alterations to Land – New gardening or landscaping, including the replacement of existing conventional landscaping with water-efficient or fire-resistant landscaping. Staff has filed a Notice of Exemption with the Los Angeles County Clerk’s Office.
FISCAL IMPACT:
On February 5, 2024 the City Council authorized an increase to the General Fund Excess Reserves (Account # 46-80-510-000/51024C) budget by $567,270; increased the Measure W (Fund 20) budget by $78,000; and increased the Quimby (Fund 19) budget by $50,000. $99,000 in Public Benefit Funds (Account # 24-40-739-082-6625/MMUNIB-6625) and $6,000 in AB 939 funds (Account# 39-40-750-065-6625) were previously included in the FY2 023-24 Approved Budget. In addition, $500,000 in California State Library Target Grant budget was carried forward from FY 2022-23 to FY 2023-24 (CIP Account# 28-80-500-000/71122A).
The total authorized budget for the Azusa Library Outdoor Learning Space Project was $1,300,270 as summarized below. The Project was completed at a total cost of $1,246,946, resulting in project savings of $53,324.
