CONSENT ITEM
D-1
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: ROCKY WENRICK, CHIEF OF POLICE
DATE: SEPTEMBER 21, 2026
SUBJECT: CONSIDERATION OF A RENEWAL OF THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF AZUSA AND UNITED STATES ARMY
CORPS OF ENGINEERS FOR LAW ENFORCEMENT SERVICES AT FEDERAL
WATER INFRASTRUCTURE SITES LOCATED WITHIN THE SAN GABRIEL
RIVERBED
BACKGROUND:
On September 29, 2020, the City of Azusa signed an agreement with the U.S. Army Corps of Engineers (USACE) to provide police and security services at federal water infrastructure sites inside city limits.
That partnership has delivered clear results for both agencies:
Riverbed cleanups and enforcement. Working together, the two agencies cleared encampments from the riverbed, which had created safety, environmental, and quality-of-life problems. Since the agreement began, encampment activity and related calls for service in the riverbed have dropped significantly.
A stronger working relationship. The agreement gave USACE and the Azusa Police Department (AZPD) reliable ways to communicate, plan operations together, and share information, things neither agency could do as well on its own. It is now viewed as a model for how agencies in the region can work together.
The proposed agreement provides for a 365-day base period beginning upon contract award, followed by five option periods, with the fifth option period covering six months. The option periods may be exercised at the discretion of USACE. Renewing the agreement now prevents any gap in coverage.
Approving this item keeps these services running without interruption. These services improve public safety, protect critical federal infrastructure, support environmental cleanup efforts, and maintain quality of life in the surrounding community at no anticipated net cost to the City's General Fund.
U.S. Army Corp of Engineers MOU
September 21, 2026
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1) Approve the Performance Work Statement (PWS) and related agreement with USACE for law enforcement services at federal water infrastructure sites in Azusa, consisting of a 365-day base period and four 365-day option periods, with the fifth option period consisting of six months; and 2) Authorize the City Manager, or designee, to execute the PWS and related agreement, and any documents necessary for subsequent option periods exercised by USACE, subject to any nonsubstantive modifications in a form acceptable to the City Attorney.
ANALYSIS:
This agreement continues the established working relationship between USACE and AZPD to protect federal water infrastructure sites in Azusa.
The agreement allows AZPD officers to use their police authority and enforce state law and local ordinances to protect people and property at and around these federal sites. It also puts in writing how the two agencies will communicate and share information, so both are working from the same picture of what is happening in the field.
The USACE Park Ranger program will continue alongside AZPD personnel. Park Rangers will continue handling matters within their federal authority, while AZPD will provide law enforcement services consistent with the PWS. This layered approach allows the agencies to coordinate their respective responsibilities while efficiently using both federal and City resources.
AZPD will continue working directly with the USACE Security and Law Enforcement Branch. Under this Law Enforcement Services Contract, USACE will compensate the City for law enforcement services provided at the federal water infrastructure sites in Azusa in accordance with the contract pricing. The PWS requires AZPD to provide the personnel, equipment, materials, transportation, supervision, and other resources necessary to perform the required law enforcement services.
USACE currently operates on a budget of roughly $68 million to maintain 45 miles of river channel and five dams. That budget does not include money set aside for cleanup work or encampment-related problems; those are handled case by case, as the agency becomes aware of them. This agreement gives USACE a dependable local law enforcement partner already in position to spot and respond to these conditions. In return, the City receives funding and federal coordination to address riverbed activity that would otherwise fall entirely on the City.
The benefits:
• For USACE: professional, responsive law enforcement coverage of critical federal water infrastructure from an agency that already has jurisdiction, local knowledge, and the ability to respond quickly.
U.S. Army Corp of Engineers MOU
September 21, 2026
• For the City of Azusa: federally funded enforcement capacity in an area that generates real public safety demand, protection of water infrastructure the region depends on, and progress on environmental and quality-of-life goals along the San Gabriel Riverbed. • For residents and visitors: public spaces are safer, cleaner, and better maintained.
Continuing this partnership reinforces Azusa's standing as a trusted federal partner in protecting shared infrastructure.
FISCAL IMPACT:
The proposed agreement provides a significant fiscal benefit to the City by leveraging existing Police Department resources to provide law enforcement services at federal water infrastructure sites, with no anticipated additional cost to the City's General Fund. USACE will compensate the City for services provided in accordance with the contract pricing, allowing the City to dedicate law enforcement resources to these areas while offsetting the associated staffing and operational costs through federal funding.
The base-year contract amount will not exceed $1,850,654.28. If all five option periods are exercised by USACE, the City would be eligible to receive an additional $9,046,988.41, for total potential contract compensation of up to $10,897,642.69 over the full contract term.
This agreement provides the City with a dedicated federal funding source to support law enforcement activities within the San Gabriel Riverbed and at designated federal water infrastructure sites that would otherwise require the use of City resources without corresponding federal compensation. As a result, the agreement enhances the City's law enforcement capacity in these areas while minimizing the impact on the General Fund.

The Santa Fe Dam & SGR Reach 12 is located in the city of Azusa and within APD’s area of responsibility. This includes vehicle, foot, drone and/or UTV patrols as appropriate.

In as much as visible law enforcement authority serves as a primary deterrent to crime, the contractor’s patrols shall be performed in a manner which serves to maximize public visibility at times when crimes are most likely to occur. It is mutually understood that some flexibility in patrol hours may be necessary due to unusual circumstances and/or events. However, the full eight (8) hours contracted shall always be fulfilled.
