ADMINISTRATIVE REPORT

MEETING DATE: February 12, 2025 AGENDA CATEGORY: Consent - Agreement TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: January 29, 2025
SUBJECT: Agreement with BSK Associates (not to exceed $324,350 to provide Groundwater Monitoring and Reporting Services for the Wastewater Division

RECOMMENDATION:

Staff recommends approval of agreement.

BACKGROUND:

The Wastewater Division operates under two separate discharge permits issued by the California State Water Resources Control Board for Wastewater Treatment Plant No. 2 (WWTP2) and Wastewater Treatment Plant No. 3 (WWTP3). These permits, referred to as Waste Discharge Requirements, mandate quarterly monitoring, sampling, and reporting of groundwater in the vicinity of WWTP2, WWTP3, City- owned farmland , and an annual report on groundwater conditions at the Interstate 5 farm site. These reports ensure permit compliance, monitor groundwater levels, and identify potential contamination risks.

On December 6, 2024, City released a Request for Qualifications and Proposals (RFQ/P) to provide groundwater monitoring and reporting services. On January 10, 2025, City received a Statement of Qualifications (SOQ) and fee proposals from one firm.

City staff recommends awarding the agreement to BSK Associates based on their SOQ being in alignment with the Scope of Work and their proposal being favorable to City. The proposed agreement is for a three-year term, with total compensation not to exceed $324,350.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund operations budget to fund this agreement, therefore, there is no impact to the City General Fund associated with this agreement.

COUNCIL GOAL:

Reliable Infrastructure
