ADMINISTRATIVE REPORT
MEETING DATE: February 12, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: January 23, 2025
SUBJECT: Agreement with Compass Equipment Inc ($442,161.52) for long term rental of slow-speed shredder for the Mt. Vernon Organics Recycling and Composting Facility
RECOMMENDATION:
Staff recommends approval of the agreement.
BACKGROUND:
The Mount Vernon Organics Recycling and Composting Facility (Facility) currently has one rental slow- speed shredder to process organic waste and food waste materials. Slow-speed shredders are very large machines that shred green waste and food waste that help convert this material into compost, mulch, and soil amendments. Slow-speed shredders also play a vital role in optimizing production. Currently, the slow-speed shredder handles all the curbside organic waste and commercial food waste recycling for Bakersfield and most of Kern County. Due to the large inbound volume of organic waste and food waste, production has been delayed causing a backlog of materials.
Staff is c urrently in the process of researching different slow-speed shredders for purchase. In the meantime, it is necessary to continue renting a slow-speed shredder to process the daily flow of organic waste and food waste material. If this equipment is not ren ted for use at the Facility, a backlog of materials would continue to grow. If left unprocessed, the backlog of materials can ignite and cause fires. This would create an unsafe working environment for staff, and for other contractors who visit the site daily.
Bids were solicited through a Request for Proposal (RFP) process for these services. Responses to the RFP were received from two companies as listed below.
1. Compass Equipment Inc
2. Powerscreen of California
Staff recommends awarding the contract to Compass Equipment Inc in the amount of $ 442,161.52 to provide the needed equipment. The recommendation of this company is based on a comparison of firm qualifications, reliability, experience, and cost proposal, which is the most favorable to the City.
FISCAL IMPACT:
The Department has funds budgeted in Refuse Enterprise fund to purchase this equipment, and because it is being paid for from the enterprise fund there is no impact on the City General Fund.
COUNCIL GOAL:
Reliable Infrastructure
