If awarded, these funds would be available to low -income households for purchasing a home developed and sold by the Bakersfield Community Land Trust ( BCLT). The breakdown for the total applica tion request of $2,909,000 includes $2,640,000 in loan assistance, $5,000 for homebuyer education, and $264,000 for administration, with individual assistance capped at 40% of each unit's purchase price, allowing SHE to assist approximately 20 low-income households with the purchase of a BCLT single-family home in Bakersfield.
Items 7.d.3 Purchase of Two Fire Engines (All Wards) This resolution allows the City of Bakersfield to secure two fire engines fo r the Bakersfield Fire Department. Early acquisition of these engines will guarantee current Sourcewell contract pricing and will secure placement in the production line that has an extended waiting period. This early acquisition will require an appropriation of $2,240,313 from Equipment Fund balance to the Public Works Department’s Operating Budget.
AGREEMENTS
Items 7.e.3 Corridor Improvements along H Street (All Wards) The City of Bakersfield was awarded the Congestion Mitigation and Air Quality (CMAQ) for the construction of the Corridor Improvements along H Street – State Route 58 to State Route 204 Project. The grant increased the scope of work enabling the project to enhance its overall impact on improving air quality and reducing congestion, including bike lanes and roundabouts at appropriate intersections . This amendment will expand compen sation to $797,335 and will be funded with Capital Outlay Funds currently budgeted in the Public Works Department Capital Improvement Program.
MISCELLANEOUS
Item 7.g.1 Congestion Mitigation and Air Quality Improvement Program Funds (Wards 6 & 7) The City has been awarded a Congestion Mitigation and Air Quality Improvement Program (CMAQ) grant to fund the Adaptive Signal Coordination Capital Improvement Project on Ashe Road, spanning from Panama Lane to Club View Drive. This project will upgrade the existing traffic signal system along the route to enhance signal synchronization and enable real-time adaptive timing adjustments. These improvements will facilitate smoother traffic flow, reduce congestion, and minimize the frequency of vehicle stops and starts. As a result, vehicle emissions will decrease due to less idling at intersections. The CMAQ grant funding, totaling $458,142, will be allocated to the Public Works Department’s Capital Improvement Program under the Federal/State Road Fund.
