FROM: TALEEN NAZARIAN, MANAGEMENT ANALYST
DATE: SEPTEMBER 21, 2026
SUBJECT: CONSIDERATION OF PUBLIC BENEFIT AND AWARD OF A CITY OF AZUSA
SPECIAL ASSISTANCE PROGRAM SCHOLARSHIP FOR THE AZUSA CUB SCOUT
PROGRAM
BACKGROUND:
The City’s Special Assistance Program was established to support local community-based organizations, non-profits and campus-recognized clubs that serve a public benefit to the community at-large. The Program has a set of guidelines and criteria for awarding financial assistance in the form of grants up to $500 to organizations that encourage youth enrichment programs and opportunities for Azusa residents.
The City receives funds for this program each year from the sale of ‘Safe and Sane Fireworks,’ as each participating community and non-profit organization engaged in fireworks booth sales donates $500 as part of their vendor application. The proposed action will approve a Special Assistance Program application for expenditures in the amount of $500 for the Azusa Cub Scouts Pack 777. Funds from this program will be used to offset costs associated with outdoor and Cub Scout-specific activities, equipment for activities, and materials needed for meetings and award ceremonies. The funding will help reduce participation costs and increase accessibility and participation in the Cub Scout program.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1) Approve $500 of Special Assistance funds to the Azusa Cub Scouts Pack 777 to offset program expenses; and
2) Make a finding that the community at large will receive a public benefit from the expenditure of funds for the recommended items.
Special Assistance Program – Azusa Cub Scout Pack Program September 21, 2026
ANALYSIS:
Community groups and organizations often request funding assistance from the City for special programs or services they provide to the community. The Special Assistance Program was designed for community groups and organizations dedicated to providing educational enrichment opportunities to Azusa youth to create skilled and capable individuals in a variety of disciplines, and to financially assist community groups and organizations in developing programs diversifying experiences for the community or seeking participation in educational programs. Eligible community groups and organizations can apply for funding of up to $500.
The City received a $500 funding request from Cub Scout Pack 777, based in Azusa, to help offset the costs associated with outdoor and Cub Scout-specific activities, including required equipment, materials and supplies for regular meetings, and awards and advancement purchases for scouting ceremonies.
Currently, these costs are funded through registration dues and fees. The requested funding would help reduce these costs and encourage continued participation in the program. The Cub Scout Program provides youth ages 5–10 with opportunities to develop discipline, citizenship, and community service skills, while also learning outdoor and personal safety. Through various activities, scouts develop confidence, outdoor skills, and other valuable life skills. The program also benefits the Azusa community through service projects and other community involvement.
Staff recommends approval of the application and an expenditure in the amount of $500 in accordance with Special Assistance Program guidelines. These actions approve a finding of public benefit and recommended expenditure of $500 to the Azusa Cub Scout Program.
FISCAL IMPACT:
Trust account 50-08-000-141-2718 was established to administer donations received from communitybased and non-profit organizations participating in the sale of “Safe and Sane Fireworks.” Funds in this account are reserved for eligible requests under the Special Assistance Program.
The current available balance is $29,847.06. Upon Council approval, staff will appropriate $500 from the trust account for the recommended award, resulting in a remaining balance of $29,347.06.

Program Description
The primary objective of Cub Scouts Pack 777 is to provide youth in Azusa with opportunities to develop into confident, responsible, helpful individuals by providing them with group activities focusing on personal achievement, fitness, responsible citizenship, civic engagement, community service, outdoor ethics, conservation, and personal safety. Cub Scouts is open to all boys and girls in Azusa in grades K through 5. Our goal is to benefit not only the youth who are members of the pack, but the community of Azusa through our service projects and representation.
Pack 777 is completely run by parent volunteers. Currently there are 8 registered adult leaders in Pack 777.
We are requesting funds in order to offset the costs of paying for outdoor activities such as camping (campsite reservations, equipment, etc.), as well as Cub Scout-specific activities such as the Raingutter Regatta (purchasing boat kits and decorations), the Pinewood Derby (purchasing car kits, cutting and designing cars), and paying for materials for Den Meetings and Pack Meetings (art/craft supplies, signs), as well as purchasing awards and advancements earned by the Cub Scouts at the Scout Shop. Currently all of these costs are paid by the parents of our Cub Scouts through collecting of dues every year, but we hope to minimize the cost for parents to have their children participate in our pack.
We hope that our activities will provide long-term benefits to our Cub Scouts by building their self-confidence, outdoor skills, personal safety, and social skills. We also hope that by participating in Cub Scouts, it will provide youth with an opportunity to bridge into Scout Troops after grade 5. We hope that we will continue to serve the Azusa community as a whole through our youth activities, community service projects, and positive community representation.
The Cub Scout program is build around youth completing a series of age-appropriate activities and adventures focused on building outdoor skills, conservation awareness, citizenship, appreciation of all faiths, helpfulness, and personal safety.
