SUBJECT: CONSIDERATION OF COMPLETION OF THE CONCRETE IMPROVEMENTS PROJECT (PARKWAY SURROUNDING 450 NORTH SOLDANO AVENUE);
ADJACENT TO SOLDANO SENIOR VILLAGE APARTMENTS
BACKGROUND:
On March 9, 2026, City staff requested informal bids from local concrete contractors.
Informal bids were received on March 26, 2026. The results are as follows:

The lowest responsive informal bid was submitted by CT&T Concrete Paving, Inc., a Southern California contractor with over 30 years of experience in the concrete construction industry. CT&T Concrete Paving, Inc. is a licensed contractor and currently holds an active C-8 Concrete Contractor license.
Pursuant to Azusa Municipal Code Section 2-529(b), this public project, with an estimated construction cost of less than $200,000.00, was solicited through the City’s informal bidding procedures.
On April 8, 2026, the City entered into a contract with CT&T Concrete Paving, Inc. for the Concrete Improvements Project (Parkway Surrounding 450 N. Soldano Avenue). Construction of the project was completed on June 25, 2026. The proposed actions will formally accept the completed improvements and authorize Staff to file a Notice of Completion.

RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1) Accept the completed project improvements; and
2) Authorize Staff to file a Notice of Completion for the Concrete Improvements Project (Parkway Surrounding 450 N. Soldano Avenue).
ANALYSIS:
The parkway improvements were completed along Soldano Avenue and Pasadena Avenue between Fourth Street and Fifth Street, as well as along Fourth Street and Fifth Street between Soldano Avenue and Pasadena Avenue. The improvements included the installation of one (1) drive approach, replacement of 527 linear feet of curb and gutter, and 4,531 square feet of 4-inch thick P.C.C. sidewalk.
These improvements enhance pedestrian accessibility and replace deteriorated concrete infrastructure surrounding the Soldano Senior Village Apartments.
ENVIRONMENTAL CLEARANCE:
This action is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (c) – Rehabilitation of Existing Streets and Highways. Staff filed a Notice of Exemption with the Los Angeles County Clerk’s Office.
FISCAL IMPACT:
Contract No. 26-20 was awarded to CT&T Concrete Paving, Inc. in the amount of $127,825. The project was completed at a total construction cost of $124,220, resulting in savings of $3,605 from the original contract amount.
Project costs were initially funded by the General Fund (Acct. No. 10-80-000-662-7120/66222B-7120).
The project is eligible for reimbursement through the Transportation Development Act (TDA), and sufficient TDA funds (with an approximate fund balance of $212,261) are available to reimburse the full $124,220 in project expenditures. Upon receipt of the TDA reimbursement, revenue will be recorded in Fund 09 (Acct. No. 0900000001-4550), and the eligible project expenditures will be reclassified from the General Fund to Fund 09 (Acct. No. 0980000000-7176/66227A-7176). Accordingly, there will be no net impact to the General Fund after reimbursement.
