CONSENT ITEM
E-23
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
VIA: SERGIO GONZALEZ, CITY MANAGER
FROM: MIKI CARPENTER, DIRECTOR OF COMMUNITY RESOURCES
DATE: SEPTEMBER 21, 2026
SUBJECT: CONSIDERATION OF ADOPTING A RESOLUTION AUTHORIZING THE

TEMPORARY CLOSURE OF CERTAIN CITY OF AZUSA STREETS FOR

AZUSA GOLDEN DAYS PARADE AND CARNIVAL
BACKGROUND:

The City of Azusa remains committed to providing programs, activities and special events that promote healthy lifestyles, and improve quality of life. In partnership with the Azusa Golden Days Committee, Azusa will host the 78th Annual Golden Days Celebration from Saturday, October 10 through Sunday October 18, 2026. This year’s Annual Golden Days Parade will take place on Saturday October 17, and the Carnival, Friday October 16 through Sunday October 18, 2026.

RECOMMENDATION:

Staff recommends that the City Council take the following action:
1) Approve the proposed street closures and adopt Resolution No. 2026-C63, authorizing the closure of certain City of Azusa streets for the Azusa Golden Days Parade and Carnival.

ANALYSIS:

The Annual Golden Days Parade will take place on Saturday October 17, 2026, returning to a prior route along Foothill Boulevard, in honor of the Centennial of Route 66. Due to this change of route, the Carnival will also move to Azusa Veteran’s Freedom Park, from Friday October 16 through Sunday October 18, 2026. Hours for these events are as follows:

Parade:
• Saturday October 17: 10:00 a.m. and 12:00 p.m.

Carnival:
• Friday October 16: 5:00 p.m. and 10:00 p.m.
• Saturday October 17: 12:00 p.m. and 10:00 p.m.
• Sunday October 18: 2:00 p.m. and 10:00 p.m.

To celebrate the history of Route 66, and with an increased focus on event safety, Staff is requesting a new event footprint to help facilitate a secure carnival event space along with a new parade route along Route 66. The carnival and parade will require full street closures to safely accommodate and secure the parade route and supporting carnival features. This will include new carnival security screenings, designated carnival entry and exit on Alameda Ave., designated entertainment areas on Dalton Ave., and secured parade viewing areas along Foothill Boulevard.

It is proposed that the following roads shall be closed temporarily, Saturday October 17, for the Golden Days Parade from 3:00 a.m. to 3:00 p.m.:
• E. Foothill Blvd. between N. San Gabriel Ave. and N. Citrus Ave. • N. Alameda Ave. between E. Santa Fe Ave. and E. 5th St. • N. Dalton Ave between 9th St. and 6th St.

• N. Citrus Ave. between Alosta Ave. and W. Foothill Blvd. • N. Rockvale Ave. between E. Foothill Blvd and E. 6th St. • E. 6th St. between N. Dalton Ave. and S. Azusa Ave.

It is proposed that the following roads shall be closed, Wednesday, October 14 from 6:00 a.m. to Monday, October 19, at 5:00 p.m. for the Golden Days Carnival. • N. Alameda Ave. between E. Foothill Blvd. and E. Santa Fe Ave. • N. Dalton Ave. between E. Foothill Blvd. and E. 9th St. • E. Santa Fe. Ave. between N. Azusa Ave. and N. Alameda Ave.
