SCHEDULED ITEM
D-2
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: ANNETTE JUAREZ, CITY CLERK SERVICES MANAGER
RACHEL H. RICHMAN, CITY ATTORNEY
DATE: AUGUST 17, 2026
SUBJECT: CONSIDERATION OF A RESOLUTION APPOINTING CANDIDATES TO THE

OFFICE OF CITY TREASURER AND OFFICE OF CITY CLERK AND
CANCELLATION OF THE AT-LARGE NOVEMBER 5, 2026 GENERAL

MUNICIPAL ELECTION AS AUTHORIZED BY CALIFORNIA ELECTIONS CODE SECTION 10229
BACKGROUND:

On June 1, 2026, the City Council adopted Resolution No. 2026-C31, calling for the General Municipal Election to be held on November 3, 2026 for the election of the following offices, each for a full term of four years:
• Councilmember - District 1
• Councilmember - District 3
• City Treasurer
• City Clerk
The candidate nomination period for the General Municipal Election was held from July 13, 2026 through August 6, 2026. At the close of the nomination period, only the following individuals filed nomination papers for the offices of City Clerk and City Treasurer and qualified to be placed on the ballot.
• City Treasurer: Arthur M. Vasquez, Jr.
• City Clerk: Jeffrey Lawrence Cornejo, Jr.

No other nominations were submitted, nor were there any other nomination papers pulled. California Elections Code (EC) Section 10229 provides that if by the nomination filing deadline, the number of persons who have been nominated for those offices does not exceed the number to be filled at that election, and if there are also no qualified ballot measures or another office that is elected on a citywide basis, the City Council is authorized to take one of the following courses of action: 1) Appoint to the Adoption of General Municipal Election Resolutions

office the person who has been nominated, or 2) hold the election if either no one or only one person has been nominated.

RECOMMENDATIONS:

Staff recommends the City Council take the following actions:
1) Discuss the options provided under California Elections Code (EC) Section 10229 and take one of the following courses of action:
a) Adopt Resolution No. 2026-C48 appointing Arthur M. Vasquez, Jr. to the office of City Treasurer, and Jeffrey Lawrence Cornejo, Jr., to the office of City Clerk, each for a full-term of four years in lieu of an election and canceling the at-large General Municipal Election for those two offices only; or
b) Direct staff to continue preparation for the November 3, 2026, at-large General Municipal Election for City Treasurer and City Clerk with the one candidate that has been nominated for each office.

ANALYSIS:

Under EC Section 10229, if by the close of the nomination filing period, the number of persons who have been nominated for those offices does not exceed the number to be filled at that election (and if there are also no qualified ballot measures or other offices elected citywide), then the City’s Election Official shall submit a Certificate of Facts to the governing body of the City and publish a notice of the same in a newspaper of general circulation. After the 5th day following publication the governing body may take one of the following courses of action at a regular or special meeting held before the municipal election:
1) Appoint to the office the person or persons who has/have been nominated; or 2) Vote to hold the election if either no one or only one person has been nominated.

The City Council’s decision to appoint the nominees must occur by the 75th day (August 20, 2026), before the General Municipal Election, otherwise, if no person has been appointed to office pursuant to actions above, the Election shall be held.

Should the City Council decide to make the appointments, the persons appointed would take office and serve exactly as if elected, with their term beginning in December 2026. The November 3, 2026 election for these offices would be cancelled and the Elections Official shall not accept for filing any statement of write-in candidacy that is submitted after the appointment is made.

The City Clerk has complied with EC Section 10229 by providing the City Council with a Certification of Facts and publishing the required notice in a newspaper of general circulation.

FISCAL IMPACT:

The cost of the 2026 General Municipal Election was estimated at $153,196.00 and was included in the approved FY 2026-27 budget under Account #10-15-210-000-7060. Without the need for city-wide election services from the Los Angeles County Registrar of Voters (ROV), the estimated cost is $48,178.00 which could realize a savings of approximately $105,000.00.
