Task 3B – Monitoring/Sampling Field Work
S:\Projects\Groundwater Monitoring\RFQ-P 2024\RFQP Ground Water.docx Page 4 of 28 On a quarterly basis and if possible based on accessibility, CONTRACTOR will use a sounding device to measure the depth to groundwater in the 6 piezometers associated with the subject project. If a piezometer contains water, CONTRACTOR will purge approximately 3 to 5 well volumes of water from the piezometer, or until the subject piezometer is dry, using an appropriately decontaminated Teflon bailer. CONTRACTOR will collect a groundwater sample from the subject piezometer later the same day or the following day (to allow water recovery in the subject piezometer) using a new disposable bailer. Water samples collected will be stored in new sample containers provided by the analytical laboratory that are appropriate for the tests and analyses to be conducted. It should be noted that a piezometer might be dry and it may not be possible to collect a water sample or the volume of water obtained from a piezometer may not be sufficient to meet the requirements of the laboratory for testing and analysis.
Also, on a quarterly basis and if possible based on accessibility, CONTRACTOR will collect groundwater samples from the 12 groundwater monitoring wells in the vicinity of WWTP #3. The subject wells are constructed of 5 -inch-diamter PVC casing that is screened from approximately 120 to 170 feet bgs and that static groundwater is assumed to be approximately 130 feet bgs. A dedicated downhole pump is installed in each of the subject monitoring wells. It will be necessary to use a portable generator to power the downhole pumps. CONTRACTOR will purge approximately 3 to 5 well volumes of water from the subject wells and collect water samples from the wells. The purge water will be allowed to drain onto the ground. CONTRACTOR will use an electric sounder to measure the depth to groundwater in the subject well prior to purging activities. Water samples collected will be stored in new sample containers provided by the analytical laboratory that are appropriate for the tests and analyses to be conducted.
Samples collected from the piezometers and groundwater monitoring wells associated with WWTP #3 will be preserved and handled in accordance with industry -standard procedures. A label indicating the sample number, sample location, date and time of collection, and other pertinent information will be affixed to sample containers and the containers will be appropriately sealed. Samples will be preserved in an ice chest maintained at approximately 4°C and transported in accordance with standard chain -of- custody procedures to the laboratory for the testing and analysis.
Task 3C – Data Analysis and Report Preparation
On a quarterly basis and following receipt of final laboratory reports associated with groundwater samples collected quarterly from the subject piezometers and groundwater monitoring wells, CONTRACTOR will prepare a “Draft” Report of Quarterly Monitoring and Sampling Results (Quarterly Report) for CITY review that will briefly summarize quarterly groundwater monitoring/sampling activities. Quarterly Reports will be prepared consistent with and in the same general format as previous annual reports for WWTP #3.
Quarterly Reports will include tabulated groundwater monitoring data, tabulated analytical results associated with piezometer and monitoring well samples, copies of laboratory analytical reports, and a site plan that indicates piezometer and monitoring well locations. Quarterly Reports will also include characterization of groundwater conditions (i.e., depth- to-groundwater, groundwater elevation, or iso- concentration contour maps) but no monitoring well hydrographs, and no graphs of historical sample analytical data.
Following CITY review and approval of each Draft Quarterly Report, CONTRACTOR will prepare a “Final” Quarterly Report for submittal to the Regional Board. Final Quarterly
S:\Projects\Groundwater Monitoring\RFQ-P 2024\RFQP Ground Water.docx Page 5 of 28 Report will be submitted to CITY via email. Final Quarterly Report will be reviewed and signed by a professional engineer or geologist registered in the State of California.
MONITORING/SAMPLING SCHEDULE
It is anticipated that quarterly monitoring/sampling events will be conducted in the months of January, April, July and October each year. It is anticipated that Draft Quarterly Reports will be submitted to the CITY no later than the 5 th working day of April,
July, October and January, respectively, the Final Quarterly Report will be submitted no later than the 20 th of April, July, October and January. Quarterly Reports are due to the Regional Board by the 1st day of the fourth month following sample collection activities.
This scope of work will not include groundwater sample analytical testing services.
Analytical services will be done under a separate agreement.
I-5 FARM SITE
Task I-5A – Project Management
CONTRACTOR will provide appropriate project management services associated with proposed activities. It is anticipated that project management activities will include, but may not be limited to, scheduling of field activities with you or other City personnel associated with the subject property, meetings and telecommunication with you and/or other City personnel, the review of Regional Board correspondence or other documents associated with the project, scheduling sample deliveries to the laboratory and coordination of testing requirements and results with the laboratory, collection of groundwater monitoring data from local water agencies, and coordination of data management with you and/or other City personnel and the Regional Board.
Task I-5B – Monitoring/Sampling Field Work
On an annual basis and, if possible, based on accessibility, CONTRACTOR will use a sounder to measure the depth to groundwater in the 14 piezometers associated with the I-5 project in accordance with the CRWQCB requirements. If a piezometer contains water, CONTRACTOR will purge approximately 3 to 5 well volumes of water from the piezometer, or until the subject piezometer is dry, using an appropriately decontaminated Teflon bailer. CONTRACTOR will collect a groundwater sample from the subject piezometer later the same day or the following day (to allow water recovery in the subject piezometer) using a new disposable bailer and portable electronic instrument will be used to determine the electrical conductivity of the sample.
On an annual basis and if possible based on accessibility, CONTRACTOR will collect groundwater samples from the 22 unconfined groundwater production wells associated with the I -5 Site (19 wells could not be located or accessed in 2017). Based on inaccessibility to well casings, the large volume of water in the wells, and the fact that the subject wells are active production wells, parties previously involved with the project have indicated that purging of the subject wells prior to sampling is neither practical or necessary. As a result, samples have previously been and will continue to be collected directly from a tap (e.g., hose bib or removable plug) associated with water distribution piping without first conducting well purging activities. Water will be discharged from the tap for approximately 5 minutes prior to sampling. Water samples collected will be stored in new sample containers provided by the analytical laboratory that are appropriate for the tests and analyses to be conducted. If the pump associated with a well is not operational or the volume of water obtained from a well is not be sufficient to
S:\Projects\Groundwater Monitoring\RFQ-P 2024\RFQP Ground Water.docx Page 6 of 28 meet the requirements of the laboratory for testing and analysis. If a sounding tube or other opening for a well is accessible, CONTRACTOR will use an electric sounder to measure the depth to unconfined groundwater in the subject well.
Samples collected from unconfined groundwater production wells associated with I -5 Site will be preserved and handled in accordance with industry -standard procedures. A label indicating the sample number, sample location, date and time of collection, and other pertinent information will be affixed to sample containers and the containers will be appropriately sealed. Samples will be preserved in an ice chest maintained at approximately 4°C and transported in accordance with standard chain- of-custody procedures to the laboratory for the testing and analysis.
Task I-5C – Data Analysis and Report Preparation
On an annual basis, following completion of field activities and the review of groundwater sample laboratory results, CONTRACTOR will prepare and submit a “Draft” report of groundwater conditions (Report) associated with the I -5 Site to the City for review. The Report will be prepared consistent with and in the same general format as the Reports for the I-5 Site project that have previously been completed.
The Report will summarize field procedures associated with depth- to-water measurements and groundwater sampling activities and will present tabulated piezometer monitoring data and unconfined groundwater sample analytical results in a manner consistent with previous Reports. The Report will include copies of laboratory reports, a site plan, and contour maps of data prepared by CONTRACTOR and/or others (e.g., depth-to-groundwater, groundwater elevations, and electrical conductivity, nitrate, and chloride test results), as appropriate. The Report will also contain graphs of groundwater monitoring and analytical data (e.g., depth -to-groundwater, electrical conductivity, nitrate concentrations) versus time for a given well.
Following the CITY review of the Draft Report, CONTRACTOR will prepare a “Final” Report suitable for submittal to the Regional Board. The Final Report will be submitted to the City via email. Final Reports will be reviewed and signed by a professional engineer or geologist registered in the State of California.
MONITORING/SAMPLING SCHEDULE
It is anticipated that the Draft Report will be submitted to the CITY no later than the 5 th
working day of September. The Final Report will be submitted no later than the 20 th of September. Note that the annual Final Report is due to the Regional Board by February 1st of each year.
