CONSENT ITEM
G-5
TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: TIKAN SINGH, GENERAL MANAGER
DATE: JULY 27, 2026
SUBJECT: CONSIDERATION OF AUTHORIZATION TO ADVERTISE AND SOLICIT

REQUEST FOR PROPOSALS FOR A FEASIBILITY STUDY FOR THE

DEVELOPMENT OF AN ADDITIONAL WATER SUPPLY SOURCE
BACKGROUND:

Azusa Light and Water (ALW) is committed to providing a reliable water supply for all its customers. ALW currently relies on a combination of local groundwater, local surface water treated at the Canyon Filtration Plant and imported water supplies to meet the community’s potable water demands.

Recent challenges affecting the regional water supplies, including impacts associated with the invasive Golden Mussels and restrictions on imported water replenishment due to the Los Angeles County suspension of water deliveries to the San Gabriel Spreading Grounds on September 23, 2024, have highlighted the need to diversify ALW’s water portfolio and evaluate additional water supply sources.

As identified in the Azusa Light and Water Golden Mussel Contingency Plan prepared by Stetson Engineers Inc., evaluating supplemental water supply sources is a key component in strengthening ALW’s long-term water supply reliability and emergency preparedness. To further evaluate these opportunities, staff has prepared a Request for Proposals (RFP) to retain a qualified engineering consultant to perform a comprehensive feasibility study for the development of an additional water supply source or interconnection for ALW. The feasibility study will evaluate four potential alternatives and recommend the best option to improve ALW’s long-term water supply reliability.

RECOMMENDATION:

Staff recommends the Utility Board approve the following action:
1) Authorize Advertisement and Solicitation of the Request for Proposals (RFP) To Provide Professional Engineering Services Feasibility Study for Development of an Additional Water Supply Source Interconnection to Azusa Light & Water - Water Division Authorize Request For Proposals (RFP) for a Feasibility Study for an Additional Water Supply Source July 27, 2026

ANALYSIS:

ALW desires to retain a qualified civil engineering firm with demonstrated experience in municipal water systems, water supply planning, hydraulic modeling, water transmission facilities, pumping systems, treatment facilities, and engineering economics to perform a comprehensive feasibility study evaluating four potential water supply alternatives and recommend the best supplemental water source.

The proposed feasibility study will evaluate opportunities to diversify ALW's water portfolio by identifying and analyzing potential supplemental water supply sources that improve water supply reliability, operational flexibility, emergency preparedness, and long-term sustainability. As part of the study, the selected consultant will evaluate four potential water supply alternatives including: (1) a new transmission pipeline connection along Sierra Madre Ave. with the connection to either Metropolitan Water District (MWD) or the City of Glendora; (2) a new interconnection with Covina Valley Water Company (CVWC); (3) a new interconnection with the City of Glendora; (4) advanced treatment improvements at the Canyon Filtration Plant to increase the use of imported surface water supplies.

Each alternative will be evaluated for technical feasibility, available water supply capacity, hydraulic performance, water quality considerations, operational flexibility, permitting and environmental requirements, right-of-way constraints, infrastructure improvements, reliability benefits, capital and operating costs, engineering economics, implementation schedules, and overall project risks.

Upon completion of the study, the consultant will recommend the preferred alternative for advancement into final design and construction and provide ALW with the comprehensive decisionmaking framework supported by this analysis. Following the evaluation of proposals, staff will return to the Utility Board with a recommendation in ALW's best interest. Staff recommends that the Utility Board authorize the RFP for advertisement.

FISCAL IMPACT:

There is no immediate fiscal impact from the authorization of advertisements and the request for proposals for this project.
