SUBJECT: CONSIDERATION OF APPOINTMENTS TO FILL VACANCIES ON CITY
COMMISSIONS
BACKGROUND:
Annually, the City conducts recruitment to fill expiring terms and vacancies on City Commissions by the City Council. There are currently: two (2) vacancies on the Arts, Cultural & Historic Preservation Commission; two (2) vacancies on the Library Commission; and two (2) vacancies on the Parks & Recreation Commission; and two (2) vacancies on the Planning Commission. This action approves Resolutions appointing individuals to serve on the listed Commissions.
RECOMMENDATIONS:
Staff recommends the City Council take the following actions:
1) Adopt Resolution No. 2026-C52 re-appointing Laurie Wray to the Arts, Cultural & Historic Preservation Commission for a four-year term ending 9/30/2030; 2) Adopt Resolution No. 2026-C53 re-appointing Alessandra Lopez to the Arts, Cultural & Historic Preservation Commission for a four-year term ending 9/30/2030; 3) Adopt Resolution No. 2026-C54 re-appointing Dena Simpson to the Library Commission for a three-year term ending 9/30/2029;
4) Adopt Resolution No. 2026-C55 re-appointing Lita Abella to the Library Commission for a threeyear term ending 9/30/2029; 5) Adopt Resolution No. 2026-C56 re-appointing Mitchell Loera to the Park & Recreation Commission for three-year term ending 9/30/2029;
6) Adopt Resolution No. 2026-C57 re-appointing Supriya Thote to the Park & Recreation Commission for a three-year term ending 9/30/2029;

7) Adopt Resolution No. 2026-C58 appointing Veronica De Santos Quezada to the Planning Commission for a 4-year term ending 9/30/2030; and
8) Adopt Resolution No. 2026-C59 re-appointing Christopher Dodson to the Planning Commission for a 4-year term ending 9/30/2030.
ANALYSIS:
In July, 2026, the City opened recruitment to fill vacancies on four (4) Commissions. The deadline to receive applications was August 13, 2026. The City Council held applicant interviews on August 31, 2026 to fill eight (8) positions and is recommending appointments in accordance with those interviews.
FISCAL IMPACT:
Payments for various appointees on Boards and Commissions are included in the city’s approved operating budget.
