CONSENT ITEM
E-11
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: MIKE GUADAGNINO, DIRECTOR OF INFORMATION TECHNOLOGY DATE: AUGUST 17, 2026
SUBJECT: CONSIDERATION OF A CONTRACT WITH J.D. BRIGGS COMMUNICATION INC.

FOR THE PURCHASE AND INSTALLATION OF LOW VOLTAGE CABLING FOR

THE AZUSA CITY LIBRARY
BACKGROUND:

The Information Technology Department is overseeing the low voltage cabling (also referred to as data cabling) scope of the Azusa Library Modernization Capital Improvement Project (CIP). This consists of the purchase, installation and testing of low voltage cable for all networked workstations, data center equipment, security cameras, wireless access points, audio/visual and public address equipment. This scope of work was not included in the initial bid documents as it has been standard practice for the IT Department to closely manage the planning and installation of all networking infrastructure.

Staff has been consulting with the City’s long-time cabling contractor J.D. Briggs Communication Inc. (J.D. Briggs) during the construction phase of this project in preparation for this scope of work. This is due to their extensive, in-depth knowledge of the City’s network infrastructure and compatibility requirements. Staff is therefore requesting approval of a PSA with J.D. Briggs Communication Inc. and waiver of the bidding process under Azusa Municipal Code section 2-520(b)(2), which allows for sole source purchases.

RECOMMENDATIONS:

Staff recommends that the City Council take the following actions:
1) Waive the bidding process as authorized under Azusa Municipal Code section 2-520(b)(2), which provides exceptions for sole source purchases;
2) Approve a Professional Services Agreement Contract with J.D. Briggs Communication, Inc. for a not-to-exceed amount of $183,820.00; and
3) Authorize the City Manager to execute the contract in a form acceptable to the City Attorney on behalf of the City.

ANALYSIS:

The Information Technology Department, with the assistance of the City’s cabling contractor J.D. Briggs, has been consulting with the General Contractor for the Azusa Library Modernization project in preparation for the low voltage scope of work. This includes guidance on the City’s requirements regarding placement of cable pathways and conduits, as well as the build-out of the Library’s data room.

The City has utilized the cabling services of J.D. Briggs Communication Inc. in every major City facility over the last 30 years. This includes the installation and ongoing support of the City’s network infrastructure across all 13 City facilities. Their cabling work includes the City’s fiber optic network, internal data cabling, security cameras and low voltage cabling for telephone and public address systems.

In addition to their unique and comprehensive understanding of our network, they have consistently proved to be highly reliable, responsive and competitive.

FISCAL IMPACT:

The total not-to-exceed cost of the proposed contract is $183,820. Sufficient funding is available in the FY 2026-27 approved budget. Of the total contract amount, $80,460 will be funded through Information Technology accounts 4849930000-7142/51127B-7142 ($73,640) and 4849930000-6493/51127B-6493 ($6,820). The remaining $103,360 will be funded through the Federal E-Rate program under account 2830511079-6625/51127A-6625.

No additional General Fund appropriation is required as a result of the recommended action.
