(Ward 2)
RECOMMENDATION:
Staff recommends approval of the agreement.
BACKGROUND:
As part of the Public Arts Initiative (Initiative), an advisory group was established to identify key areas where public art could positively impact the surrounding community. To support the development of an arts district, specific locations within the downtown area were selected for projects funded by the Initiative. Central Park, located at 600 19th Street, was chosen as the site for a major art installation due to its shared space with the Bakersfield Museum of Art. This location will serv e as a focal point for the East Art District.
The advisory group, with the assistance of MIG Inc. (Consultant), an authorized public art consulting and project management firm, conducted a competitive selection process. Out of six architectural proposals, the advisory group selected San Francisco-based artist Shan Shan Sheng, DBA East West Fine Arts (Artist), for the project.
The proposed art installation, titled California Poppies , will be a sculpture erected in Central Park.
Designed as a multipurpose i nstallation, the sculpture will combine aesthetic appeal with functional elements, including shade and an integrated lighting system. The lighting component will be adjustable in color, allowing for customization to support future programming and events in the park.
Staff recommends approval of an agreement with Shan Shan Sheng, DBA East West Fine Arts, for the design, fabrication, and installation of California Poppies at Central Park, at a cost not to exceed $600,000.
FISCAL IMPACT: The project is funde d by Public Services and Vital Services Measure within the Capital Improvement Program. There is sufficient funding for this project and no additional funds are required.
