ADMINISTRATIVE REPORT

MEETING DATE: January 22, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: January 9, 2025
SUBJECT: Amendment No. 2 to Agreement No. 2023-015 with C & W Construction Specialties, Inc. (increasing compensation by $100,000; revised not to exceed $425,000 and extend the term to January 31, 2026) to provide guardrail repair, installation, and maintenance services

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

The Public Works Department is responsible for repairs and maintenance of City-owned guardrail systems. Guardrail systems repair and maintenance includes planned routine maintenance and extensive emergency repairs, removal, and installation to maintain roadway safety.

Specialized training is required to perform work on guardrails because guardrail maintenance and repairs must meet Caltrans standards and provide proper traffic control in accordance with the California Manual on Uniform Traffic Control Devices (CAMUTCD) standards. This work is outside the capabilities and certifications of City staff and is only needed when damage occurs.

On January 11, 2023, City Council approved an agreement with C & W Construction Specialties, Inc. to provide guardrail repairs, installation, and maintenance services throughout the City of Bakersfield. C & W Construction Specialties, Inc. was selected after responding to the City's Request for Qualifications (RFQ) to provide guardrail services.

On January 10, 2024, City Council approved Amendment No. 1 to Agreement No. 2023-015 increasing the compensation by $75,000 and extending the term to January 31, 2025.

C & W Construction Specialties, Inc. has provided satisfactory guardrail services for the City of Bakersfield. Staff recommends approval of Amendment No. 2 to Agreement No. 2023-015 to increase compensation by $100,000 and extend the term for one year.

FISCAL IMPACT:

Public Works Department sets aside funds from the Streets Division Guardrail Replacement and Maintenance program for various locations within the City of Bakersfield. These funds come from Project No. T1K31300, and will use monies within the State Gas Tax Capital Improvement Program and the Streets Division Street Maintenance General Fund Operating account together in order to provide sufficient allocations to provide for the services associated with this agreement.

COUNCIL GOAL:

Reliable Infrastructure
