FROM: Jennifer M. Byers, Economic and Community Development Director DATE: January 29, 2025
SUBJECT: Amendment No. 3 to Agreement No. 2022-237 with Flood Ministries, Inc.
(increase compensation $300,000, revised not to exceed $900,000) for Street Outreach; Homeless Housing, Assistance, and Prevention Program Round 4 (HHAP-4)
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
On July 19, 2021, the State of California established the Homeless Housing, Assistance, and Prevention Program Round 4 (HHAP-4). Funds were allocated on a formula basis for Continuums of Care, large cities, and counties determined by the size of the jurisdiction and its proportion of the state’s homeless population. The City of Bakersfield was allocated $4,283,319.84 in HHAP-4 funds, of which $2,141,659.92 were received by the City as part of an initial disbursement. The remaining $2,141,659.92 will be granted upon demonstration that the City has obligated no less than 75 percent and spent no less than 50 percent of the HHAP-4 initial disbursement by May 31, 2025. City was also awarded $5,678,236.56 in HHAP-5 funds, which will be utilized to maintain current homelessness services projects. These funds have yet to be received.
On November 16, 2022, Council approved Agreement No. 2022-237 providing Flood Ministries with $300,000 in HHAP-3 funds for street outreach services from September 27, 2022 - September 30, 2023.
On August 9, 2023, Council approved Amendment No. 1 to Agreement No. 2022-237 to extend the term end date to December 31, 2023 to allow Flood additional time to fully expend grant funds. On December 13, 2023, Council approved Amendment No. 2 to Agreement No. 2022-237 to award an additional $300,000 in HHAP-4 funds to Flood Ministries to maintain program services for an additional year.
The proposed Amendment No. 3 to Agreement No. 2022-237 will provide an additional $300,000 to maintain street outreach services for 1 year and extend the term end date to December 31, 2025.
This extension will serve two purposes. First, this will assist the City in meeting the HHAP-4 50% of initial allocation expenditure deadline of May 31, 2025 (the $300,000 will be funded with HHAP-4 dollars that have not been obligated through a subrecipient agreement). Second, although City’s application for HHAP-5 funds has been approved, City has yet to receive these funds. Without these funds, HHAP- funded street outreach services would end as of December 31, 2024, with a to-be-determined restart date.
Current Progress
Since the start of the grant term (September 22, 2022) to-date, this program has made 2,082 contacts, 426 referrals, and served 1,409 individuals. With the additional funds and term extension, Flood anticipates the ability to make an additional 240 contacts and 120 shelter or permanent housing referrals.
FISCAL IMPACT:
No impact to General Fund.
COUNCIL GOAL:
Safety and Resilience
