MEETING DATE: February 12, 2025 AGENDA CATEGORY: CONSENT CALENDAR - Miscellaneous TO: Honorable Mayor and City Council
FROM: Darin Budak, Recreation and Parks Director
DATE: January 28, 2025

for the purchase of zero emissions landscape maintenance equipment to the Recreation and Parks Operating Budget within the General Fund.

RECOMMENDATION:

Staff recommends approval of the appropriation.

BACKGROUND:

California Assembly Bill 1346 (Bill) was signed into law on October 09, 2021 by Governor Gavin Newsom.

The Bill bans the purchase of new small gas -powered equipment, including landscape maintenance equipment effective January 1, 2024. The San Joaquin Valley Air Pollution Control District (SJVAPCD) introduced the Zero-Emissions Landscape Equipment Voucher Program (ZELE). The ZELE program provides incentives for the replacement of the existing gas- or diesel-powered landscape maintenance equipment with new electric landscape maintenance equipment.

The ZELE program, depending on the type of equipment, up to $15,000 is available in reimbursement and there is a 15% cost share requirement. The Recreation and Parks Department has replaced 140 pieces of small equipment. The department is planning to replace approximately 300 pieces of eligible equipment using the ZELE program.

FISCAL IMPACT: There is minimal impact to the Recreation and Parks Department Operating Budget within the General Fund.

COUNCIL GOAL:

Innovative and Efficient City Government
