ADMINISTRATIVE REPORT

MEETING DATE: January 22, 2025 AGENDA CATEGORY: Consent – Resolutions TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: January 8, 2025
SUBJECT: Resolution to dispense with bidding and authorize using the Design-Build process for the Code Enforcement Rapid Response Team River Station
Facility Project (Ward 2)

RECOMMENDATION:

Staff recommends adoption of the resolution.

BACKGROUND:

This resolution authorizes staff to dispense bidding under Section 3.20.060 of the Bakersfield Municipal Code (BMC) and utilize the design-build process, as defined in the same section of the BMC, for the Code Enforcement Rapid Response Team (RRT) River Station Facility Project. The design-build is a procurement process in which both the design and construction of a project are procured from a single entity. Design-build relies on a single point of responsibility and is used to minimize risks for the project owner (City) and to reduce the delivery schedule by overlapping the design phase and construction phase of a project. The first step in the process is the adoption of a resolution dispensing with bidding and determining that the work, supplies, equipment, and materials needed for a project are best procured through the design-build process. Staff recommends that this process is used for the RRT River Station Facility project due to the nature of this project and the design expertise which must be employed.

The RRT River Station project represents a joint initiative between the Public Works Department and the Building Department aimed at constructing a new Rapid Response Team Facility near the Kern River.

This new facility will allow Code Enforcement Officers to respond to incidents along the Kern River Parkway in a timely fashion. The proposed 3,000 sq. ft. metal building will be located on City-owned property on 21st Street, west of Beach Park. The proposed building will be utilized to provide office space for Code Enforcement Officers to perform administrative tasks, a garage to house specialized vehicles used on and along the Kern River Parkway, and a lavatory. Necessary site work includes grading, asphalt paving, concrete curb work, drainage facilities, and new water, sewer, and electrical connections for said metal building.

This Resolution is the first step in the design-build process and authorizes the Public Works Director to proceed with this process. After receiving and evaluating proposals for the project, the Public Works Director will submit to the City Council a recommendation for award of the design/build contract.

FISCAL IMPACT:

This Resolution allows staff to proceed with the design -build procurement process for Project #P3 D101, which has an allocated budget of approximately $595,130 of Public Safety and Vital Services (PSVS) funds.

This project was anticipated in Fiscal Year 2024-25 Budget.

COUNCIL GOAL:

Safety and Resilience
Reliable Infrastructure
