ADMINISTRATIVE REPORT
MEETING DATE: January 8, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Greg Terry, Chief of Police
DATE: December 16, 2024
SUBJECT: Agreement with the Kern County Superintendent of Schools Alternative Education Division
to provide School Resource Officer Services.
RECOMMENDATION:
Staff recommends approval of the agreement.
BACKGROUND: In February 2018, the Bakersfield Police Department (BPD) and the Bakersfield City School District (BCSD), as recommended by the City Council’s Safe Neighborhoods Committee, implemented a pilot project to engage two full-time school resource officers dedicated to BCSD schools. The goal of this partnership was to reduce chronic absenteeism, chronic truancy violence, drug and alcohol use, gang involvement, bullying, and harassment in the community to help in ensuring BCSD schools are safe learning environments with positive school culture.
Due to the success of this program, Kern County Superintendent of Schools (KCSOS) has requested School Resource Officers ( SRO) services for the 2024 -25 and 2025 -26 school years at two of its alternative education division locations.
The SROs will respond to emergency calls for service for the BPD but will report to the KCSOS Superintendent or designee while performing duties related to the SRO role at the schools.
FISCAL IMPACT:
KCSOS will be billed only for the weeks when district schools are in session, plus one additional week prior to the start of the school year and one additional week following the last week of school. The total compensation for these services will not exceed $138,000 for the school’s years of 2024-25 and 2025-26.
In addition, KCSOS may be billed for the weeks summer school is in session, if SRO services are requested.
Any extra services, including overtime, will be billed at actual costs to the City, in addition to the baseline amount quoted above, provided such services are mutually agreed upon in writing by both the City and KCSOS prior to being rendered. Due the fact that the contract costs are covered by KCSOS, there is no impact to the City General Fund.
COUNCIL GOAL:
