ADMINISTRATIVE REPORT
MEETING DATE: January 8, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Acting Public Works Director
DATE: October 23, 2024
SUBJECT: Agreement with American Emergency Products California (not to exceed $4,800,000 for a one-year term, renewable annually thereafter for four consecutive one- year periods) for Public Safety Vehicle Outfitting.
RECOMMENDATION:
Staff recommends approval of the agreement.
BACKGROUND:
Fleet Services Division is responsible for the purchase and maintenance of City of Bakersfield equipment, including police vehicles. These police vehicles must be outfitted with highly specialized equipment before being placed into service. Outfitting includes custom wiring and electrical equipment, light bars, perimeter lighting, sirens, push bars, prisoner cages, gun mounts, computer mounting devices, and other services.
On February 20, 2024, the City issued a Request for Qualifications and Proposals for Public Safety Vehicle Outfitting and Repair Services. One contractor submitted a Statement of Qualifications (SOQ), along with a fee proposal:
• American Emergency Products (AEP) California
Staff recommends approval of an agreement with AEP California based on their qualifications and fee proposal being the most favorable to the City. The agreement will be for a one-year term, renewable for an additional four one-year terms at the discretion of City Council. The total compensation will be for a not to exceed amount of $ 4,800,000. This agreement will cover the costs associated with the outfitting of four-door police special interceptor utility vehicles.
This agreement has a higher amount of compensation for a one-year service than historically for outfitting emergency vehicles. This is due to a delay in vehicle and parts production and outfitting services could not be completed in time under the last contract. This proposed compensation amount would allow for outfitting for newly purchased emergency vehicles, as well as vehicles that were delayed.
FISCAL IMPACT:
Sufficient funds are available to award this agreement in the Equipment Fund, thus no additional general funds are requested for this purchase.
COUNCIL GOAL:
Safety and Resilience
