Trail 4 runs north-south and originates with a connection to Trail 7 at Wilkins Park, which is adjacent to residential properties, schools, and businesses. It intersects with multiple proposed local connections and east- west trails, such as Trail 1 in Old Town Kern, Trail 16 in Downtown, Trail 19 by Union Cemetery, and Trail 11 at the East Branch Canal, where the trail ends. The trail begins with Class II and Class III facilities while traveling through residential areas, before transitioning to a Class IV bikeway for increased protection through Old Town Kern and the industrial uses surrounding the Union Pacific rail Line. Along this portion of the trail, one lane can be removed to accommodate the facility. From Bernard Street to Sumner Street the two-way left-turn lane (TWLTL) can be removed. From Sumner Street to 19th Street, two travel lanes can be removed and replaced with a TWLTL. From 19th Street to Eureka Street, Baker Street will be closed to vehicle traffic and will function as a Class I path across the BNSF rail line. The trail switches back to a Class II facility at Eureka Street to proceed south through Lakeview until it reaches the East Branch Canal, where it transitions to a Class I along the canal. At Casa Loma Drive, the trail continues on Lotus Lane as a Class II, before transitioning to a Class II at Planz Road, and back to a Class I from Brook Street to White Lane, where there is currently no roadway. There are currently no dedicated bike facilities along the proposed 6-mile trail.

Trail 5 offers an east-west connection from the residential areas in West Bakersfield to the rest of the trail network. The trail is over 3 miles long and primarily composed of Class IV facilities, which can be easily implemented through converting the existing Class II bike lanes. It connects to existing and proposed north-south facilities, including local Class II connections as well as Trail 10, which offers a route to Liberty High School and Liberty Park. From Windsong Trail to Coffee Road, a Class I multi-use path will be added to the existing bike lanes where there is currently no sidewalk. The trail transitions to a Class IV and then Class III facility in a commercial area before connecting to Trail 8 at the Friant Kern Canal.

Trail 9 establishes an almost 10-mile north-south route from North Downtown Bakersfield all the way to the southern city limit. The corridor begins as a Class III bike route Columbus Street and Jewett Avenue, surrounded by a variety of residential, commercial, industrial, educational, and recreational land uses and offering a connection to Trail 7. The trail transitions to a Class IV bike facility as it approaches Trail 1 and Downtown for increased protection for cyclists. To accommodate this facility, the TWLTL can be removed between 30th Street and Palm Stret. Curb bump-outs can also be added for shorter pedestrian crossings through Downtown, where the trail connects with Trail 16. The trail continues south through Oleander and Sunset neighborhoods, which offers a connection to Trail 18. When the trail reaches Belle Terrace and connects with Trail 11, the corridor will transition from an on-street facility on H Street to a Class I multi-use path along the Kern Island Canal. As the trail continues south through a variety of land uses and destinations, it will connect with Trail 18 in White Orchard and Trail 14 at the Arvin-Edison Canal before terminating at the intersection of Taft Highway and H Street. There are currently no dedicated bike facilities along the proposed trail.

1 Trail 13 begins on the north side of CSU Bakersfield at the intersection of Stockdale Highway and Don Hart Drive with a connection to the existing Kern River Trail. The corridor follows the Kern River and Buena Vista Canals, creating over 6 miles of Class I facilities to connect the residential areas of southwest Bakersfield to the educational, recreational, and commercial uses surrounding CSU Bakersfield. Intersections with other corridors create links to the rest of the city, such as Trail 11 on the southern side of CSU Bakersfield, Trail 18 in Southern Oaks, Trail 10 in Terra Vista, and Trail 14 at the end of the trail near the southwestern city limit. This trail offers a low-stress alternative to the existing Class II bike lanes on Old River Road and Stockdale Highway.

Trail 13 begins on the north side of CSU Bakersfield at the intersection of Stockdale Highway and Don Hart Drive with a connection to the existing Kern River Trail.

Trail
18 – Asphalto Rail Line & White Lane
Trail 18 provides an 8-mile east-west connection across the southern portion of the city from Southern Oaks to the western city limit. A Class I multi-use path along the Asphalto rail line comprises most of the corridor. The trail begins in a residential area with a connection to Trail 10 at Buena Vista Road, followed by a connection with Trail 13 at the Buena Vista Canal. As the trail moves east, commercial and industrial uses become more common. The corridor intersects with Trail 8 at the Arvin-Edison Canal, Trail 3 on Ashe Road, Trail 6 at the Stine Canal, Trail 2 at Akers Road, and numerous existing Class II facilities. As the trail approaches its connection with Trail 9 on H Street and more residential destinations it transitions to a Class IV facility along White Lane.
The trail transitions back to a Class I multi-use path around Union Avenue, where industrial uses begin to dominate. It connects with Trail 15 along the Central Branch Kern Island Canal before terminating with a connection to Trail 4 near the city limit. There are no existing bike facilities along the proposed trail.

Destinations
Decision and confirmation signs provide destinations to help orient users and alert them of upcoming destinations. However, presenting too many details at once can cause signs to be less effective due to smaller font size and information overload. Therefore, each sign should have three to five destinations.
If more than three destinations can be signed at a given location, one from each class should be chosen. The classification of destinations can be seen in Table 2 below.
The first classification is known as Class A. These are control destinations such as rail stations and colleges that are known to most local users and help them understand their direction of travel.
At least one Class A destination should be included on every sign so users can confirm they are using the correct path. Class B destinations may not be known by all residents but are common active transportation destinations the system can help route users to. This includes high schools, museums, and other regional landmarks. Class C destinations are more local in nature and are likely to draw shorter distance trips.

PRIORITIZATION CRITERIA
Appendix G
To create a the prioritization ranking for each of the trails. A prioritization raster was developed for all areas of the city. A raster is a type of map that devides maps into a series of tiles, which each tile being assigned a value depending on its characteristics. In this raster The City of Bakersfield has been divided into active transportation priority zones from Tier 1 to Tier 5 based on existing pedestrian and bicycle traffic, population and job density, proximity to parks and schools, pedestrian and bicycle injuries, and state and federal equity designations.
Each zone could receive up to 80 points for if it ranked highest in each category. The highest score in the City was 43 points.
The tier breakdown is based on the following score thresholds using Esri’s Natural Breaks method, modified to round numbers.
• Tier 1: 35+
• Tier 2: 25 – 34.5
• Tier 3: 20 – 24.5
• Tier 4: 10 – 19.5
• Tier 5: < 10
Pedestrian and bicycle traffic came from the Replica data aggregation service using mobile device records. Points were given based on the amount of traffic in each zone, again based on the Natural Breaks method.

Parks and schools were scored using proximity from the outer edges of their parcels. 5 points for areas within ¼ mile of a park
2.5 points for areas > ¼ mile, but within ½ mile of a park Schools were scored the same way, so 10 points would be given to areas within ¼ mile of both a school and park
Injury crashes impacting pedestrians and cyclists were mapped and weighted using current Caltrans economic parameters.Fatal crashes were weighted as $12,600,000, other injuries at $181,700. A 250 foot buffer was calculated for each crash, and each territory summed the combined value of crashes in its influence area. The highest zone was given a score of 10 and others were proportionally factored from there using the following break points.

Equity was evaluated using both CalEnviroscreen and Justice 40 equity designations. They were scored as follows:
For CalEnviroscreen, scores were given by percentile of the tract:
0 points: < 40
1 point: 40 - <50
2 points: 50 - <60
3 points: 60 - <70
4 points: 70 - < 80
5 points: 80+
For Justice 40, points were given by number of EJ categories each Tract meets. 1 point for each criteria, 5 or 6 were both given the maximum 5 points.
Prioritization methodology:
Each of the 19 trails proposed as part of the ATP was ranked for implementation in a prioritization scheme. Each of these trails was analyzed for attributes such as trip generation, biking and walking propensity, proximity to disadvantaged communities and activity centers, and the history of bicyclist and pedestrian-involved crashes in recent years. This allowed each of the trails to be scored relative to the goals and objectives of the ATP.
Each of the trails was broken up into 1-4 segments based on any major barriers that may need to be constructed to complete the trail, such as a bridge. A map was developed that indicated which areas of the city feature the highest potential for bike and pedestrian mobility based on an aggregate score of various factors. For more information on this scoring methodology, see Appendix F.
The proposed trail segments were overlaid with the prioritization raster, and each segment was assigned the highest score located along its extents. The cost for each segment was assigned based on the proportion of the segment’s length to the total length of the trail. Major barriers, such as new bridges, were removed from cost consideration at this stage, both because they often formed the border between each segment ridership for each trail was previously estimated using the NCHRP 552 analysis method and was also allocated to each trail segment based on length. The cost for each trail segment was then divided by the estimated number of daily users to produce an average cost per user.
The cost per user and maximum priority score were then used to calculate the final priority score using this formula:
((1/Cost per user) * maximum priority score) * 10,000
The resulting final priority scores ranged from 5 to 121, with higher scores indicating trail segments with higher priority for implementation. The 40 trail segments were broken into eight implementation groups with five projects each. This provides a straightforward and high-level guide for implementation of the trail system.
