RESOLUTION NO. _________________

A RESOLUTION DETERMINING THAT THE
PEREGRINE TECHNOLOGIES, INC . SOFTWARE

CANNOT BE REASONABLY OBTAINED

THROUGH USUAL BIDDING PROCEDURES

AND AUTHORIZING THE FINANCE DIRECTOR

TO DISPENSE WITH BIDDING THEREFORE, NOT
TO EXCEED $1,518,000.

WHEREAS, the City may dispense with usual bidding procedures pursuant to Bakersfield Municipal Code Section 3.20.060(D)(2) when work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability of such work, supplies, equipment or materials, or because of the necessity to successfully integrate such work, supplies, equipment or materials into an existing city project or system; and

WHEREAS, the City’s Police Department has determined a need for use of the Peregrine Technologies, Inc software in order to integrate data analysis across multiple existing City systems, and to provide associated data modeling and cleansing and training for the Bakersfield Police Department; and

WHEREAS, the data integrating software can only reasonably be obtained from Peregrine Technologies, Inc., and is necessary to integrate the City’s existing software systems; and

WHEREAS, the City Council therefore finds that dispensing with usual bidding procedures pursuant to Bakersfield Municipal Code Section 3.20.060 (D)(2) is necessary and appropriate in order to obtain the Peregrine Technologies, Inc. software.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows:

1. The above recitals are true and correct and are incorporated herein by reference.

2. The Council finds that certain software is available from one vendor, Peregrine Technologies, Inc. and is necessary for the successful integration of software, equipment or materials into existing city systems, and that it is in the best interests of the city, and to the city's economic advantage to purchase such work, supplies, equipment, or materials from that vendor at the lowest possible cost for the quality needed.
